REGULAR MEETING OCTOBER 20, 1964 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Builis Road, on above date at 7:30 p.m. Mayor McMillan in the chair. Councilmen Duncan, Finch, Ham, McMillan and. Siokos answered the roll call. It was moved by Councilman Ham, seconded by Councilman Finch, that the minutes of the regular meeting of October 6, ~"'""" 1964, be approved. as written. .All members voting aye, tre Mayor declared the motion duly carried. 4{ RESOLUTION NO. 64-77 entitled: "RESOLUTION OF THE CITY Res. 64-77 COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE Demands DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR," was presented. It was moved ~y' Councilman Ham, seconded by Councilman Siokos, that said resolution be adopted. Roll Call: Ayes: Councilmen Duncan, Finch, Ham, McMillan, Siokos. Noes: None. Absent: None. ORDINANCE N0. 758 entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING A CONTRACT BETWEEN THE LYNWOOD CITY COUNCIL AND THE BOARD OF ADMIN- ISTRATION OF THE CALIFORNIA STATE EMPLOYEESz RETIREMENT SYSTEM." was presented for second reading. It was moved by Councilman Ham, seconded by Councilman Duncan, that further reading be waived. All members voting aye, the Mayor declared the motion duly carried. Duncan Ave. A letter was read from Dallas Smithson and five others;- Annex No, 1 requesting approval by the city of ann exation proceedings for annexation the territory bounded b y Wright Road o n the east, the first requested alley west of Duncan on the west, the first alley south of Imperial Highway on the north and Los Flores to Duncan, Elmwood to Wright Road on the south. A map of the area pro- posed to be annexed was displayed. It was moved by Councilman Ham, seconded by Councilman Siokos, that the Council approve commencement of annexation proceed~.~.ngs, and refer the matter to the Planning Commission for its report and recommendation. All members voting aye, the Mayor declared the motion carried.. Recreation A letter from Mr. John F. Crayle, 10115 State Street. Mrs. Crayles objection was based on aggravation of an existing parking problem. - Mrs, Claiborne was present and explained the manner in whic:!~ the scheduling was operated, and stated that she did not believe it would be detrimental in any way to the neighborhood. Mr. Lewis, 10131 State Street, Mr. George Sly, 10206 State Street,. and Mr. Harold Roy, 10111 State street, all addressed the Council in opposition to the proposed business because of parking-congestion and noise. After discussion, it was moved. by Councilman Duncan, seconded by Councilman Ham, that the application of Byron Claiborne for a special permit to conduct the business of scheduling from his home at 10123 State Street, be denied, All members voting aye, the Mayor declared tie motion carried. He also expressed the opinion that a number of area of ambiguity now present in the zoning ordinance should be clarified by appropriate amendment. z~~~7~~ Following discussion, it was moved by Councilma~~ Duncan, seconded by Councilman Finch, that any future policy deviations from existing ordinance be brought before the Council before they are put into effect. Mrs. Inez Marks, 11050 Benwell, addressed the Council, reading a statement which contained a number of questions put to the City Attorney. A discussion of replacement of the trees followed in which it was suggested that th-e~property owners be contacted regarding a replanting program, and. the motion was amended to include that provision. Mr. Gene Olson, 4157 Fernwood, addressed. the Council con- cerning the trees in front of his home, and presented pictures of them. The Manager presented his 'report on the architectural Lugo Park - agreement for Lugo Park in which he recommended that the Williamson & Council approve an agreement with Williamson and Morris Morris agree- for the necessary architectural work at 7.5~ of construe- ment approved Lion cost for the general contract and an additional $500 for design of work undertaken by city forces. The Manager presented a report on the preliminary plans ?reservoir-- for a three million gallon reservoir to be located on a px°eliminary ~.-.~ part of the park property, and recommended that the City plans and Council review and adopt the preliminary plans of the partial pay- ' reservoir and authorize a artial p payment to the consultant m.e~.t approved engineer of 3,750.00. A drawing of the reservoir and the surrounding area was displayed for the Councilts study. Both Loi~nilman Duncan and Councilman Ham commented on the efficiency of the Lynwood Police Department during the recent visit of the President of the United States to Lynwood and neighboring cities. Finch Councilman Arnold Finch presented his letter of resignation resignation and requested that it be read by the Glerk. -The letter was directed to the City Council, city employees, and citizens of the city, and expressed Mr. Finches regret upon leaving the service of the city Council. It was moved by Councilman Ham, seconded by Councilman Siokos, that Councilman Finches resignation be accepted with regret. All members voting aye, the Mayor declared the motion duly carried. Mr. Kenneth Thompson, 265 E. 108th Street, addressed the Council and requested that his letter concerning Councilmanic appointments be read. The letter was read. Mr. Thompsonts letter expressed the opinion that the appointment of a Councilman to replace Mr. Finch should go to the candidate who polled the next vote highest to the winning candidates, ~ih~the'April,-1964 election, which in this case, would re James E. Rowe. Mr. Thompson was informed by the Mayor that the mattex- of appointment would be discussed further at an adjourned meeting of the Council.
