HomeMy Public PortalAboutM 1963-05-07 - CC149: REGULAR MEETING MAY 7, 1963 The City Council of the City of Lynwwood met in a regular' session in the City Ha11, 11330 Bu.llis Road, on above date at 7:30 p.m. Mayor Ham in the chairD Councilmen Duncan, Finch, Ham, McMillan and Rowe answered the roll call. It was moved by Councilman Finch, seconded by Councilman Rowe, that the minutes of the previous regular meeting of r--- April 16, 1963, be approved as written. All members voting aye, the Mayor declared the motion duly carried. RESOLUTION N0. 63-29 entitled: "RESOLUT'~~":~~N OF THE CITY Res. 63-29 COUNCIL OF THE CITY OF LYNWOOD ALLOWING A~~D APPROVING THE Demands DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented, It was moved by Councilman Rowe, seconded by Councilman Finch, that said resolution be adopted. Roll Call: Ayes: Councilmen Duncan, Finch, Ham, McMillan, Rowe. Noes: None. Absent: None. The hour of 7:30 p.m, having arrived, said hour being the tame fixed for the public hearing on the proposed improve- ment of Beechwood Avenue between California Avenue and Lynwood City Park by the widening of sand street, the Clerk presented his affidavits of publishing, mailing and posting of notices, as required by law. The Clerk further stated that no written protests have been filed of said proposed improvement. The Mayor° inquired if there were any present wishing to be heard on said matter. Mxa. Ronald J. Mohr, 358 Beechwood Avenue, addressed the Council in opposition to said proposed improvement, Mr. Lewellyn Bodrero, 3575 Beechwood Avenue, addressed the Council in favor of said improvement and requested that the electrical utility poles be removed and that electrical services to the individual houses be brought in from the rear of the property. The City Engineer explained the problem in relocating said services, There being no other protests, it was moved by Councilman Finch, seconded by Councilman Duncan, that the hearing be concluded. All members voting aye, the Mayor declared the motion duly carried. The Mayor inquired if there was anyone wishing to bid on said two parcels o.f land. There was no response. THAT EXIST ON CERTAIN PARCELS OF LAND IN THE CITY OF 15.1 LYNWOOD." was presented, It was moved by Councilman Duncan, seconded by Councilman Finch, that said resolution be adopted„ Roll Call: Ayes: Councilmen Duncan, Finch, Ham, McMillan, Rowe, Noes: None, .Absent: None< The hour of 7:30 p,m, having arrived, said hour being the time fixed for the public hearing on an appeal filed by ~,,, Lawrence M, Mack of the Building Inspectorts adverse ruling denying the re-issuance of a building permit for 15 units, the Clerk stated that the ordinance adapting the 1961 ed'i~tion of the Uniform Building Code provides for an appeal when the Building Official makes a ruling averse to the applicant, and that said appeal was filed on May 6~ 1963. The Clerk presented 'the Building Officials report which stated that a permit was issued on January 31, 1963, to construct 15 units with ga-rages at 35t~5 Mulford, and 60 .days had elapsed since issuance of the permit without construction commencing, and that the renewal oi;' the per- mit was denied pursuant to Section ~02~d) of the Uniform Building Code, The Clerk read the applicantrs appeal which stated they were unable to commence construction within the time re- quired because of time taken in additional land purchases, and the builders were also unaware of the inability to proceed with construction after certain time limits, Mr, Lawrence M~ Mack addressed the Council and stated they were prevented from commencing construction until the loan was recorded and they were unaware of the time limitation; further, that diligence was used in proceeding with the work and, therefore, requested the Council to act favorably on his appeal. In answer to questions of the Council, the Building Official stated that the renewal of the permit was denied as the 6fl=dayperiod had elapsed and to -issue such 'a per- mit, the applicant would-have to provide l-I~~ off-street parking spaees per unit. Cleland, Foundation 4029 Walnut Avnue, suggesting placing a Freedom Foundation shrine - shrine in fron ~of the City Hall on Bu11is Roadp It was Cleland moved by Councilman Finch, seconded by Councilmen Rowe, that said communication be referred to the City Manager for investigation and report to the Council at its newt regular meeting, All members voting :aye, the Mayon declared the motion duly carried. Siege-noise The Clerk presented a communication from Miss Annemarie Stege, complaint 10811 Capistrano Avenue, objecting to the continued noise from Simmons Manufacturing Company at 2911 Norton Avenue. The Mayor directed that said communication be directed to the Police Department and Building Department for investigation. League Board The Clerk stated t3~at with the appointment of a new Mayor, of Directors the Council might wish to appoint a new Director and Alternate Duncan and Director to the Los Angeles Co~znty Div~.sion of the League of McMillan Calif°ornia Cities. It was moved by Councilman Finch, seconded by Councilman Rowe, that Councilman Duncan be appointed as the Director, and Councilman McMillan remain as the Alternate Director of said Board, All members voting aye, the Mayor declar~e~d he motion duly carried. Fireworks The Clerk presented a communication from the Disabled Sale-D<A,V. American Veterans, Lynwood Chapter No, 86, requesting per- granted mission to sell safe and sane fireworks on Century Boulevard permit east of Hollis Road, from June' "'28 to July 4, 19613, license free, It was moved by Councilman Duncan, seconded by Councilman Finch, that said permission be granted, li?cense free, subject to -the rules and regulations governing the sale of safe and sane fireworks in the City of Lynwood. Overnight The Manager presented a report on the overnight parking Parking restrictions, as requested at the last regular meeting wherein ~~~ he recommended that the present overnight parking restric-~ bons not be changed. The Mayor inquired if there were any further nominations, There being none, he declared nominations closed. A secret ballot was taken upon the nominees, with the following resulte Malchow 3 Forman 1 Carson 1 Whereupon, the Mayor declared Wilbur Malchow appointed to the Personnel Board for a term of four years, effective May 15, 196j. It was moved by Councilman Finch, seconded by Councilman Duncan, that a letter of appreciation be sent to I. ~,, r- Brockman for his service as a member of the Personnel Board. All members voting aye, the Mayor declared the motion duly carried, The Mayor inquired if there were any oral communications. Personnel Board-Malchoti appointed. Mr. K. Van Wieren, 10800 San Vincente, addressed the Council Century regarding the proposed Century Freeway routing. The Mayor Freeway explained the procedures to Mr. Van Wieren and suggested inquiry he contact the City Engineer for further details. Mr. Lester Robertson, 3315 Euclid Avenue, addressed the Council regarding the accumulation of trash on the property adjacent to his residence and the oil on the sidewalks from szzch trash accumulations. He also requested the Council to remove a dead tree from the parkway in front of his residence, The Mayor instructed the Manager to investigate the trash accumulation and to use his discretion in the removal of said tree.
