Councilmer. Duncan, Finch, Ham, McMillan and Rowe answered the roll call , Tt was moved by Councilman Duncan, seconded by Councilman Rowe, that the minutes of the regular meeting of January 7, 1964, be approved as written. All members voting aye, the Mayor declared the motion duly carried. Res. 64-2 RESOLUUION N0. 6{+-2 entitled: "RESOLUTION OF THE CITY _3~ Demands COtTNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR.""was presented, It was moved by Councilman Rowe, seconded by Councilman McMillan, that said resolution be adopted, Roll Cali.: Ayes: Councilmen Duncan, Finch, Ham, McMillan and Rowe, Noes: None. """' Easter Seal The Clerk presented a communication from the Crippled campaign Children~s Society of Los Angeles County, Inc., requesting approved. permission to conduct their annual Easter Seal. campaign in the City of Lynwood from February 29 to March 29, It was moved by Councilman Duncan, seconded by Councilman Finch; that said permission be granted. All members voting aye, the Mayor declared the motion duly carried. St.Francis The Clerk presented a communication from the St, Francis Guild annual Hospital Guild requesting an exemption of the city business sale license fees to conduct their annual "Every Blooming Thing" approved, sale March 6 and 7, at 11317 Long Beach Boulevard, It was moved by Councilman Duncan, seconded by Councilman Rowe, that the Council grant said exemption, as requested. All members. voting aye, the Mayor declared the motion duly carried, Charitable The Clerk presented applications from the following organi- groups nations to permit salvage collection in-the city durir~~ 1964: granted Deseret Industries, Goodwill Industries, The Gospel Army, salvage The Rescue Army, St, Vincent de Paul Society, the Salvation permits, Array, The Clerk stated that said organizations are recognized charitable organizations, and that they have conducted salvage collection in the City of Lynwood for past years, and as License Collector, recommended granting said exempt licenses. Whereupon, it was moved by Councilman McMillan, seconded by Councilman Finch, that the Council concur in the recommenda- tior_s of the License Collector in granting said licenses to said organizations, as requested, ~. , Roll Call: Ayes: Councilmen Duncan, Finch, Ham, McMillan, Rowe. Noes: None, Absence None. zl~~ The Manager presented his report on. the ~joirt City-School Recreation Study Committee report which has been approved in principle by the School Board anal Recreation Department, The Manager stated that the Committee studied and recom- mended on the following five m$~jor areas of general local interest: 1. Establish a formal channel of communication between the school district end the Recreation Department. 2. Develop a formal policy or criterion for the use of school playgrounds, 3. Establish Formal rules for the use of city recreational facilities, ~F. Promote a means whereby the city could participate in the maintenance and improvement of school playgrounds. 5. Establish a financial means whereby specialized and learn-to-swim school programs could be reinstated at the Natatorium, The Manager further recommended that the Council concur in the Recreation Commissionts approval of the study committee report, and authorize 'the Manager to prepare specific agreements with the school district to implement the program. Following. the discussion on the scope of the program, it was moved by Councilman Finch, seconded by Councilman Duncan, that the Council concur in the recommendations of the Manager by approving and accepting the ,joint City- Scr10Jl Recreation Study Committee report, and further authcrize the Manager to prepare necessary agreement for submission to the Council upon its completion. All merribers voting aye, the Mayor declared the motion duly carried. The City Attorney presented a report on the false arrest suit Sloan v. City of Lynwood brought against the City *^ of Lynwoo w ereln e recommended the employment of the law firm of .Parker, Stanbury, McGee, Peckham & Garrett to defend the city at the following rates of compensation: X200 per day while in trial, $125 for the pre-trial, and between $75 and $100 for the deposition, The City Attorney stated the same firm is representing the city in the same action on the assault and battery charge as assault and battery are covered under the cityts comprehensive liability insurance policy, but no such protection is afforded the city under the terms of the policy for false arrest, Following considerable discussion on the insurance pro- tection the city has for its municipal liability, it was moved by Councilman Finch, seconded by Councilman Rowe, that the Council concur in the recommendations of the City Attorney in employing said law firm at the fees stated above, Roll Call. Cigarette Councilman Finch, requested the City Clerk to present a vending report on the regulations governing the sale of cigarettes machines from vending machines, The Mayor inquired if there were any oral communications. There was no response, It was moved by Councilman Rowe, seconded by Councilman Finch, that the meeting be adjourned.
