HomeMy Public PortalAboutM 1963-06-18 - CCisi r REGULAR MEETING JUNE 18, 1863 The City Council of the City of Lynwood met in a regular session in the Oity Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Ham in the chair. Councilmen Duncan, Finch, Ham, McMillan and Rowe answered the roll call. It was moved by Councilman Duncan, seconded by Councilman McMillan, that the minutes of the previous regular meetir_g of June 4, 1863, be approved as written. All members voting aye, the Mayor declared the motion duly carried. RESOLUTION N0. 63-44 entitled: "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR," was presented. It was moved by Councilman Finch, seconded by Councilman McMillan, that said resolution be adopted, Ro11 Ca11: Ayes: Councilmen Duncan, Finch, Ham, McMillan, Rowe. Noes: None, Absent: None. The Clerk presented communications from the following organizations requesting permission to sell safe and sane fireworks in the City of Lynwood from June 28 to July 4, 1g63, license free: a, Boy Scout Troop 60, 11716 Lon Beach Blvd, b. Boy Scout Post 693X-BSA, 1165 Atlantic-Ave. c. Explorer Scout Troop 437X, Century and Norton Ave. d. Knights of Columbus, 38 g Imperial and 2g73 Imperial It was moved by Councilman Duncan, seconded by Councilman McMillan, that said permission be granted, license free, subject to the rules and regulations governing the sale of safe and sane fireworks in the City of Lynwood. Roll Call: Ayes: Councilmen Duncan, Finch, Ham, McMillan, Rowe. Noes: None. Absent: None. The Clerk presented a communication from the City of Los Angeles requesting the Council to appoint a member to serve an a proposed county-wide police, fire, and civil defense committee. After discussion, it was moved by Gounc~.lman Rowe, seconded by Councilman Duncan, that said communication be accepted and filed. All members voting aye, the Mayor declared the motion -duly carried. The Clerk presented a communication from the National Multiple Sclerosis Society requesting permission to con- duct a fund raising campaign in the City of Lynwood during the month of August, 1863. It was moved by Councilman Finch, seconded by Councilman Duncan, that said permission be granted, license free. All members voting aye, the Mayordeclared the motion duly carried. The Clerk presented Planning Commission Resolution No. "Z 67 recommending 'the charge of zone of the following described property: From P-1 to R-l: Lot 345, 346, 347, 348, 349, 350, 351, ac , From P-1 to C-3: Lot 14, Tract 4g36 rom - o - Lots 17 and 3~, Southerly 40, of Lot 36, ~'s~'~;utherly 85 ~ of Lot 66, Lots 67, 76, 77, 96, Res. 63-44 Demands Fireworks Sa Permits Police,Fire C.D.Committe proposed Multiple Sclerosis fund raising approved. The Clerk stated that this is a part of the implementation of the General Plan, and is intended to bring zoning and usage into conformity wherever practical. The Clerk briefly summarized the P1.anning Commission hearing and identified the proposed changes or. a map. Whereupon, it was moved by Councilman Duncan, seconded by Councilman Finch, that the Council concur in the action of the Planning Commission, All members voting aye, the Mayor declared the motion duly carried. Ordinance - Whereupon, an ordinance entitled: T'AN ORDINANCE AMENDING Zone changes ORDINANCE N0. 5'70 FOR THE PNRPO~E OF RECLASSIFICATION OF Area #2 CERTAIN PROPERTY AND THE ADOPTION OF AN AMENDED SECTION OF THE ZONING MAP WHICH IS PART GF SAID ORDINANCE N0. 5'?0." was presented. It was moved by Councilman Duncan, seconded by Councilman McMillan, that further reeding be waived, All members voting aye, the Mayor declared the motion duly carried . It was mowed by Councilman Finch, seconded by Councilman Duncan, that said ordinance be accepted as read for the first time, and be passed to the second reading. The Clerk presented a report from the Planning Commission wherein it was recommended that an ordinance be adopted establishing a density formula for multiple family develop- ment as suggested in the General Plan. Density Councilman Duncan suggested the Council consider the affect formula on future multiple family development if such a density recommenda- formula is adopted. The Clerk stated that these changes in quotations were submitted on behalf of the Lynwood Insurance Agents Association, with a total annual premium of $10,933.10. Following a discussion of the advisability of receiving additional quotations from other insurance agents or companies, it was moved by Councilman Finch, seconded by Councilman Duncan, that action on said recammendations be held over to the next regular meeting. All members present voting aye, the Mayor declared the motion duly carried. Abbott Road The Manager presented a report on the bids received for the improvement improvement of Abbott Road between Washington Avenue and contract to Atlantic Avenue wherein he recommended that the contract be Warren awarded to the low bidder, Warren Southwest, Inc., at Southwest $10,23.25. The Manager presented 'a communication from the Lynwood Uni~'ied School District requesting the city to consider granting the district use of the natatorium without charge so that the high school athletic swimming compet~.tion pro- gram and the ,junior high school swimming instruction pro- gram might be continued. The Manager presented for the Councilts information a report concerning said request. Following considerable discussion concerning the cityts responsibility in providing assistance to the school districtts educational program and resul.tirig cost to the city, it was moved by Councilman Duncan, seconded by Councilman Finch, that the Manager be instructed to com- municate with the District outlir~ng the cityts position and requesting additional detailed information in order that the Council can properly evaluate the request and arrive at a decision. School use Natatorium Tt was moved by Councilman Finch, seconded by Councilman Bell ringing Duncan, that the city urge all churoh~s to participate in July 4th the national bell ringing on the 4th of July to remind the citizens of their independence and freedom. W, Christian, owner of Christian Studios, 11330 Long Beach Boulevard, addressed the Council regarding a proposed on-sale beer bar at 11344 Long Beach Boulevard, asking the Council to request the Department of Alcoholic Beverage Control to conduct a hearing on said application in Lynwood. It was moved by Councilman Finch, seconded by Councilman Duncan, that the Council instruct the City Clerk to request the Department to conduct such a hearing in the city and to offer the use of the Council Chambers for conducting said hearing. All members voting aye, the Mayor declared the motion duly carried. Mr. Arch Legg, 3671 Platt Avenue, made a progress report on the Citizenst Band Radio Jamboree to be held in the Community Center on July 26 - 2$. Alcoholic Beverage license pro- tested.
