Councilmen Duncan, Ham, McMillan, Siokos, Smith answered the roll call, It was moved by Councilman Ham, seconded by Councilman r- Siokos, that the minutes of the meeting of December 1, ~ 196+, be approved as written. All members present voting aye, the Mayor declared the motion duly Carried. RESOLUTION N0. 64-85 entitled: "RESOLUTION OF THE CITY Res. 6~+-85 COUNCIL OF THE CITY OF LYNWOt3 ALLOWING AND APPROVING Demands THE DEMANDS PRESENTED AND OR~~~tTl'~'G WARRANTS DRAWN THERE- FORE." was presented. It eras moved by Councilman Ham, seconded by Councilman Siokos, that said resolution be adopted. Roll Call: Ayes: Councilmen Duncan, Ham, McMillan, Siokos, Smith, Noes: None. Absent: None. ORDINANCE N0, 767 entitled; "AN ORDINANCE AMENDING Ord. 767 SECTION 20.119 OF THE LYNWOOD CITY CODE." was presented Amending for second reading. It was moved by Council:ma7~. Smith, Trash seconded by Councilman Ham, that further reading be Collection waived. All members present voting aye, 'the Mayor Fees declared the motion duly carried, It was moved by Councilman Ham, seconded by Councilman Smith, that said ordinance be adopted as read for the second time, finally passed, and be published as required by law. Roll Call: Ayes: Councilmen Duncan, Ham, ,McMillan, Siokos, Smith. Noes: None. Absent: None. The City Manager presented a communication to R. E. Commend<- Darton, Chief of Police complimenting the Lynwood Police tion recruitment methods, which are second to those of the City Lynwood of Los Angeles in the entire State of California, P,D. The Manager presented his report concerning the prepara- L. A. Coo Lion of the necessary plans and specifications for two storm drain supplemental storm drain facilities as authorized under. the projects 1964 County storm drain bond issue. He outlined the projects 717 8c to be constructed, the engineering work to be done by the 5301 engi- City and the consultant. The manager further stated that neering. the City would be reimbursed for the engineering work done,. therefore recommended that the Council approve a prelimina~~y agreement with David MacArthur, consulting engineer, for the preparation of the necessary plans and specifications for flood control projects 717 and 5301. The Mayor. announced that due to the Council chambers being overcrowded the meeting should be adjourned to the Community Service .Building. The Clerk presented affidavits of posting and publicatis~n, The Clerk summarized the hearing held by the rlanning Commission by reading the Planning Commission minutes of Novemiber 10, 1964, meeting. E ~ ta'c1e ~:h°~rr~~~ s-~~h des/eloprnent +~c~itYi appe~°s the C~:::~~s:~~cil~ s sati.sfac~ The Clerk presented a communication from Food giant Markets, Inc, stating they have entered into a 28 year lease with the proposed developer for a department store structure and automotive service facilities containing approximately 107,000 square feet together with all necessary off street parking in common areas which is to be operated by Unimart, Inc,, a wholly owned subsidiary and operating division of Food Giant Markets, Inc., subject to the granting of appropriate zoning for the retail and commercial uses coriternplated . The Clerk presented a communication from Mollie Riefschneider member of the Executive Group of the Lynwood. Small Property Owners Committee of 100, stating that the C~mmittee is in favor of the proposed development because it will help Lynwood to continue to grow and prosper. The Clerk presented communication from the Executive Board of the Lynwood Chamber of Commerce :recommending that the Council grant the requested change of zone with the condition that if the development is not completed in two years the property revert back to its original zoning and that the present traffic pattern be c>~;served. The Secretary stated that he had received letters from the following persons opposing the requested zone change because of encroachment of business upon a residential area, traffic congestion, depreciation of residential values, and affect upon the tranquillity of trie neigh- boring residential areas; Mr. and Mrs, Walter G. Mr. Builoch Introduced a survey of Retai:i. Trade Trends and Characteristics in the Lynwood Area, 1857 through 1963, inclusive as prepared by the Los Angeles F3ureau of Municipal Research and he estimated that the sales tax. ^*+± revenue during the first year would be approximately $100,000. He further stated that the property is row exempt from property taxation and would produce s:tzable revenue to the City in the form. of pr.°epeYty taxes. Cayer, 10840 Atlantic Avenue, addressed the P^, Council and stated that he was represent~.ng the "Home- I Owners Protective Committee." He stated that the request is directly opposed to the Ger_eral Plar: by quoting the Master Plan as saying that Lynwood. is p:~EdL:~ina`r:t~.y a residential comxriunity and that no where :ir;. ~~he r tan did it state that Lynwood should have a comxr~.erc:::~r~l zone right in the middle of a r. esidential zone. :,t ~n~ ^s, ti~is opinion further that the zone change would ma'~:e a :~~:~;::~~;~;_.~;~ of the General Plan. He then produced a map sho:n~:ing wti~at in his opinion would have to be done to so~.ve th;.~ tr~af'f"ic problem and indicated that many signals would Y:ave to b~e installed at the intersections, Mr. Coyer contended that the people in ~~~his area have bought their homes in tYae antici~7ation that tr:e entire area would remain a residential district. He then ~irtraod~sced a development map showing the south end o{' the property is two feet lower and that a storm dra.ir. r,~~o~?lerr: would be caused because there is no storm dr•airr x~c,°~y~i.;:y ~.rr the area. In conclusion, Mr. Cayer stated that the .c'ia:.~i~?:irg Commission and the Council adopted the General Pl-a _1, and ~;'r:is plan "~" designated the area as a low density area «~id it should be developed as a residential area. He fau;°the.i requested the Council to uphold the recomrr~r~dat:~.~;ns of the Planning Commission and deny the req~~ested change of zone. Mrs .
