REGULAR MEETING MAY 5, 1964 ~.;
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 B~illis Road, on above date
at 7:30 p.m.
Mayor McMillan in the chair.
Councilmen Finch, Ham, McMillan. and Siokos answered the
roll call,
Councilman Duncan was absent.
It was moved by Councilman Finch, seconded by Councilman Ham,
that the minutes of the previous regular meeting of April 21,
1964, be approved as written. All members present voting aye,
the Mayor declared the motion duly carried.
~~es. 64-3o RESOLUTION N0. 64-30 entitled: "RESOLUTION OF THE CITY
Demands COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE
DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was
presented. It was moved by Councilman Finch, seconded by
Councilman Ham, that said resolution be adopted.

Absent: Councilman Duncan.
Hearing - 'l~he hour of 7:30 p.m. having arrived, said hour being the
Long Beach time fixed for the public hearing on the modification of a
lighting portion of the Long Beach Boulevard street lighting system,
modification the Clerk presented his affidavits of posting and publication,
as required by law, and stated that one written protest had
been filed. The Clerk read the letter from Mrs. Helen Mackle,
owner of the property at 11443 Long Beach Boulevard, protesting
the proposed improvement due to cost of present and proposed
assessments.
The Mayor inquired if there was anyone present wishing to
be heard on said protest hearing. There', being none, it was
moved by Councilman Ham, seconded by Councilman Finch, that
said hearing be concluded. All members present voting aye,
the Mayor declared the motion duly carried,
Res. 64-31 Whereupon, RESOLUTION N0. 64-31 entitled:"A RESOLUTION OF THE
Overruling CITY COUNCIL OF THE CITY OF LYNWOOD OVERRULING PROTESTS,
Protests - ORDERING THE WORK AND LEVYING THE PROPOSED ASSESSMENT FOR THE

ORDINANCE N0. 753 entitled: "AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF hYNWOOD GRANTING CONSENT TO THE
COUNTY BOARD OF SUPERVISORS TO INCLUDE A PORTION OF
CARLIN AVENUE IN THE CITY OF LYNWOOD TO BE A PART OF THE
COUNTY SYSTEM OF HIGHWAYS." was read in full.
It was moved by Councilman Ham, seconded by Councilman
Finch, that said emergency ordinance be adopted and
ordered published.

The Clerk stated that the City Attorney, Howard Hemenway,
has made arrangements to proV~.c~e a substitute special
counsel to serve as Acting City Attorney during his
absence due to surgery. The Clerk stated that he had
made the arrangements with Mr. John J. Cayer, Attorney at
Law, to serve without compensation.
Whereupon, RESOLUTION 64-32 entitled: "A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF LYNWOOD APPOINTING SPECIAL
COUNSEL FOR AN UNDETERMINED PERIOD." was presented. It
was moved by Councilman Ham, seconded by Councilman Finch,
that said resolution be adopted.

Absent: Councilman Duncan.
The Clerk stated that, with the Council reorganization,
Mayor McMillan automatically becomes a member of the Los
Angeles County Sanitation District No. 1. Board of
r^~ Directors, and it would now be in order to appoint a
Councilman to serve as alternate to said Board of Directors.
Mayor McMillan nominated Councilman Ham to serve as
Alternate Director.
There being no further nominations, RESOLUTION N0. ~4.-,~~j
entitled: "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD APPOINTING A MEMBER AND ALTERNATE MEMBER TO THE
BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT N0, 1
OF LOS ANGELES COUNTY," was presented. It was moved by
Councilman McMillan, seconded by Councilman Finch, that

Fireworks The Clerk presented. communications from the fol.lowi~~.g
sale permits organizations r°equesting permission, license free, to sell
granted f fireworks in the city from June 28 to July 4, 1864:

The Clerk, as License Collector, recommended granting said
exempt licenses, subject to the cityxs regulations governing
the sale of safe and. sane fireworks in the City of Lynwoode
YWhereupon, it was moved by Councilman Siokos, seconded by
Councilman Finch, that the Council corZCUr in the recommendations
of the License Collector ir_ granting license exemptions to said
organizations. All members present voting aye, the Mayor
declared the motion duly carried.
Silva claim The Clerk presented a verified claim filed on behalf of
rejected Theresa Silva, 3839 Walnut Avenue, for personal injuries
sustained as the result of a fall, The Clerk recommended
that said claim be rejected and the claim referred to the
insurance carrier. It was moved 'by Councilman Ham, seconded
by Councilman Finch, that the Council concur in the recom-
mendations of the Clerk in rejecting said claimo All members
present voting aye, the Mayor declared the motion duly carried.
League The Clerk stated that with the reorganization of the Council,
Directors - it would now be in order to appoint or reappoint the city=s
Duncan and representatives to the Los Angeles County Division of the
Siokos League of California Cities Board of Dir.ectors* The Clerk
further stated that at present Councilman Duncan serves as
the Director and Councilman McMillan as the alternate,

DAV Salvage The Clerk presented a communication from the Lynwood Chapter
collection No. 86 of the Disabled American Veterans requesting permission
proposal to sponsor the business of collecting sa~lvagable personal
property from door to door, and further authorize VET-SAL to
act as their agent and representative in said enterprise.
The Clerk stated that to review said request properly, it was
recommended that it be referred to the Chief of Police and
License Collector for investigation and report„ It was
moved by Councilman Ham, seconded by Councilman Siokos, that
the Council concur in the recommendations of the License

The Manager presented for the Councils approval~.~recise 'Lugo Park
plansfor the development of Lugo Park which have been plans
reviewed and approved. by the Recreation Commission. approved.
Following explanations of the details of the plan by the
Recreation Director, it was moved by Councilman Ham,
seconded by Councilman Finch, that .the Council concur in
the recommendations of the Recreation Commission and
approve precise plans for the development of Lugo Park.

The Manager presented a report from the LynT,aood Police Police Show
Officers Relief and Welfare Association showing the use of and Dance
funds received during 1863 from their annual police show approved.

regular meeting.
The Manager read the list of expenditures and pledges made
by the Association, and recommended that the Council
approvei the Associationfs application to hold a police
show and dance on August 1, 1964, with ticket sales to
begin immediately.

Long Beach Boulevard for safety lighting at other interm
