CALL TO ORDER - At 7:00 p.m. the study session was called to order by Mayor Wilson. ROLL CALL - All Councilmembers present. Also present City Manager Ovrom, City Treasurer Maldonado, Community Development Director Dawson, Community Services Director Kobett, Public Services Director Hart and City Clerk Love. 2. City Manager Ovrom indicated the Study Session on May 29 will be the presentation of the Departmental Budgets and May 30 will be the review of the Capital Improvement Program and the Redevelopment Agency Budget. She then proceeded to verbally present the budget message and a brief overview of the compo- nents of the budget document. 3. City Manager Ovrom requested that through the budget process the Policies and Guidelines be formalized and direction be given to staff on the areas in which to pursue revenue en- hancements. 4. Follow -up is required on the following items. A. Further detail should be provided to the Council on the $200,000 as it relates to the assumption of revenue associated with AB 939. Council requested the percentage of past expenses vs. anticipated expenditures as well as anticipated increase per household be provided. B. Council inquired as to whether the City is receiving Sales Tax revenue from the bridal stores on Las Tunas as well as the furniture store on Cloverly. C. Staff is to provide the Council with the dollar figure of the 'normal step increases' which was assumed on the expenditure side. D. Council requested the projected percentage increase of sales tax. L. A. Times article indicated 1.7 %. City Treasurer Maldonado indicated our projections are $1,000 less than the 1.7 %. E. Council inquired as to whether or not the 2% surcharge added to all County contracts for litigation could be challenged from a legal standpoint. STUDY SESSION May 20, 1991 Page 2 F. Council wanted further explanation of the $90,000 for the Joint Powers Insurance Authority which has appeared on the Warrants & Demands for May 21, 1991. G. Council requested that the Part Time positions be further identified to ascertain whether or not some part time positions could be consolidated for further savings. H. Council requested that the Decision Packages be prioritized and in addition the areas which could be cut also be prioritized. I. Council would also like to consider partial registration packages for future conferences and discussed the possi- ble non - participation in the San Francisco League of California Cities meeting in October. J. Council requested an explanation of the adjustment to $200,000 difference on the five -year projections. K. Council requested staff to look into the possibility of using a contract tree trimming service. L. Council requested that staff adjust the spread on the Lighting District Assessment to reflect the same fees for maintenance for both Zone A and B. 5. CLOSED EXECUTIVE SESSION - Council recessed to a closed Executive Session pursuant to Government Code Section 54957 to consider Personnel matters. 6. ADJOURNMENT - Council adjourned to the next regular meeting on May 21, 1991 at 7:30 p.m. in the Council Chambers at 5938 Kauffman Avenue, Temple City. 1 1 1
