HomeMy Public PortalAbout1994-07-29 Special Meeting182 COUNCIL MINUTES SPECIAL MEETING - JULY 29, 1994 The special meeting of the Bal Harbour Village Council was held on Friday, July 29, 1994, in the Council Chamber of Bal Harbour Village Hall. The meeting was called to order at 4:52 p.m. by Assistant Mayor Blank. The roll was called and those present were: Also present: Assistant Mayor Matthew B. Blank Councilman James E. Boggess Councilman Andrew R. Hirschl Councilman Sol M. Taplin Alfred Treppeda, Interim Village Manager/Police Chief F Jeanette Horton, Village Clerk Richard J. Weiss, Village Attorney Absent: Mayor Estelle Spiegel As a quorum was determined to be present, the meeting commenced. 2. Discussion of Village Manager Position: Assistant Mayor Blank explained Patrick Miller has withdrawn from consideration as Village Manager, and at this time requested the input of the Council. Mr. Weiss explained what transpired when he contacted Mr. Miller to negotiate an employment agreement. Discussion followed in reference to proceeding with offereing the position to the second rated applicant Mr. Gross or the third rated applicant Mr. Hester. A motion was offered by Councilman Hirschl and seconded by Councilman Taplin to offer the position of Village Manager to Mr. Gross. The motion carried unanimously with the vote as follows: Assistant Mayor Blank aye; Councilman Hirschl aye; Councilman Boggess aye; Councilman Taplin aye, Mayor Spiegel absent. Mr. Weiss requested guidance from the Council, as to salary range, benefits, severance pay to be negotiated, and retirement. It was the consensus of the Council to offer salary range of $60,000, $150 per month car allowance, severance pay start negotiate at 1 month pay after one year, 2 months after 2 years and 3 months after 3 years, and the starting date to be as soon as possible. At this time Mr. Weiss left the meeting to contact Mr. Gross. 3. Discussion of Proposed Budget 1994/95: Mr. Treppeda explained with the proposed 1994-1995 budget he included two charts for the Council's information. These charts show various millage rates and the corresponding shortfall or 183 surplus associated with each millage rate. He further explained one chart shows expenditures if we budget $392,500.00 for storm drain replacement as recommended by Craig Smith & Associates. The second chart shows expenditures if we do not budget the $392,500.00 as recommended for this project. He continued to explain the Council has already reserved one million of fund balance for this project. Mr. Treppeda further explained a contingency was not budgeted for any possible adjustments, which may be recommended by David Griffith & Associates, who is conducting the salary survey as authorized by the Council. He continued to explain at this time the Council's direction is needed, as the Village must certify the millage rate on August 4, 1994, by 4:30 p.m. He then proceeded to explain once certified, the millage can easily be lowered, but raising it can be very difficult. Discussion followed on the storm drain project, if funds should be used from fund balance, the decrease of building permit revenue, and the current health care providers. It was the consensus of the Council to certify the millage rate at 3.62 mills, which would be an increase of 43.1 percent. 4. Authorization to Proceed - Painting of Bucket Truck: Mr. Treppeda explained originally he thought that the Council's authorization was necessary on the painting of the Bucket Truck. However, it was determined that the cost is less than $2,500.00. 5. Other Business: Mr. Weiss stated Mr. Gross accepts the position of Village Manager subject to negotiating an employment agreement. Councilman Hirschl explained he was approached by one the Bay Harbor Islands Council people, who stated they would be interested in a joint Marine Patrol for both Cities. Councilman Taplin explained at one time the Village had a Marine Patrol. Discussion followed as to the benefit to the Village. Councilman Boggess reported that on August 1st, at 9:30 a.m. he will be attending a second mediation meeting for the Amphitheater. Councilman Taplin questioned if any other Architects had been contacted to serve on the Architectural Review Board. He further explained the Village should look into the color of glass to be used in the Majestic project. Mr. Weiss explained since this project has gone before the Architectural Review Board, the time has passed for any mandatory change. He further stated the Village Manager could approach them and ask if they would consider changing the color of the glass. Mr. Grover, Bal Harbour Towers, stated he heard they will not be using the blue glass. Special Council Meeting 7/29/94 2 184 6. Adjourn: There being no other business to come before the Council, a motion was offered by Councilman Boggess and seconded by Councilman Taplin to adjourn.
