REGULAR MEETING SEPTEMBER 18, 1962
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road., on abovF: data
at 7:30 p.m.
Mayor Duncan in the chair,
Councilmen Duncan, Finch, Ham, McMillan and Roane answered
the roll call.
It was moved by Councilman Finch, seconded by Councilman
McMillan, that the minutes of the previous regular meeting
of September 4, 1962, be approved as written. A1.1 members
voting aye, the Mayor declared the motion duly carried.

Franchise - Mobil Oil Company, Inc. expires on November 22, 1962, and

It was moved by Councilman Ham, seconded by Councilmen Finch,
that said resolution be adopted.

The Clerk presented another resolution entitled: "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
DECLARING ITS INTENTION TO GRANT A FRANCHISE TO THE SOCONY
MOBIL OIL COMPANY, INC." which proposed. to cancel the
existing franchise granted by city Ordinance No. 79 and
changes the procedure for computing franchise payments to
the city.
Socony :Mobil Following a discussion of the method of computing present
Franchise - franchise payments, it was moved by Councilman Finch,
R~;s. of seconded by Councilman McMillan, that the Council rescind
Intention its previous action in adopting the resolution of intention,
rescinded - and that the City Engineer submit a report at the next
held over, regular meeting on the present and proposed procedures in
computing said franchise payments. All members present
voting aye, the Mayor declared the motion duly carried.
Heart Assn. The Clerk presented a communication from the Los Angeles
fund drive County Heart Association requesting permission to conduct
approved, their annual fund raising campaign in the city during the
month of February, 1963. It was moved by Councilman
McMillan, seconded by Councilman Finch, that said permission
be granted. All members voting aye, the Mayor declared the
motion duly carried.
Camp Fire The Clerk presented a communication from the Rio Hondo Area
Girl. candy Council of Camp Fire Girls requesting permission to conduct
~~a1E: their annual candy sale in the city from January 25 to
approved, February 15, 1963. It was moved by Councilman Finch,
seconded by Councilman McMillan, that said permission be
granted. All members voting aye, the Mayor declared the
motion duly carried.

The Clerk presented a communication from the Planning
Commission recommending that in conjunction with the
Commissionts study of on-street parking problems the
Traffic Engineer conduct a survey of street parking
conditions on 24 foot streets where parking is not re-
stricted to one side of the street. It was moved by
Councilman Finch, seconded by Councilman McMillan, that
the Council concur in the recommendations of the Planning
Commission and direct the Traffic Engineer to conducf, said
survey. A1.:1 members voting aye., the Mayor declared the

The Clerk presented. the application of Mrs, V. L. Watkins,
1121.8 Jackson Avenue, for a special permit to conduct a
dressmaking business in her home. The Clerk stated the

d~y~nts, and no protests have been filed.. The Mayor inquired

The Manager presented for the Councils consideration an
interim agreement with the Central and West Basin Water
Replenishment District for voluntary curtailment of pump-
ing of water by the city. The Manager stated that the
purpose of such action is to reduce water-production and
preserve the underground. water basin. He also stated
that Court action has been instituted by the. District to
determine legally the water rights of each producer in the
Ba;>in, and this agreement provides for a voluntary curtail-
mient of production and. is binding when r5~.of the producers
agree to the stipulation prior to October 1, 1962, The
initial cost to the city for purchase of Metropolitan
Water District water to supplement city production will be
approximately $0,130.00 for the balance of the .fiscal year,
It was the Manageris recommendation that the Council enter
into said interim agreement with Central and. West Basin
Water Replenishment District for the ¢oluntary curtailment
of pumping and providing water for the exchange pool,
If; was moved by Councilman Finch, seconded by Councilman
Ham, that the Council concur in the Managers recommendation
in entering into such an agreement, and. authorize the Mayor
and Clerk to execute the agreement on behalf of the city.

"Lynwood The Mayor stated. that further discussion. and action on. the
£ieautififul" proposals previously presented for the establishment of a
Commission "Lynwood Beauti.fu.l" commission would nov~~ be in ordero

Councilman McMillan requested the Secretary~Manager of the
Chamber of Commerce to explain the functions of the Chambc~~r4s
Lynwood ?beautiful. Committee, and. inquired if th.e proposals
would. duplicate the Chambers committee activities.
Mro Norman Wasserman, Secretary_Manager of the Chamber• of
Commerce, addressed the Council. and stated that there is a
great similarity bE-tween the proposals and their activities,
wi tr~~ the exception that the Chamber- does not present any
recognition certificates as sugge,^ted in one- of the proposals,
The Secretary stated that the committee is basically a
citizensi committee and. the Chamber provides assistance to
them as necessary, but it is not a part of the Chamber of
Commerce.
Mr. Jack C. Cleland addressed the Council. a.nd stated. that
his proposal is fo.r the purpo,:~e of giving recognition to
those Trrho :improve their property with the ob j~~ctive of
stim.ul;=sting interest in improving the community.
