HomeMy Public PortalAbout19971103REGULAR COUNCIL MEETING NOVEMBER 3, 1997 1 CALL TO ORDER The Regular Council Meeting was called to order on November 3, 1997, 7:30 P.M. with Mayor Duane Schreimann presiding. Prayer was offered by Councilman Carl Jaynes, followed by the Pledge of Allegiance. ROLL CALL The following Council Members were present for roll call: Present: Byrd, Haake, Jackson, Jaynes, Landwehr, McDowell, Nelson, Nilges, and Stella Absent: Vincent A quorum was declared present. ITEMS CONSIDERED OUT OF ORDER Mayor Duane Schreimann announced that he would like to take up Bill 97 -95 out of order at this time because several people interested in that bill were in attendance. There were no objections from Council to his request. Bill 97 -95, sponsored by Councilman Jaynes, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING LOT 9 OF DIX ACRES, SECTION THREE, LOCATED AT THE NORTHWEST CORNER OF WEST TRUMAN BOULEVARD AND SCOTT STATION ROAD FROM C -1, NEIGHBORHOOD COMMERCIAL TO C -2, GENERAL COMMERCIAL. Councilman Carl Jaynes stated that he has been requested by Mr. David Golfer, the rezoning applicant, that Bill 97 -95 be placed on the Informal Calendar at this time. Mayor Duane Schreimann explained to the gallery what it means when a Bill is placed on the Informal Calendar, and requested that Staff communicate to Mr. Golfer, that he should inform the City Clerk in advance of the agenda preparation when he plans to request the Bill's removal from the Informal Calendar so that interested parties can be notified. Keith DeVault, Director of Planning & Code Enforcement stated that he would contact Mr. Golfer and relay Mayor Duane Schreimann's request to him. PRESENTATIONS FROM THE GALLERY Mayor Duane Schreimann recognized Boy Scout troops which were attending the meeting, REGULAR COUNCIL MEETING NOVEMBER 3, 1997 2 and requested that they introduce themselves: 1. Troop 104, St. Joseph's Parish, introduced by Mr. Reg Turnbull, Troop Leader. The troop is working on their Citizenship in the Community Award. 2. Troop 2, Jefferson City, introduced by Mr. Charles Coatney, were also working on their Citizenship in the Community Award. CONSENT AGENDA The following items were present for approval on the Consent Agenda: a. Minutes of October 20, 1997, Regular City Council Meeting b. (Renewal) - Agreement with Chamber of Commerce for Administration of Lodging Tax and Management of Convention & Visitors Bureau A motion was made by Councilman Bill Byrd for approval of the Consent Agenda as presented, seconded by Councilman Carl Jaynes, and approved unanimously. BIDS OVER $25,000 RFP No. 1718 - Dental Insurance Quotes, Human Resources: A motion was made by Councilman Charles Jackson for approval, seconded by Councilman Steve Nelson and approved unanimously. Insurance Renewals, Human Resources: A motion was made by Councilman Carl Jaynes for approval, seconded by Councilman Charles Jackson and approved unanimously. Sole Source Procurement - Bar Screen, Public Works- A motion was made by Councilman Charles Jackson for approval, seconded by Councilman Len Stella, and approved unanimously. MINUTES AND REPORTS RECEIVED AND FILED Mayor Duane Schreimann stated that the following minutes /reports have been received and are on file in the City Clerk's office: Solid Waste Committee, 10/14/97; Firefighters Retirement Board, 7/24/97; Transportation and Traffic Commission, 10/9/97; Cable Quality Commission Franchise Renewal Subcommittee, 7/9/97, 7/15/97, 9/16/97, and 9/30/97; Historic Preservation Ad Hoc Committee, 9/12/97, 9/23/97, 9/30/97, 10/7/97, and 10/24/97 ANNOUNCEMENTS BY THE MAYOR REGULAR COUNCIL MEETING NOVEMBER 3, 1997 3 Mayor Duane Schreimann announced that the City of Jefferson has been selected to receive the Government Finance Officers Association (GFOA) Budget Award for its 1996 -97 budget. He presented the plaque award to Mr. Robert Kenney, Finance Director, who accepted the award. Mr. Kenney also introduced Desiree Hale and Stephanie Adrian from the Finance staff who he stated should be recognized for the outstanding contribution they made toward this award by their hard work on the budget. MAYORAL APPOINTMENTS Mayor Duane Schreimann announced that he was submitting the following appointments for approval: Ad Hoc Convention Center Site Selection Committee - Jeannie Moore, Morrie Trout, Tom Rackers, Chuck Weber, Dave Turner, Seth Evans, Vicki