Bennett and A~~soc:~~,t~.,>>, planning consultants employed by the city to r~r~~pare the General or Master Plan, addressed the Council =~n.d braced the background of the planning study which r~=;~~zlted in the Master Plan, and. described in detail the planning elements which comprise the plan, emphasizing the=~f: thE~ Genf=ral or Master Plan is a guide to the city s fy..~.ture growth and development.
