SPECIAL MEETING SEPTEMBER 11, 1963
The City Council of the City of Lynwood met in a special
session in the City Hall, 11330 Bullis Road, on above date
at 7030 p.m.
Mayor Ham in the chair.
Councilmen Duncan, Finch, Ham, McMillan and Rowe answered
the roll call.
The Mayor stated the purpose of the special meeting was Purpose of
to review the salary proposal of the Lynwood City Employees Meeting
Association.
Charles McPherson, President of the Lynwood City Employees Association
Association, addressed the Council and presented a survey representati~
in substantiation of the Association's request for wage
increases, Because of the survey and the following points,
he stated the employees believe they are entitled to wage
increasese (1) underpaid compared to other cities; (2)
no pay for overtime worked; (3) understaffed compared to
other cities; (~+) no replacement during vacation time;
(~5) cost of living index at all-time high.
Earl Yolton, representing the Fire Department, and
Richard Kryger, representing the Police Department,
addressed the Council and pointed out inequities in
salaries paid Lynwood personnel and employees of com-
parable cities. The point was emphasized that Lynwood
has fewer employees per thousand population than most of
the cities used in the survey presented by Mr. McPherson.
The City Manager presented his report of a salary survey,
the result of which indicates that the highest paid Lynwood
employees are actually the lowest paid in comparison with
other cities. The report further stated that the salary
survey indicates that a 2.5~ increase is justified for the
class of Engineering Draftsman, all classes above
Assistant Recreation Director, and appointed officers
other than the City Manager,
The Manager recommended that the City Council authorize
a 2.5~ salary increase for those classes indicated above,
and that the Manager be directed to prepare a revised
salary resolution and annual budget to provide for the
raises.
There followed considerable discussion regarding pay
increases for only the classes above Assistant Recreation
Director, and the possibility of an across-the-board
increase for all personnel,
Councilman Duncan moved that the Council have another
meeting and reconsider the matter in order to provide the
highest possible salary schedule. The motion was not
seconded.
The cost of an across-the-board increase in addition to
the recommended 2,5~ adjustment of salaries for the
classes set forth in the Managerts report was discussed,
It Tnias moved by Councilman McMillan, seconded by Council-
man Finch, that the Council approve the Managers
recommendation for a z.5~ increase for the class of
Engineering Draftsman, for all classes above Assistant
Recreation Director, and for appointed officials other
than the City Manager, and that a 2,5/ across-the-board
increase be approved for all city employees, and that the
