CALL TO ORDER: Pursuant to the posted agenda on June 13, 1997, Chairman Adams called the meeting of the Parks & Recreation Commission to order at 7:30 p.m. on Wednesday, June 18, 1997. 2. ROLL CALL: PRESENT: Commissioner - Caswell, Crump, and Adams ABSENT: Commissioner Broge, Sternquist ALSO PRESENT: Manager Burroughs, Supervisor Hampson, and Maintenance Supervisor Erickson Commissioner Caswell made a motion to excuse Commissioner Broge and Sternquist for cause, seconded by Commissioner Crump and unanimously carried. Commissioner Broge arrived at 7:31 p.m. PLEDGE OF ALLEGIANCE:. Led by Chairman Adams TIME FOR THOSE IN THE AUDIENCE. WHO WISH TO SPEAK: No one. 5. CONSENT CALENDAR: On motion by Commissioner Crump and seconded by Commissioner Caswell the Consent Calendar was unanimously approved as presented. A. APPROVAL OF MINUTES - Regular meeting of May 21, 1997. Commission approved the Minutes from the regular meeting of May 21, 1997. B. MONTHLY Arr1 NDANCE REPORT Commission received Attendance /Activity Reports for the month of May, 1997. 6. UNFINISHED BUSINESS: None 7. NEW BUSINESS: A- REQUEST FROM NEW BEGINNINGS FAMILY CHURCH FOR RESERVED USED OF THE PERFORMING ARTS PAVILION ON JULY 26, 1997 Manager Burroughs requested review of a request from New Beginnings Family Church for reserved use of the Performing Arts Pavilion on July 26, 1997 for Christian Summer Concert. She stated the applicant also requests consideration of a fee waiver. Commissioner. Caswell stated the application did not list a Temple City address. He stated post office boxes are not acceptable. Also he stated the application did not have a valid signature. Mr. Stewart Perry, an elder from the New Beginnings Family Church, stated , PARKS AND RECREATION COMMISSION M MUTES Page 2 June 18, 1997 their congregation shares the facility at the Seventh Day Adventist Church and do not receive mail at that address. Manager Burroughs stated residency has been verified with the City Clerks office stating they are authorized to sell fireworks as a local non -profit group. Commissioner Adams suggested waiving rental fees and staff fees if the church provides the maintenance. Manager Burroughs recommend waiving the rental fee and security deposit and recommended one city staff since the church is doing the setup and cleanup. She suggested billing for staff at direct cost by the number of hours worked. Commissioner Broge asked Supervisor Erickson if that would be a problem. He indicated he did not want anyone in the electrical panel. He suggested a maintenance staff person. Commissioner Crump made a motion to grant the request received from the New Beginnings Family Church for reserved used of the Performing Arts Pavilion on July 26, 1997, subject to required certificate of insurance; waive the rental fee and security deposit; and pay for the actual cost of a maintenance staff. Seconded by Commissioner Caswell and unanimously approved. Manager Burroughs added that staff will obtain a valid signature on the application. Also the applicable rules and regulations will be given to the group. B. REQUEST FROM TEMPLE CITY AMERICANYOUTH SOCCER ORGANIZATION FOR RESERVED USE OF THE FIELDS AT LIVE OAK PARK FOR GAMES AND PRACTICES FOR THE 1997 SEASON Manager Burroughs stated a request for review from Temple City AYSO for reserved use of the fields at Live. Oak Park for games and practices, August 11, 1997 - February 1, 1998 was included in their packet. Request includes use of the fields on Sundays for makeups and rainouts. Paul Chiary, President American Youth Soccer Organization, expressed concern on the loss of field space when the construction fence was installed. He stated the Sunday 12 to 5 p.m. use was requested as a backup due to rain or other unexpected circumstances. Mr. Chiary stated the north and south fields will be compressed for use by the younger divisions due to the ten foot line established south of the construction fence. Maintenance Supervisor Erickson stated the irrigation issue will be addressed this summer. Commissioner Broge suggested the request for proposal state the contractor start the project after January 31. Alternate sites were suggested by staff if the fields were closed for sprinkler installation. Commissioner Broge stated there are teams continuing to use the fields three nights a