HomeMy Public PortalAboutM 1964-01-07 - CCiii REGULAR MEETING JANTJARY 7, 1964 the City council of the City of Lynwood met in a`regular session in the City Hall, 11330 Bullis Road, on the above date at 7:30 p.m, T~Iayor Ham in the chair. Councilmen Duncan, Finch, Ham, and McMillan answered the roll calle Councilman Rowe was absent. It was moved by Councilman Finch, seconded by Councilman Duncan, that the minutes of the regular meeting of December 17 1963,be approved as written. All members present voting aye, the Mayor declared the motion duly carried. RESOLUTION N0, 64-1 entitled: "RESOLUTION OF THE CITY Res. 64-1 CC~~TT~TCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE Demands DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." uvas presented. The ho~;~.r of 7:30 p.m, having arrived, said hour being the time fixed fo.r the public hearing on H, Wilburn Spencers s appeal of the Planning Commission-s recommendation in denying a variance to permit the alteration and use of an existing a'ecessory building (over a garage) as an additional one-family dwelling on Lot 16, Block 6, Tract 9337 till74 Elm Street), the Clerk presented his affidavits of posting and publication as required by law, and read a letter from L. D. Bauer and H. Meleen, 11141 Elm Street, opposing the granting of such a variance. The Clerk also presented and reviewed the original application, plot plan of the proposed usage, and Planning Commission Resolution T~Io. 271, which recommended denial of the requested variance. The h[ayor inquired if there were any present wishing to address the Council in favor of granting said variance. Whereupon, Mrs. Wilburn Spencer, the applicant, addressed the Council,stating that the structure in its present state, is of no value, and the granting of a variance will allow them to complete the interior of the structure and use it as an additional dwelling, The Mayor inquired if there was anyone present in the audience wishing to speak in opposition to granting of said variance. There was no response. After discussion, it was moved by Councilman Duncan, seconded by Councilman McMillan, that the Council concur in the recommendation of the Planning Commission, and deny the ar~peal of H. Wilburn Spencer for a variance to alter and use the existing accessory building as an additional one-family dwelling. Roil Call: Ayes: Councilmen Duncan, Finch, Ham, McMillan. Noes: TvTone. The Mayor directed that said communication be forwarded to the Fire Department for their files, and that the Cc'~~ncil express appreciation for his gratitude at a time of sorrow. Street The Clerk -presented a communication from J. Jack Willard of dedication , ;; ~ J Development Company, requesting the city to accept acceptance dedication of a 40~ strip of land for street purposes, referred to running east from fright Road along the north edge of the Plan. Com. property owned by C 8c J Development Company, The Clerk stated that the city code provides that notice should be given to the Planning Commission of such pending proceedings,.,. and suggested that said request be referred to the Planning Commission for its report. It was moved by Councilman Finch, seconded by Councilman Duncan, that the Council refer said request to the Planning Commission for their recommendation and report. All members present voting aye, the Mayor declared the motion duly carried. McLeod claim The Clerk presented a verified claim from Audrey McLeod for referred to damages to her vehicle. TheClerk recommended that said insurance claim. be referred to the city~s insurance carrier for company disposition. It was moved by Councilman. Finch, seconded by Councilman McMillan, that said permission be granted, All members present voting aye, the Mayor declared the motion duly carried. Pfeiffer 1'~e Clerk presented a communication from Mrs. Emma Pfeiffer, complaint - 3142 Pluma Street, complaining of the dilapidated conditions sidewalks 8c of the sidewalks on Pluma Street, and of the rubbish rubbish accumulated on the parking lot at the corner of Long Beach Boulevard and Pluma Street. It was moved by Councilman Duncan, seconded by Councilman Finch, that said communication be referred to the City Engineer for appropriate action, All members present voting aye, the Mayor declared the motion duly carried It was moved by Councilman Finch, seconded by Councilman Duncan, that t~'ie Clerk be instructed to inform MrS.Pfeiffer of the Councilts action. on her complaint, All members present voting aye, the Mayor declared the motion duly carried. Traffic The Manager presented his report on the bids received for signals - the installation of traffic signals at Santa Fe and El contract Seg~~ndo and the remodeling of signals at Century and Irriperial awarded to and Abbott and Atlantic, wherein he recommended that the C. T. and F. , cor~ract be awarded to the low bidder, C. T. and F. , Inc . Inc, for $13,843.00. Whereupon, it was moved by Councilman McMillan, seconded by Councilman Finch, that the Council concur in the recommenda- tions of the Manager in awarding said contract, and authorize the Mayor and Clerk to execute an agreement on behalf of the City of Lynwood, Roll. The Clerk stated said agreement provides that the City of Compton will pay for 25~ of the construction and maintenance costs for said signals, l,t was moved by Councilman Duncan, seconded by Councilman F~_nch, that tree Council approve said agreement and authorize the Mayor and Clerk to execute the same on behalf of the city.
