Councilmen Duncan, Finch, Ham, McMillan and Rowe answered the roll call. It was moved by Councilman Finch, seconded by Councilman Duncan, that the minutes of the regular meeting of ~" November 5, 1963, be approved as written. All members voting aye, the Mayor declared the motion duly carried. RESOLL7TION N0. 63-67 entitled: "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented. It was moved ~~y Councilman McMillan, seconded by Councilman Finch, that said resolution be adopted, Roll Ca11.: Ayes: Councilmen Duncan, Finch, Ham, McMillan, Rowe. Noes: None. Absent: None. The Clerk presented Planning Commission Resolution No. 27~ which recommended to the Council the adoption of an ordinance permanently zoning the recently annexed territory kno~ian as "Atlantic Avenue Annexation No, 3" as Zone R-~. Thereupon, an ordinance entitled: "AN ORDINANCE AMENDING ORDINA]~TCE N0. 570 FOR THE PURPOSE OF CLASSIFICATION OF CERTAIN PROPERTIES AND THE ADOPTION OF AN AT~NDED SECTION OF THE ZONING MAP WHICH IS A PART OF SAID ORDINANCE N0. 570." was presented for first reading. It was moved by Councilman Finch, seconded by Councilman McMillan, that further reading be waived. A11 members voting aye, the Mayor declared the motion duly carried. It was moved by Councilmanz Finch, seconded by Councilman Duncan, that said ordinance be accepted as read for the first time,and passed to the second reading, Roll Call: Ayes: Councilmen Duncan, Finch, Ham, McMillan, Rowe. Noes: None. Absent: None, The Clerk presented communications from Harold Turley, 11680 Lugo Park Avenue, and Mrs. Inez bide, 11038 Benwell Drive, opposing any move to do away with the licensing of small businesses within the home. It was moved by Councilman D'ancan, seconded by Councilman Finch, that said communications be accepted and filed. All members voting aye, the Mayor declared the motion duly carried, Councilman. Finch requested the Council to again consider amending the present procedure for issuing home occupation licenses, which was held over from the last regular meeting for further consideration. The Ci t~,T Manager suggested that the Building Inspector, as zoning enforcement officer, could issue conditional use permits as an administrative action for such occupations. "~ The Manager presented a repor. f.; wrierein he recommended 'the adoption of a resolution amending the classification descriptions of (1) Police Sergeant and Fire Engineer, (2) Police Lieutenant and Fire Captain, and (3) Police Captain and Assistant Fire Chief'. The Manager stated that the changes in the job descriptions will provide higher promotional standards and consistent class descriptions for the safety personne.i_.
