Tt was moved by Councilman Finch, seconded by Councilman Duncan, that the minutes of the previous regular meeting of March 17, 1964, be approved as written. He was advised that this assessrrrent is for the maintenance of the existing street lighting system only, and that nq new street lighting is being installed, There being r1o further protests or inquiries, the Mayor declared the hearing concluded. Absent; None, RESOLUTION NO, 64-26 entitled: "A RESOLUTION DIRECTING THE PREPARATION OF A REPORT 0:~' MODIFICATION OF THE STREET LIGHTING SYSTEM ON ATLANTIC A~I~'UE IN THE CITY OF LYNWOOD FOR THE TWELVE-MONTH PERIOD COMMENCING JTTLY 1, 1964." was presented. The Clerk presented for the Council;s information a report from the Los Angeles County Health Department on the health and sanitation conditions of the Lynwood City Jail. The report found all conditions satisfactory, with no specific recommendations made, The Mayor ordered said report filed. The Clerk presented Planning Commission Resolution No.278 which recommends to the Council denial of the application of Har°ry Boand,Jr, for a variance to permit the ccnstruc- ~ Lion. of 26 multiple-family units and 39 garages on a portio.r~ of Lot 2, J. J. Bu.llis Tract, as per plot plan filed with the application. (4284 Lavinia Street), The Clerk read the Planning Commission findings and conclusions and stated that the applicant did not file a~;appeal of the Planning Commission recommendation, Whereupon, it was moved by Councilman Finch, that the of the Planning Commission varaiance. The Clerk presented a communication from Lynwood Post No. ,9C2, Veterans of Foreign Wars, requesting permission to sell fi.rewarks at the corner of Century Boulevard and Brenton Avenue, from June 28 to July 4, 1964, license free, The Clerk, as License Collector, recommended granting said exemption, ,.._„ Whereupon, it was moved by Councilman Finch, seconded by Councilman McMillan, that the Council grant said permission, license free, subject to the rules and regulations govern- ing the sale of safe and sane fireworks in the City of Lynwood, from June 28 to July 4, 1964. The Clerk stated that the City Cancer of Los Angeles Department of Social Service has issued. the Society appropriate clearances to conduct such solicitations in the City of Zos Angeles. The Manager stated that the agree- approved. ment provides that the city shall remove the existing structure, pave and properly stripe the lot, in exchange for a three-year agreement that the lot remain open for public off'-street parking purposes. The Manager farther stated that the improvement will cost approximately $1500, and recommended that the Council approve an agreement with the First Christian Church of Lynwood to use said parcel for public off-street parking purposes. It was moved by Councilman McMillan, seconded by Councilman Finch, that the Council conc~zr ~n the recommendations of the Manager in approving said agreement and authorize the Mayor and Clerk to execute the same on behalf of the city. Hallman leave of for a 60-day leave of absence, without pay, The Manager absence stated that Mr. Hallman was injured and has exhausted his approved. sick leave and vacation to date, and pursuant to Rule XI, Section 4 of the Personnel Rules, ~e stated that the Council can grant a permanent employee leave without pay for a period not to exceed sixty days, The Manager recommended that the Council grant a 60-day leave of absence, without pay,. beginning April 4, 1g64. Whereupon, it was moved by Councilman Finch, seconded by Councilman Duncan, that the Council concur in the recommenda- tions of the Manager in granting said leave of absence. The Manager presented for the Councilts approval the Recreation Community Recreation Program agreement w3.th the Lynwood agreement - Unified School District. The Manager stated that the City-School Council has previously approved the joint City-School approved. Recreation Study Committee Report, and the school district has executed the agreement, Whereupon, it was moved by Councilman McMillan, seconded by Councilman Duncan, that the Council approve said recreation agreement and authorize the Mayor and Clerk to execute the same on behalf of the city. The Manager informed the Council that the County Board of Carlin Ave, Supervisors has authorized the improvement of Carlin Avenue improvement west of Atlantic Avenue, The Mayor inquired if there were any oral communications.