Arcobasso, Larry Vincent, Carl Jaynes, Charles Jackson, John Landwehr and Carolyn McDowell. A motion was made by Councilman Rick Nilges for approval of the appointments, seconded by Councilman Bill Byrd, and approved unanimously. Mayor Duane Schreimann stated that since Councilman Larry Vincent had been very active in this committee in the past, he would be charged with the task of contacting the rest of the committee members to schedule the first meeting. BILLS INTRODUCED Bill 97 -106, sponsored by Councilmen Jaynes, Vincent, Haake and Nelson entitled: AN ORDINANCE APPROVING AN AMENDED URBAN RENEWAL PLAN FOR PROGRESS URBAN RENEWAL PROJECT NO. MO. Councilman Carl Jaynes requested that Bill 97 -71 be removed from the Informal Calendar and placed on final passage, and moved that Bill 97 -71 be amended in accordance with the Amended Bill 97 -71 which was distributed in the Council Packet. Motion was seconded by Councilman Bill Byrd and approved unanimously. Councilman Rick Nilges requested that Bill 97 -85 remain on the Informal Calendar Bill 97 -87, sponsored by Councilman Vincent, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING REFERENDUMS ON TAX ISSUES RELATED TO A CONVENTION CENTER. Mayor Duane Schreimann stated that since the bill's sponsor was absent that Bill 97 -85 will remain on the Informal Calendar Bill 97 -92, sponsored by Councilman Nilges, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH EVERS AND COMPANY FOR AUDIT SERVICES. Councilman Rick Nilges requested that Bill 97 -92 be removed from the Informal Calendar and placed on final passage. Bill 97 -92 was read third time by title, placed on final passage and passed by the following vote as Ordinance 12691: Aye: Nay: Byrd, Haake, Jackson, Jaynes, Landwehr, McDowell, Nelson, Nilges and Stella None NEW BUSINESS a. Foam Trucks: Councilman Carolyn McDowell commented on a recent vehicle accident in the city which required the use of foam trucks for firefighting. She asked if the City has any foam trucks, to which Fire Chief Robert Rennick replied that there are two units at the City's disposal, but that they do not belong to the City, nor does the City have an agreement with the owner of the trucks for their use. Councilman Carolyn McDowell requested that Staff look into an agreement between the City and REGULAR COUNCIL MEETING NOVEMBER 3, 1997 8 the owner of those trucks for the use of the trucks when needed. b. Flamingo Road: Councilman Rick Nilges requested that Staff look into the status of scheduled improvements to Flamingo Road. c. Kansas Street Signalization: Councilman Rick Nilges requested an update on his request to ask the Missouri Department of Transportation to lengthen the street light at the intersection of Kansas Street and Missouri Blvd. d. Lighting at Wildwood Rd: Councilman Carl Jaynes commented on the fact that the street sign at Wildwood Road is not lighted and very difficult to see at night. He requested that staff look into the possibility of lighting that area in some manner. Councilman Carolyn McDowell also stated that Hobbs Wood has the same problem and that perhaps staff could look at that as well. e. Park Vandalism: Councilman Carl Jaynes commented on the recent rash of vandalism to the City's parks system, and asked if Crime Stoppers could be used in addressing this problem. Police Chief Tyler Brewer replied that this topic was going to be discussed at an upcoming meeting. UNFINISHED BUSINESS There was no unfinished business to come before the Council at this time. COUNCIL LIAISON REPORTS Councilman Carolyn McDowell reported that, in response to the charge given to her and Councilman Larry Vincent at the October 20 Council Meeting, a meeting had been held with the Environmental Quality Commission members on October 30. She stated the committee was going to meet again in the next week or so to discuss the restructuring of the ordinance pertaining to that Commission. APPROVAL OF EXECUTIVE SESSION MINUTES Executive Session of October 20, 1997: A motion was made by Councilman Steve Nelson for approval, seconded by Councilman Bill Byrd, and approved unanimously. ADJOURNMENT There being no further business to come before the Council at this time, a motion was made by Councilman Bill Byrd that the meeting be adjourned, seconded by Councilman Charles REGULAR COUNCIL MEETING NOVEMBER 3, 1997 9 Jackson and approved unanimously at 8:05 P.M.
