Finch, Ha~.and'Rowe answered the roll was absent, It was moved by Councilman Ham, seconded by Councilman ""- Finch, t-hat Councilman McMillan~s absence because of ill- ness, be excused. All members present voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Finch, seconded by Councilman Ham, that the minutes of the meeting of February i9, 1963, be approved as written. All members preser:t voting aye, the Mayor declared the motion duly carried, RESOLUTION N0, 63-17 entitled;'RESOLUTION OF THE CITY Res. 63-17 COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE Demands DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR," was presented. It was moved by Councilmen Ham, seconded by Councilman Rowe, that-said resolution be adopted. Roll Call; Ayes; Councilmen Duncan, Finch, Ham, Rowe, Noes; None. Absent; Councilman McM~llan, The hour of 7;30 p.m, hiving arrived, said hour being the Hearing - time fixed for the hearing on the improvement of Bee'chwood Beechwpod Av Avenue between Californ~.a Avenue and the Lynwood City Park improvement, by the removal of the existing curbs and gutters and the reconstruction of garbs and gutters and driveway approaches, „_ the Clerk presented his affidavits of mailing notices of said public hearing, and stated that no written or oral protests have been made to said proposed improvement. The Mayor inquired if there were any present in the audience wishing to be heard on laid proposed improvement, There was no response. Whereupon, it was moved by Councilman Harn, seconded by Councilman Finch, that said hearing be concluded, All members present voting dye, the Mayor declared the motion duly carried. Whereupon, RESOLUTION N0. 63-18 entitled: "RESOLUTION Res. 63-18 OVERRULING PROTESTS IN CONNECTION WITH THE HEARING ON Overruling DEBT LIMITATION FOR THE PROPOSED IMPROVEMENT OF BEECHWOOD protests - AVENUE BETWEEN CALIFORNIA AND LYNWOOD CITY PARK BY THE debt limit REMOVAL OF EXISTING CURB AND GUTTER AND BY THE CONSTRUCTION hearing. OF CONCRETE CURB AND GUTTER AND DRIVEWAY APPROACHES, TOGETHER WITH ALL INCIDENTAL AND APPURTENANT WORK." was presented. The Clerk stated that the purpose of the representa- organization is to coordinate with the State Division of five. Highways in the planning of these two freeways. Thorn.a> site - R.J< contractor, requesting consideration of his , proposal. to lease Thomas offer from the city 50,000 square feet of land at the city~s to lease, reservoir site on the east side of W right R aad, The terms were $150,OC per month for a period of five years, and to fence and protect the area with a 6e chain link fence and suitably pave the entire area. 0 Cr The City Engineer, in response to the Cauncilos inquiry, 131 stated that R. J. Thomas is the contractor for Storm Drain Project 5~+3, and he should complete that work within mine months . He further stated tha-t tree lot would be paved with asphaltic material and be used for storage of construction materials and equipment. After discussion o~° the advisability Qf 1ea~ing such public land for private purposes at thy: amount offered, it was moved by Councilman Ham, secd?~dec1 by Councilman Finch, that the City Manager investigate the request and negotiate for a monthly rental of $~~25.00. All members present voting aye, the Mayor declared the motion duly carried. The Manager presented for the Councilgs approval a com- plete fee schedule for e~.se of the Na ~,atorium. The Manager stated that the previo~~.~s sched~azle prov;~ded .for ir~dividt~al admissions, and this sched~u.le establishes fees f'or all types of uses of the facility, He further stated that the Recreation Commission has approved and is recommending; to the Council the adoption of the complete fee schedule. Whereupon, it was r~.~ved by Councilman. Duncan, seconded by Councilman Finch, that the Council approve the fee schedule for- the .use ©f the natatorium, as submitted. The Manager requested authorization to advertise for bids for the improvement of Norton Avenue between Century and Imperial at an estimated cost of $13,0'5, and the eas'~ roadway of Alameda Strut between Fernwood and Imperial, at an estimated cost of $11,3&la The Manager stated that these two projects will be financed by previously budgeted Special Gas Tax funds . The Manager presented a report concerning the display of flags on national and State holidays wherein he stated that said flags were to be a Boy Scouts of America project, The Manager stated that the scouts have had difficulty geting supervision on many flag days that are not general holidays, and he recommended that the Council approve the use of city forces to assure the street display of fly gs on stated holidays when the.
