REGULAR MEETING MAY 21, 1963
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Raad, on above date
at 7:30 'p .m.
Mayor H'~m in the chair,
Councilmen Duncan., Finch, Ham, McMillan and Rowe answered
the roll call.
It was moved by Councilman Duncan, seconded by Councilman
McMillan, that the minutes of the prev~_o~.;~s regular meeting
of May 7, 1963, be approved as written, All members voting
aye, the Mayor declared the motion duly carried.
Res. 63-35 RESOLUTION N0. 63-35 entitled: "RESOLUTIGN OF THE CITY
Demands COUNCIL OF THE CITY OF LYPTWOOD ALLOWING AND APPROVING THE
DEMANDS PRESENTED AND ORDERITdG WARRANTS DRAWN THEREFOR.'
was presented. It was moved by Councilman Finch, seconded
by Councilman McMillan, that said resolution be adopted.

1963-64 Gas The Clerk presented the City Engineer9s budget proposals .for

Councilman Duncan, second ed by Councilman Finch, that said
resolution be adopted.

Res. 63-37 RESOLUTION NO, b3-37 entitled: "RESOLUTION OF THE CITY
Adopting COUNCIL OF THE CITY OF LYNWOOD ADOPTING BUDGET PROPOSAL FOR
Budget for EXPENDITURE OF FUNDS ALLOCA'T'ED UNDER SECTION 2107,5 OF THE
Sec.2107,5 STREETS AND HIGHWAYS CODE." was presented. It was moved by
Funds. Councilman Rowe, seconded by Councilman Duncan, that said
resolution be adopted.

Sumpter The Clerk presented a verified claim for damages filed on
damage claim behalf of Glen W. Sumpter, 1864 Lees Avenue, Long Beach,
denied, against the City of Lynwood. The Clerk stated that the
claim alleges that a bus operated by the Lynwood Academy was
involved in a traffic accident with the claimant and the bus
was owned byT the city. The Clerk further .stated ghat tote
city does not own such a bus, and recommended that the claim
be denied.
Whereupon, it was moved by Councilman Duncan, seconded by
Councilman Rowe, that the Council concur in the Clerks

recommendations and deny said claim. All members voting
aye, the Mayor declared the motion duly carried.
The Clerk presented a petition signed by more than ~5~ of Atlantic Ave,
the property owners affected, requesting the annexation Annex No, 3 -
of uninhabited territory known as "Atlantic Avenue Annexa- petition
tion No. 3." The Clerk also presented his certificates of
sufficiency, and recommended adoption of a resolution
giving notice of the proposed annexation.

The Clerk presented a communication from the Lynwood Chamber use c
Chamber of Commerce requesting permission to use the
park for July
Lynwood city park for their annual Fourth of July fireworks 4th firework
display, It was moved ~by Council:man Finch, seconded by display,
Councilman McMillan, that said communication be referred
to the Recreation Commission for recommendation. All
members voting aye, th.e Mayor declared the motion duly
carried,
The Clerk presented a report on the sale of surplus city Sale of
property as authorized by the City Council at its regular surplus land
meeting of May 7, 19b3, wherein he stated that offers were ratified.
made and accepted for the purchase of said parcels at the
listed prices, and recommended that the Council ratify the
sale of said two parcels and authorize the Mayor and Clerk
to execute the necessary escrow documents and grant deeds
on behalf of the City of Lynwood. It was moved key Council-

concur in the recommendations of the Clerk for the sale of
said parcels of land.

The Manager presented a report on the suggestion made at Freedom
the last regular meeting that a "f°reedom shrine" be con- Shine report
structed on the city hall grounds wherein he stated that
there is merit to the suggestion made, He further stated
that the west wall of the patio in the C~Jmmunity Service
Building would b can acceptable area, or as an alternate,
to plan for the proposed patio area of Lugo Park to be
dedicat°ed as a freedom shrine, and he did not feel that a
memorial of this type should be placed adjacent to the
city hall as this is the business headquarters, and because
of the expense involved,
Following a discussion of the type of memorial to be con-
sidered, the Mayor° directed the Manager to investigate
various freedom award plaques and types of monuments made,
including cost involved.
The Manager presented a report on the proposed location of CentuY~y
the Century Freeway wherein it was .recommended that the Freeway
