Councilmen Duncan, Finch, Ham, McMillan and Siokos answered the roll call. It was moved by Councilman Ham, seconded by Councilman Finch, that the minutes of the regular meeting of July 7, 1864, be approved as written. All members voting aye, the Mayor declared the motion duly carried. Res. 64-54 RESOLUTION N0. 64-54 entitled: "RESOLUTION OF THE CITY Demands COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." has presented. It was moved by Councilman Finch, seconded by Douncilman Ham, that said resolution be adopted. Roll Call: Ayes: Councilmen Duncan, Finch, Ham, McMillan and Siokos. Noes: None. Absent: None. Ord. 756 ORDINANCE N0. 756 entitled; T'~1N ORDINANCE OF THE CITY OF Approving LYNWOOD APPROVING THE ANNEXATION OF THAT CERTAIN PROPERTY IN Atlantic THE COUNTY OF LOS ANGELES LYING ON THE WEST SIDE OF VIRGINIA A~inex No.5 AVENUE BETWEEN CORTLAND AVENUE AND WALNUT AVENUE." was pre- sented for second reading. It was moved by Councilman Ham, seconded by Councilman Duncan, that further reading be waived. All members voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Duncan, seconded by Councilman Finch, that said ordinance be adopted as read for the second time, finally passed,~and be published as required by law. The Clerk presented a letter from Mr. Jim Ruby requesting the Council to commence proceedings to annex one parcel (Lot 9, Tract 8716) to the city. It was moved by Councilman Siokos, seconded Church by Councilman Finch, that said permission be granted, All members voting aye, the Mayor declared the motion duly carried. The Clerk presented a communication from Elmore Daoust General stating her reasons for submitting her resignation as Bookkeeper General Bookkeeper, effective August 1, 1964. It was moved resignation by Councilman Duncan, seconded by Councilman Finch, that said letter of resignation be referred to the City Manager. The Clerk presented the application of VET-SAL, 124 South VET-SAL - Alameda, Compton, for a special permit to conduct a junk D.A,V, collection business within the city. The Clerk stated that junk permit Lynwood Post 86, Disabled American Veterans, will sponsor granted. the operation and, as License Collector, he recommended granting said special permit, upon payment of the prescribed license fees. The Clerk also presented the investigative report of the Police Chief which found no reason why such special permit should not be granted. Whereupon, it was moved by Councilman Finch, seconded by Councilman Duncan, that the Council grant a special permit to VET-SAL, 124 South Alameda, Compton, to conduct a junk collection business in the city. The Clerk presented the application of the Southeast Retarded Association for Retarded Children for a special permit to Children Assr establish a secondhand store at 10450 Long Beach Boulevard, special perm] and to collect salvageable household discards in the city. approved. The Clerk stated the store and the collection will be operated and managed by Salvage Management Corporation, 646 Van N°ss, San F:ra.ncisa~, and that the Association will receive the net profits derived from such operation. The Clerk pre- se:rted the Police Chiefxs investigative report, which found ro reason why such special permit should not be granted,. and the Clerk, as License Collector, recommended granting of a special permit to the association to establish a secondm hard store at 10450 Long Beach Boulevard, subject to the issuance of the necessary occupancy permits, and grant permission to solicit and pick up discarded household objects in the city, The Clerk also recommended that no waiver of the necessary license fees be made as the Association is only sponsoring the operation, 272 ~ ,~~ 0 Mr. R, M. After discussion, it was moved by Councilman Ham, seconded by Councilman Siokos, that the Council grant said special permit, and concur in the recommendation of the License Collector that no waiver of license fees be made. The Council reviewed the' Com.report maps of the .area showing the existing zoning and land usage, and discussed the Planning Commissions report. Whereupon, it was moved by Councilman Duncan, seconded by Councilman Ham, that said report be accepted and filed. All members voting aye, the Mayor declared the motion duly carried. The Manager presented a report on the petition filed requesting that no parking be permitted on the south side of Orchard Avenue between Long Beach Boulevard and 420 feet easterly thereof, wY~erein he recommended the adoption of an appropriate resolution. There followed a discussion of extending the parking restriction to Bullis Road and enforcement of the 2-hour parking restriction along Orchard Avenue. Whereupon, RESOLUTION N0. 64-58 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOCD SUPPLEMENTING RESOLUTION N0, 60-20 DESIGNATING A CERTAIN STREET WHEREIN PARKING IS PROHIBITED AT ALL TIMESo" was presented, It was moved by Councilman Ham, seconded by Councilman Finch, that said resolution be adopted. The Manager stated that the Council had previously agreed to increase the employeest sick leave benefits to 120 working days, and stated that such change requires the adoption of a resolution amending the Personnel. Rules and Regulations, Whereupon, a resolution entitled: "A RESOLUTION OF THE CITY COUI~C.I.L OF THE CITY OF LYNWOOD AMENDING RESOLUTION NOo 2843, PERSONNEL RULES, TO PROVIDE ADDITIONAL SICK LEAVE BENEFITS." was presented for first reading. It was moved by Councilman Siokos, seconded by Councilman Finch, that said resolution be accepted as read for the first time and passed to the second reading. Trash col- Councilman Duncan stated that he has been advised that there lectors are a number of trash collectors doing business in the city licensing without a license. Following discussion of the license fees discussed, and methods of enforcement, it was moved by Councilman Siokos, seconded by Councilman Duncan, that the Council review the present business license ordinance fir possible revisions of the fee structure, All members voting aye, the Mayor declared the motion duly carried. Dance The City Attorney reported that any changes in the present ordinance dance ordinance, such as lowering the minimum age, would (age limits) require an amendment of the pryesent ordinance, Oral Mr, George Higgins, 5353 Fernwood Avenue, addressed the communica- Council regarding business license ordinance enforcement tionse practices during the evenings and on week-ends, Mr, Charles Migliazzo, 12212 Harris Avenue, expressed appreciation to the Council for improving Carlin Avenue west of Atlantic Avenue. He also questioned the propriety of the proposed annexation easterly of Atlantic Avenues Mir, Jerry Rokos, 12217 Bullis Road, addressed the Council stating he was unable to obtain a copy of the proposed-dance ordinance,, as submitted to the Council for their study, and inquired why the proposed ordinance was then made available to a newspapers It was moved by Councilman Siokos, seconded by Councilman Duncan, that the meeting be adjourned.
