at 7:30 p.m,
Mayor pro tempore Siokos in the chair,
Councilmen Duncan, Ham, Siol~os, Smith. answered the roll call,
Councilman McMillan was absent,
It was moved by Councilman Duncan, seconded by Councilman Smith,
that~the absence of Councilman McMillan be excused. All members
present voting aye, the Mayor declared the motion duly carried.
It was moved by Councilman Ham, seconded by Councilman Duncan,
that the minutes of the meeting of November 17, 1964, be approved
as written. A11 members present voting aye, the Mayor declared
the motion duly carried,

Council approved the reduction in business license fees
for the business of trash, refuse and r~:.bbish disposal..

South Gate The Clerk presented a communication from the City of South
letter re Gate regarding their position on the proposed Duncan Avenue
Duncan Ave, Annexation No. 1 to the City of Lynwood, It was moved by
Annex No.l Councilman Ham, seconded by Councilman Duncan, that said
communication be accepted and filed. All members present
voting aye, the Mayor declared the motion duly carried.
McClain re The Clerk presented a communication from Mrs, Bernice McClain,
Grevillea 3818 Louise Street, suggesting that o_r~ly a portion of the
tree Grevillea trees, which have beer: ordered removed, be taken
removal, out at the present time, and. th.e balance be removed over a
10-year period to prevent a co_m.pletely bax°re~A appearance,
The Manager stated that the work of the removal of the trees
~s°presentey under way, ar~d such a plan would be impractical
at this time,
Whereupon, it was moved by Cou.~~cilman Ham, seconded by
Councilman Smith, that said communication be accepted and
filed. All members present voting aye, the Mayor declared

Christmas The Clerk presented the application of Waliy Wallace for a
tree lot special permit to sell Christmas trees at 10310 Long Beach
permit - Boulevard. The Clerk stated that Mr, Wallace ryas conducted
Wallace, a Christmas tree sales lot at that location in past years,
has made the necessary deposits, and recommended granting
said special permit for a period of time not to exceed 30
days.
Whereupon, it was moved by Councilman Duncan, seconded by
Councilman Ham, that said special permit be granted. .All
members present voting aye, the Mayor declared the motion
duly carried.
Christmas The Clerk presented the application of Weldon A, flDage for a
tree lot special permit to sell Chr°istmas trees at 3844 Century
permit - Boulevard. The Clerk stated that Mr, Page conducted a

Kirstine The Cle~~°k presented the application of Mrs. Marian Kirstine,
home occupa- 10942 Huime Avenue, for° a special permit to conduct the
permit _ business of cosmetic:, cleaning compo°a-ad, and food supp~<;ment
denied, sales within her home. The Clerk stated that the usua"~
post card marling has been made, ar_d that th~~ee objections
have been filed. The Clerk also pre~erted :-a petition ~rgned
by Mr, and T~lrs. Traer, 10957 Hulme Avenge, and 19 oth °s,
stating that they'-ale not bdt"r~er~d ~~i any' way by said
business operation.
Mrs. Kirstine was present and explainned the manner in whr:,Th

extent of the delivery and storage of products,

The Clerk presented the application of Richard D. Bowen, Bowen home
11469 Copeland Avenue, for a special permit to conduct the occupation
business of building designer within his home. The Clerk application
stated that the usual post card mailing had been made, and denied.

Mr. Bowen was present and explained the manner in which he
would conduct the business.
Following discussion with the applicant, it was moved by
Councilman D'u.ncan, seconded by Councilman Ham, that the
request be denied due to the protest filed.

The Clerk presented the application of California Disposal California
Company for a special permit to conduct the business of Disposal Co.
rubbish and trash collection in the city. The Clerk pre- trash collec-
sented the Police Chief`s re'~ort which, upon investigation, Lion permit
found no reason why such. per-snit sho~~~.ld r,ot be gfsanted, and granted.

permit upon pay:rent of the license fee for the last quarter.
Tt was moved by Councilman Ham, seconded by Councilman
Duncan, that the Council concur in the recommendations of
the Clerk in granting said special permit to conduct the
business of rubbish and trash collection within the city.

motion duly carried.
The Manager presented his report on the painting contract Ace Painting
for the natatorium pool wherein he recommended that the and Sandblast
Council approve an agreement with Ace Painting and Sand- ing agreement
blasting Company providing for protection against faulty approved,
workmanship. It was-moved by Councilman Smith, seconded
by Councilman Duncan, that the Council concur in the
recommendations of the Manager in approving said agreement.

The Mayor stated that this was the time set for c;~onsider~
irlg the appointment of a member to the Planning Commission
to fill the unexpired term of Mr. Clayton Rydeen who, dui.
to his absence, has been deemed to have automatically
resigned from the Commission.

The Mayor declared a 5-minute recess. Following the recess
the Mayor called the meeting to order.
It was moved by Councilman Ham, seconded by Councilman Smith,
that due to the tie vote on the nominees and the absence of
Councilman .McMillan, the question of appointment of a member
of the Planning Commission be tabled to the January 5, 1965,
regular meeting. All members present; voting aye, the Mayor
declared the motion duly carried.
Duncan re Councilman Duncan suggested that the Parking Commission .
added off- investigate the feasibility of acquiring additional off-street
street parking facilities ad~acer~t to the newly enlarged post office
parking, on Long Beach Boulevard.
The Mayor inquired if there were any oral communications,
Mr. Jerry R.okos, 12217 B'ullis Road, addressed the Council
and requested. that they re-examine their current policy
in considering the applications for special permits to
conduct busiryesses within the home,
The Mayor explairsed the Councilts responsibility in fudging
the merits of the individual applications.
It was moved. by Councilman Smith, seconded. by Councilman
Duncan, that the meeting be adjourned, All members present
