Councilmen Duncan, Finch, Ham, McMillan and Rowe answered the roll call. It was moved by Councilman Ham, seconded by Councilman McMillan, that the minutes of the previous regular meeting of November ~0, 19E2, be approved as written, All members voting aye, the-Mayor declared the motion dull carried. RESOLUTION N0. 62-$~+ entitled; "RESOLUTION OF THE CITY Res. 62-8~+ COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE Demands DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented, It was moved by Councilman McMillan, seconded by Councilman Ham, that said resolution be adopted. Roll Call: Ayes: Councilmen Duncan, Finch, Ham, McMillan, Rowe. Noes• None. Absent; None, The hour of 7:30 p.m, having arrived, said hour being the time fixed for hearing on the proposed Atlantic Avenue Annexation No. 1, the Clerk presented his affidavits of publication and mailing of notices, as required by law, and stated that no written or oral protests have been filed in objection to said proposed annexation, The Mayor inquired if there were any present in the audience wishing to be heard on said annexation, There was no response. -~The~e#~s~, it was moved by Councilman McMillan, seconded by ee~ncilman Ham, that said hearing be concluded. All members voting aye, the Mayor declared the motion duly carried. Whereupon, RESOLUTION N0, 62--85 entitled: "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD OVERRULING PRO- TESTS TO THE PRi~POSED ANNEXATION OF THAT CERTAIN PROPERTY IN THE UNINCORFORATED TERRITORY OF THE COUNTY OF LOS ANGELES LYING ON THE SOUTH SIDE OF LAVINIA AVENUE BETWEEN ATLANTIC AVENUE AND THORSON AVENUE (ATLANTIC AVENUE ANNEXATION NO,~~.)" was presented, It was moved by Councilman Ham, seconded by Councilman McMillan, that said resolution be adopted, Roll Call. Ordinance - Atl.antic Ave. Annex:#l - First reading /~ 1~~~ Hearing - The hour of 7:30 p.m. having arrived, said hour being the Atlantic Ave.time fixed for hearing on the proposed assessment for the street light modification of the street lighting system on Atlantic modification Avenue, the Clerk presented his affidavits of posting notices and publication, as required by law, and stated that no written or or°a1 protests have been filed objecting to said proposed assessment. Res, 62-86 RESOLUTION Td0. 62-86 entitled: "A RESOLUTION OF THE CITY Atlantic Ave.COUNCIL OF THE CITY OF LYIVTWOOD OVERRULING PROTESTS, ORDER- street light ING THE WORK AND LEVYING THE PROPOSED ASSESSP~IENT FOR THE modification MODIFICATION OF STREET LIGHTING SYSTEM ON ATLANTIC AVENUE overruling IN THE CITY OF LYNWOOD." was presented. It was moved by protests. Councilman Ham, seconded by Councilman McMillan, that said resolution be adopted. Roll Call: Ayes: Councilmen Duncan, cinch, Ham, .McMillan, Rowe. Noes: None.. Absent: Tyrone. "All America The Glerk presented a communication from Pacific Outdoor City" sign Advertising Corripany offerirgto publicize Lynwood as "All accepted. America City" by placing a 2~-+~ x 10~ outdoor adver°tising sign on thy, city pLoperty adjacent to the Long Beach Freeway The proposal offered the city a choice of copy. The sign would be constructed, painted and illuminated, all at no cost to trio city. To of°fset' s~~.oh' cost, they would place a commercial advertisement on the opposite side, showing to the northbound traffic. Mr. Jay Kingry, representing Pacific Outd©or Advertising, in response to a question from the Council, stated that such a sign would cost the city approximately $1,000 plus main- tenance, and they had no objection to restrict~r~g'the type of advertising that would be placed on the opposite side of the sign, He further stated that the height limit by city ordinance would have to be exceeded by approximately 10~ for the sign to be viewed properly by motorists on the freeway. After discussion, it was moved by Councilman McMillan, seconded by Councilman Finch, that the Council accept the offer of Pacific Outdoor Advertising Company, at no cost to the city, with the provision that, in the discretion of the Manager, no objectionable advertising,such as liquor, be permitted on the opposite side. Animal The Clerk presented for the Councils approval the 1963 regulation extension of agreement with the Southern California Humane agreement - Society for the enforcement of the city's animal regulation extension ordinance, including the licensing of dogs. It was moved by approved. Councilman Rowe, seconded by Councilman Finch, that the Council approve said extension of agreement, and authorize the Mayor and Clerk to execute the same on behalf of the City of Lynwood. The Clerk stated that the closing-out sale would be conducted from December 7 to December 31, and that no auction would be held at the conclusion of the sale, and recommended granting of said special permito It was moved by Councilman Ham, seconded by Councilman Rowe, that said special perrrzit to conduct a going-out-of _• business sale be granted.
