The City Council of the City of I,yn-wood met in a regular
session in the City Hall, 1133Q Bullis Road, on above
date at 7e30 p.m.
Mayor Duncan in the chair.
Councilmen Duncan, Finch, Ham, and Rowe answered th.e roll
call.
Councilman McMillan was absent.
It was moved by Councilman Finch, seconded by Councilman
Ham, that Councilman McMillanis absence, because of
illness, be excused. All members present voting aye, the
Mayor declared the motion duly carried.
It was moved by Cou.ncilmari Ham, seconded by Cou.~cilman
cinch, that the minutes- of the regular meeting of
January l5, 1g63, be approved as written. Ail members
present voting aye, the Mayor declared the.motiori duly
carried.
RESOLUTION N0. 63-9 entitled: "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYNWOOD ALLOWING AMID APPROVi~T"-
THE DEMANDS PRESENTED AND ORDERING WARRANTS DR.AWA?
'HER.EF'ORE." was presented.
It was moved by Councilman Finch, seconded by Councilman
Ham, that said resolution be adopted.

The hour of 7:30_I~.m. having arrived, said hoL!r being the
time fixed for oontinuation of the hear°ing on the pr°oposed
Lrrrprovement of Cortland Street, Louise Avenue and Check
Avenue, all fast of Wright Road, by the construction. of
sanitary sewers, the Clerk stated that said hearing had
been continued to this time from December 18.
The Clerk presented a letter from Mr. John Van Oosting,
5533-~9 Cortland Street, objecting to the excessive cost
of the proposed improvement and requesting that the City
pay the cost of the pumping plant station and engineering
cost on said proposed improvement.
The Mayor inquired if there were any present wishing to
be heard on said project.
Mrs. Arthur E. Meek, 5515 Cortland Street, presented a
petition signed by 21 of the property owners opposing the
proposed improvement because of the unreasonably high cost.
Mr. John Van Oosting addressed the Council and again
suggested that the city share the cost of said improvement.
Mrs. Arthur Meek addressed the Council and reg7zested that
the city share in the expenses of said improver~~ent.
Mr. Samuel Foor, 11643 Louise Avenue, and Mr. John. L.zcas,
11638 Louise Avenue, addressed the Councilmen favor of
said project.
At the request of the Council, the City Engineer outlined
'""' the proposed improvement, and stated that it would not be
possible to construct the sewers without the pumping
plant station.
After discussion, it was moved by Councilman Finch,

for the sidewalk repair program wherein he reco°~rme:~~ded
that the Council authorize the establishn.ent of a

for a s°pecial permit to conduct a secondhand fu:rnitu.re
business at 5138 Imperial Highway. The Clerk also pre-
sented the Police Departments investigative report which
found no reason why said special permit should not be
granted, The Clerk also presented the Building Departments
certificate of occupancy, and as License Collector, recom-
mended the granting of said special permits It was moved
by Councilman Ham, seconded by Councilman Finchy treat the
Council concur in the recommendations of the License
