CALL TO ORDER
The Regular Council Meeting convened on February 2, 1998, 7:30 by Mayor Duane
Schreimann.
Prayer was offered by Councilman Steve Nelson, followed by the Pledge of Allegiance.
ROLL CALL
The following Council Members were present for roll call:
Present: Byrd, Haake, Jackson, Jaynes, Landwehr, McDowell, Nelson, Nilges,
Stella and Vincent.
Absent: None
A quorum was declared present.
PUD APPEAL HEARING
Southgate Subdivision PUD Appeal Hearing — Mayor Duane Schreimann announced that
the appeal hearing will be continued to a later date at the request of the appellants.
PRESENTATIONS FROM THE GALLERY
City Administrator Rich Mays announced that the Jefferson City Area Chamber of
Commerce had recently presented the "Chamber Chairman's Convention and Visitors'
Bureau Award" to the City Council Members. Mr. Mays stated that the award, an engraved
plaque, would be displayed in an appropriately prominent location in City Hall.
Mayor Duane Schreimann recognized and welcomed members of Immaculate Conception
Boy Scout Troop 6 who were present at the meeting to work on their Citizenship in the
Community Award.
Mr. J. R. Diet!, Tulsa, OK, Sales Manager of Alliance Medical, made a presentation
regarding Bid No. 1726, and urged the Council to consider his company's product rather
than the product chosen in Bid 1726.
CONSENT AGENDA
The following items were present for approval on the Consent Agenda:

A motion was made by Councilman Bill Byrd for approval of the Consent Agenda as
presented, seconded by Councilman Steve Nelson, and approved unanimously.
BIDS OVER $25,000
Bid 1726, Defibrillators, Fire Department — Following comments by Councilman Rick
Nilges in which he stated his reasons for supporting the choice of the product in Bid 1726,
a motion was made by Councilman Rick Nilges that Bid 1726 be approved, motion was
seconded by Councilman Carl Jaynes, and approved unanimously.
MINUTES AND REPORTS RECEIVED AND FILED
Mayor Duane Schreimann stated that the following minutes /reports have been received and
are on file in the City Clerk's office:

MAYORAL ANNOUNCEMENTS
Mayor Duane Schreimann stated he was aware of discussion among Council Members
regarding angle parking in the downtown area, specifically High Street, and asked what the
pleasure of the Council was regarding the matter. Following a brief discussion, Public Works
Director Marty Brose was asked by the Mayor and City Council to look into the matter and
report his findings back to the Council. Councilman Carolyn McDowell stated that a
Transportation and Traffic Commission meeting was scheduled for Thursday, February 5,
and that she would bring the matter up at that time as well.
MAYORAL APPOINTMENTS
Probationary Police Officer - Jeffrey Dale Collins. A motion was made by Councilman Carl
Jaynes to approve the appointment, seconded by Councilman Charles Jackson and
approved unanimously.

INFORMAL CALENDAR
Bill 97 -124, sponsored by Councilman Vincent, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING SECTION 7 -17
OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI BY DELETING AND
AMENDING CERTAIN PARAGRAPHS, AND ENACTING A NEW ARTICLE II OF
CHAPTER 23 OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, PERTAINING
TO THE PLANTING, MAINTENANCE AND REMOVAL OF PARK TREES, CITY
GROUNDS TREES, CITY STREET TREES AND COMMUNITY STREET TREES.
Councilman Larry Vincent stated that he wished to remove Bill 97 -124 from the Informal
Calendar and place it on final passage. A motion was made by Councilman John Landwehr
to accept a substitute to Bill 97 -124 as previously distributed to Council, seconded by
Councilman Larry Vincent, and approved with Councilman Carl Jaynes voting "Nay."

Following a lengthy discussion regarding the issue of tree planting falling under the
jurisdiction of the Environmental Quality Commission, Councilman Carl Jaynes made a
motion to refer Substitute Bill 97 -124 to the Environmental Quality Commission, seconded
by Councilman Carolyn McDowell.
Parks & Recreation Department Director Bill Lockwood was asked the impact of Bill 97 -124
not being approved tonight. He replied that if the bill was not approved tonight, the City
would be disqualified as a "Tree City USA" applicant. That program would make the City
eligible to receive grant funds for future tree plantings. Councilman Larry Vincent suggested
Council pass 97 -124 so the City could be designated a "Tree City USA" and make the
program conditional on a trial period.
The motion to refer substitute Bill 97 -124 to the Environmental Quality Commission was
approved by the following roll -call vote:

Councilman Larry Vincent made a motion that the Council receive a response from the
Environmental Quality Commission by the first Council meeting in March, seconded by
Councilman Charles Jackson. Councilman John Landwehr requested that Councilman Larry
Vincent amend his motion that the EQC's response to the Council be submitted in time to
go out in the Friday Council packet immediately preceding the first Council Meeting in
March. Councilman Larry Vincent agreed to so amend his motion, and Councilman Charles
Jackson, as original second to the original motion, agreed as well. Motion, as amended, was
approved.
Council Members requested that Mayor Duane Schreimann go ahead and make the
appointments to the Environmental Quality Commission brought before the Appointments
Review Committee held prior to the Council Meeting. Mayor Duane Schreimann stated he
would present those appointments for Council approval under New Business.
RESOLUTIONS
RS97 -27A Declaring Intent to Adopt 1997 National BOCA Plumbing Code (Jaynes).
Councilman Carl Jaynes noted that a typographical error in the adoption date
needed corrected (change "1997" to "1998 ") in both Resolution RS97 -27A
and RS97 -28. Mr. Jayne's suggestion was so noted. A motion was made by
Councilman James Haake for adoption, seconded by Councilman Steve
Nelson and approved unanimously.

Declaring Intent to Adopt 1996 National BOCA Electrical Code (Jaynes). A
motion was made by Councilman Charles Jackson for adoption, seconded by
Councilman Carl Jaynes and approved unanimously.

NEW BUSINESS
Councilman Carolyn McDowell stated that she and Councilman Larry Vincent would try to
get a meeting of the Environmental Quality Commission set up in the next few days so they
can begin working on the issue of tree planting.
Councilman Carolyn McDowell made comments regarding traffic safety on Missouri Blvd.
She requested that a representative of the Missouri Highway Department attend the next
Public Works and Planning Committee meeting to discuss the issue.
Councilman Carolyn McDowell made comments regarding the odor in the downtown area
from the City's sewer treatment plant. Public Works Director Marty Brose was asked to look
into the matter.
Councilman Larry Vincent made comments regarding the issue of parking garage
attendants and asked that the issue be placed on the agenda for the next Public Works and
Planning Committee meeting.
Councilman Rick Nilges made a motion that the appointments approved by the
Appointments Review Committee prior to tonight's Council Meeting be presented for Council
approval at this time, motion was seconded by Councilman James Haake and approved
unanimously. Mayor Duane Schreimann announced that he wished to present the following
appointments for Council approval:

COUNCIL LIAISON REPORTS
Councilman Charles Jackson reported that the multipurpose civic center subcommittee has
scheduled a public forum on the issue for February 23, 7:00 P.M. in the Council Chambers.
