At the request of the Council, the Manager will investigate other possible procedures. The Manager presented a report on providing overtime pay for fire personnel as a means of compensation for firemen working double shifts due to the resignation or retirement of personnel, and in order to guarantee adequate protection at full station®shift strength, at no additional cost to the city. I:t was the Managers recommendation that overtime pay for such personnel be provided on an established shift-pay basis when the line operating force is reduced by layoff, resignation, or ret~.rement to twenty-two or less personnel, and only upon approval of the appoir_ting authority, .
