REGULAR MEETING SErTEMBER 1, 1964 CY;
Mayor McMillan in the chair.
Councilmen Duncan, Finch, Ham, McMillan and Siokos
answered the roll call
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
It was moved by Councilman Ham, seconded 'py Councilman Duncan,
that the minutes of the regular meeting of August 18, 1964,
and the adjourned regular meeting of August 24, 1964, be ^~
approved as written. All members voting aye, the Mayor declared
the motion duly carried.
Res. 64-69 RESOLUTION N0. 64-69 entitled: "RESOLUTION OF THE CITY COUNCIL
Demands OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRE-
SENTED AND ORDERING WARRANTS DRAWN THER.EFOR." was presented.
It was moved by Councilman Finch, seconded by Councilman Ham,
that said resolution be adopted.

Absent: None.
Muscular The Clerk presented a communication from the Muscular Dystrophy
Dystrophy Associations of America requesting permission to conduct their
fund raising annual fund raising campaign in the city during the month of
approved. December, 1964. It was moved by Councilman Siokos, seconded
by Councilman Finch, that the Council grant said permission.
All members voting aye, the Mayor declared the motion carried.
Addressing The Manager stated that the City Council had approved the
equipment purchase of a new Addressograph machine for the Water Depart-
purchase ment in the 1964-65 Capital Fund Budget, and presented a
authorized. report on the type of machine required for such work wherein
he recommended that the Council authorize the purchase of the
Addressograph automatic addressing equipment at a cost of
$6,022.02, less trade in of existing equipment.
Whereupon, it was moved by Councilman Duncan, seconded by
Councilman Siokos, that the Council concur in the recommenda-
tions of the Manager and authorize the purchase of said
addressing equipment.

Reservoir The Manager presented for the Councilrs consideration and
design - approval an agreement with David J. MacArthur as a consulting
Consulting engineer, for the design of a 3-mil lion gallon water reservoir.
Engineer The Manager stated that a detailed explanation of the require-
agreement menu of the project was submitted to the Council in June,
approved. and he recommended proceeding with the preparation of plans
for the required reservoir by approving a contract for design
services with David J. MacArthur.
Whereupon, it was moved by Councilman Finch, seconded y
Councilman Siokos, that the Council concur in the recv.~.
mendations of the Manager and authorize the Mayor and Clerk
to execute said agreement on behalf of the City of Lynwood.

The Manager presented the resignation of David J. MacArthur

City Engineer-Public Works Direct;oz°, effective September 1, City Engineer
1964. It was moved by Councilrr~a:n `inch, seconded by Public Works
Councilmen Duncan, that said resignation be accepted with Direc•~tor
regret, and that a letter of appreciation 'for his services resignation
be sent to Mr. MacArtY~ur~ All members voting aye, the accepted.
Mayor declared the motion duly carried.
The City Manager °th'~n presented a report concerning the
organizational changes in the Engineering Department
wherein he recommended that theCouncil retain a consulting
engineer without Civil Service replacement, with public
"~`" works coordination being transferred to the ManagerTs
office, and that the city enter into an agreement with
David J. MacArthur as the consulting engineer at $400,00
per month to provide said engineering services.
It was moved by Councilman Finch, seconded by Councilman MacArthur to
Duncan, that the Council conc~ir in the recommendations of be retained

The Manager presented a report on the bids received for
the reconstituting and remixing of existing surfacing on
,,,.,,~ Atlantic Avenue wherein he recommended that the contract
be awarded to G. J. Payne Co, for a total price of
$7,126.00. It was moved by Councilman Duncan, seconded
by Councilman Finch, that the Council concur in the recom-
mendations of the Manager in awarding said bid. __

The Manager presented a report on the bids received for
the purchase of 4,000 tons of asphalt pre-mix material,
f , o.b . bidderf s plant, for the r°esurfacing of Atlantic
Avenue, wherein he recommended awarding the bid to
Industrial Asphalt, the best bid, at $3.85 per ton, f.o.b.
bidders plant. It was moved by Councilman Siokos,
seconded by Councilman Duncan, that the Council concur in
the recommendations of the Manager in awarding said bid.

Councilman Ham requested the Manager to investigate the Auto parking
feasibility of realigning the present parking arrangement at city park
~-- along the north side of the park (extension of Beechwood to be inves-

Whereupon, it was moved by Councilman Siokos, seconded by
Councilman Finch, that the Go'~ancil authorize the issuance
of such a proclamation urging all citizens to register to
vote.
Petition re Mr. Henry Van Compernoile, 3125 Louise Street, submitted a
special petition signed by ~2 individuals, requesting the Council
election to call a special election to fill a vacancy created by the
resignation of Councilman Arnold Finch.
The Mayor informed Mr. Van Compernolle that Councilman Finch
has not resigned from the City Council, and that the matter
had been discussed at a previous meeting, and that the Council
will only consider such a replacement after Councilman Finch
submits a resignation,
The City Attorney advised the Council that no resignation
has been submitted, and therefore, the Council can take no
action on on the request.
Lu-Ma Drive Mr. Charles Slater, 1.1615 Lewis Street, addressed the Council
in complaint concerning the excessive noise and general nuisances from the
patrons of Lu-Mays Restaurant on the corner of Long Beach
Boulevard and Louise Street, The Mayor directed the Chief
of Police to investigate the complaint and present a report
on the causes of the disturbances at the next regular meeting.
Councilman Duncan requested the City Attorney to investigate
the legality of regulating the hours of operation of such
types of businesses as drive-ins where food is served outside
the building.
It was moved by Councilman Finch, seconded by Councilman Siokos,
that the meeting be adjourned. All members voting aye, the
Mayor declared the motion duly carried,