week. She stated if the youth organizations with approved use of the fields are allowing them use of the lights and fields they also should be liable under their insurance for their use. She suggest that all groups using the fields provide a certificate of insurance and have an approved use reservation. • PARKS AND RECREATION COMMISSION MINUTES Page 3 • June 18, 1997 Mr. Chiary stated it was easier to avoid the group than have a confrontation. He stated there have been confrontations in the past. Manager Burroughs stated the guidelines for organized use of the fields. She stated the users should assume their own insurance liability. Commissioner Broge stated the permit for A.Y.S.O. should begin at 10 a.m. for setup of the fields and first game no earlier than noon. She stated this early set -up will eliminate use by non permitted groups. Commissioner Broge made a motion to approve American Youth Soccer Organization's request for use of fields for their 1997 season and change set -up time from neon to 10 a.m. and no game to begin prior to noon subject to the required certificate of insurance. Second by Commissioner Caswell and unanimously approved. Mr. Chiary agreed to pay for city staffing prior to noon. C. STARS PLAYGROUND PROGRAM UPDATE Manager Burroughs stated Commission received information on the 1996 -97 STARS Playground Program in their packet. She requested input for the next fiscal year. Manager Burroughs added that Supervisor Hampson did an outstanding performance. Supervisor Hampson added that the recreation staff sell the program to the youth. She indicated there are approximately 70 enrollments for the summer program. Commissioner Broge congratulated staff for providing this quality program for the community. Commissioner Caswell suggested a program video presentation to City Council. D. ADDITIONAL DISPLAY OF COMMEMORATIVE BRICKS IN TEMPLE CITY PARK Manager Burroughs stated there have been requests from the community to purchase additional bricks for display near the Performing Arts Pavilion. She requested Commissioners to discuss options for display of additional commemorative bricks in Temple City Park. 0 Manager Burroughs stated there were several concepts prepared by staff for consideration. Commissioner Crump presented his concept of placing bricks around the circular walkway between the two palm trees. Commissioner Caswell presented his drawing of a pylon of about 30 feet that would accommodate about 800 bricks. Commissioner Adams suggested Commission meet in the park early and discuss options. Supervisor Erickson stated whatever is on north side should be mirrored on the south. He stated there are community events held in the park and the bricks should be placed on the ground. COMMUNICATIONS: None 9. ADDITIONAL ORAL COMMUNICATIONS FROM THE AUDIENCE: None 10. MATTERS FROM CITY OFFICIALS: A. COMMUNITY SERVICES MANAGER'S REPORT. Manager Burroughs presented information as outlined in her report, dated June 18, 1997, included in the packet. Managers Burroughs gave an update on the aquatics program at Temple City High School. She also outlined pool hours and fees. She stated there will be no evening swim program because the pool is being used by the water polo team. She informed Commissioners that the Los Angeles County Board of Supervisors waived fees for swim lessons. 11. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA A. COMMISSIONER BROGE inquired when demolition will begin on the Live Oak. Park project. Manager.. Burroughs stated it was delayed to July due to obtaining permits for asbestos removal. Manager Burroughs also answered her question on the patrol of the park for the fourth of July. She stated there will be added patrol of the park and notices will be posted that fireworks are not allowed. B. COMMISSIONER CASWELL - None C. COMMISSIONER CRUMP - Commended staff on the summer programming and overcoming problems they encountered. D. COMMISSIONER STERNQUIST - Absent E. CHAIRMAN ADAMS - None 12. ADJOURNMENT: There being no further business, it was moved by Commissioner Caswell and seconded by Commission Crump and unanimously carried that the meeting be adjourned to the next regular meeting of the Parks and Recreation Commission to be held on July 16, 1997, at 7:30 p.m. in the Council Chambers, 5938 North Kauffman Avenue, Temple City.
