MEE'I`INC~ A~°'~GUST '~0, 1963 The City Council of the CitST oT'' L,ynvaood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Ham in the chair. Councilmen Duncan, Finch, Ham, McMillan and Rowe answered the roll call. It was moved by Councilman Fir_ch, seconded by Councilman Duncan, :that the minutes of the previous regular meeting of August 6, 1963, be approved as written. Ail members voting aye, the Mayor declared the motion duly carried, RESOLUTION N0. 63-51 entitled: "R.ESOL~~TION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ALLC+WITS~G AND APPROVING THE DEMANDS PRESENTED AND ORDERIIVTG WARRANTS DRAWN THEREFOR." was presented. It was moved by Co:~.ncilman Duncan, seconded by Councilman Rowe, that said resolution be adopted. Roll Cail: Ayes: Councilmen Duncan, Finch., Ham, McMillan, Rowe. Noes: None. Absent: None. Res, 63-51 Demands The Clerk stated that the Los A.rageles Auditor-Controllers Res. 63=52 office has submitted to the city the assessed valuations Tax rate on property in the City of Lynwood for the fiscal year 1963-64 1863-64, and it would be in order to adopt a resolution fixing the rates of taxes in the city, as follows: General. P'u.rposes 0.45 Retirement Fund 0,13 Total city tax rate: '~'7$ Whereupon, RESOLUTION 63=j2 entitled: "A RESOLUTION OF THE INCORPORATED CITY~F LYNWOOD .IrSTABLISH~NG TAX DIS- TRICT. NT;~MBER 1 OF SAI ~ CITY, FIXING THE RATES OF TAXES, AND LEVYING TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, 1}63, AND ENDING JUNE 30, 1964," was presented. The Clerk stated that i.n order. for the city to receive additional gas tax funds as the result of the 1¢ .increase in gasoline taxes, it would be necessary for the Council, to adopt a resolution approving the imposition of such additional highway users taxes and fees. Absent: None, Beechwood The Clerk presented a resolution establishing a two-hour parking parking restriction on Beechwood Avenue between Long Beach limitation Boulevard and California Avenue. referred` to Manager. The City Engineer stated the purpose of such a restriction is to provide parking for the business area, and to relieve the area of all-day parking congestion. Mrs. Charlotte Chand`~.er, 33+1 Beechwood Avenue, addressed the Council in opposition to tree 2-hour parking. After discussion, it was moved by Councilman Finch, secon~3ed by Councilman McMillan, that said resolution be referred to the Manager f'or additional study. Roll Call: Ayes: Councilmen Duncan, Finch, Ham, McMillin, Rowe. Noes:' None, Absent: None. The Clerk stated that with the enactment of State legislation affecting various laws relating to building and safety stan- dards, it becomes necessary for the city to adopt the housing Rules and Regulations for Apartments, Hotels, and Dwellings by ordinance, and to conduct a public hearing on the adoption of such rules and regulations, Ordinance - Whereupon, an ordinance entitled: "AN ORDINANCE OF THE CITY adapting OF LYNWOOD, CALIFORNIA, ADOPTING RULES .AND REGULATIONS FOR State .APARTMENTS, HOTELS, AND DWELLINGS, CALIFORNIA ADMINIS7.'RATIVE Housing CODE, TITLE 8, CHAPTER g, ARTICLE 8, ADOPTED BY THE DIVISION rules. OF HOUSING OF THE STATE OF CALIFORNIA AND FILED WITH THE SECRETARY OF STATE JULY 9, 1863." was presented. Tt was moved by Councilman Duncan, seconded by Councilman Finch, that further reading be waived. A11 members voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Duncan., seconded by Councilman McMillan, that said ordinance be accepted as read for the first time and passed to the second reading. It was moved by Councilman Rowe9 seconded by Councilman Duncan, that the Co~unci.l establish September 3 at 7:30 p.m. as the date and time for conducting said public hearing. All members voting aye, the Mayor deel.ared the motion carried. Jeanne-Bird `~ The Clerk presented a cor~.m~~~nicat:~on from Foreign Exchange letter. Student Jeanne Bird regarding her experiences in Bad Godesberg, Germany,and of the city~s good will presentation she made to the Mayor of Bad Godesberg. WWI Veterans The Clerk presented a communication from the Veterans of salvage per- World War I of the U.S.A., Inc., Lynwood Barracks x`'2270, mit request requesting permission to solicit and pick up salvage, license- free, within the city, ~~ i-1~ Mr. William J. Stone, representing the organization, explained 'to-the Council the purpose of the request, and stat~i -t;~:at -due to the age of their members, they would not actually be doing the salvage work9 but would contract with an organization to do the work on their behalf. Upon question of the Council, Mr. Stone-stated that the organisation to do the work was unknown to him at this time, and also, he did not know whether or not the City of Los Angeles has granted its approval. Tha Clerk presented a communication .from Los Angeles Mayor Samuel Yorty inviting-the City to participate in the for- mation of a voluntary inter-governmental co-operation committee for fire protection. Mayor Ham designated Councilman McMillan to represent the city' at the committee meeting. The Man~a~ger presented for the CouncilRS approval an agree- ment with the Lynwood Chamber of Co~runerce for city adver- ~tising and promotion. H~ also presented the budget reso- lution allocating f"ur~ld~s :for s~id~ '~dv'er~'tising and promotion which becomes a part of t'he' agr~ee:r~ent. The Manager recommended that the Council appresve the a~;eement and adopt the exhibit resolution allocating 'the funds for adverb-sing, promotion and publicity, After discussion, it was moved by Councilman Finch, seconded by Councilman McMillan, that action on said agreement be held over to the next regular meeting, allowing the Council an opportunity to review the agree- ment and budget resolution.
