Councilmen Duncan, Ham, McMillan, Siokos and Smith answered the roll call. It was moved by Councilman Ham, seconded by Councilman Siokos, that the minutes of the meeting of January 19, 1965, be approved as written. All members voting aye, the Mayor declared the motion duly carried. All mem- bers voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Ham, seconded by Councilman Smith, that said ordinance be adopted as read for the second time, finally passed, and be published as required by law. Jorgensen Company ex- Co. expressing wholehearted approval of the proposed annexation presses wish of their property to the City of Lynwood. It was moved by to annex to Councilman Smith, seconded by Councilman Duncan, that said city. communication be accepted and copies transmitted to the Local Agency Formation Commission for inclusion as evidence at its February 10, 1965, hearing on said proposed annexation. Following a discussion of the advisability of such a proposal, the Mayor directed the Clerk to request a recommendation from the Lynwood Coordinating Council on the release of such information. The Mayor Mayor further requested that Supervisor Bonelli provide additional detailed information regarding his pro- posal. The Clerk presented the application of Lorenza Mu..rphy, 7~2 West Ar'~utus, Compton, fc~r a special permit to conduct a private patrol service in the city. The Clerk presented a report from the Chief of F~slice which recommended deYlying the application as the applicant does not have the required State license to conduct such a service, The Clerk, as License Collector, also recorr~mexided denial of trie applica- tion, based upon the report of° the Police Department. Whereupon, it was moved by Councilman Siokos, seconded by Councilman Smith, that the ~'oancil deny said special per- mit to cond;.;~ct a patrol service in the City of Lynwood. The ;"ieri2 also stated that the necessary cards have keen mai-'ed and no protests have been filed, and that the Building Department and Fire Department have issued the necessary certificate of occu- pancy. Mr. Fetter addressed the Council to explain the operation of said business, and stated that a maximum of five patients would be maintained on the premises, and that he recognized all of the requirements for conducting such home occupation business. Whereupon, it was moved by Councilman Duncan, seconded by Councilman Smith, that the Council approve said special permit to conduct a nursing home business within the home. All members voting aye, the Mayer declared the motion duly carried . The Clerk presented a communication from The John F. Kennedy Memorial Youth Fund requesting permission to con- duct a fund raising campaign in the City of Lynwood. The Clerk stated that no method of conducting said campaign was stated in the request, and that the City of Los Angeles and County have not as yet ~ss'ued their permits. Following a discussion of the request, it was moved by Councilman Siokos, seconded by Councilman Smith, that the Council deny said request. Roll Call: Ayes Councilmen Duncan, McMillan, Siokos, Smith. Councilman Duncan stated that if it became necessary, the time could be extended to one year, as the bond premium is for a period of one year. Abbott Road As previously requested, the Manager presented a report on speed increasing the speed limit on Abbott Road to 35 miles per hour, limitations. wherein. he recom.rrerded that t'r~e present 25 mile per hour limit be maintained du.e to the predominently residential character of the surrounding area. Councilman Duncan expressed the opinion that 35 miles per hoar is a realistice, safe and proper speed for Abbott Road. The Mayor directed the Manager to investigate said request, and continue to study the traffic conditions and problems along Abbott Road. The Manager presented a communication from Kermit Bill, Director of Corridor A of the Southern California Rapid !"~ Transit District, requesting the Councils opinion as to the most feasible way o#' providing a subsidy in addition to farebox revenues received to finance and. operate the first stage of a rapid transit system. The Manager stated that`the two basic forms of subsidy that have been suggested are 1/2¢ ad valorem tax and 1/2 of 1°o increase in the in lieu tax. It was the Councilts opinion that further consideration should be given to the district proposals and that the voters should have the final decision on the method of subsidy financing of the transit system. The Mayor inquired if there were any oral communications. Dr. Zucker, owner of the building at 3255 Sanborn Avenue, inquired if the City Attorney had rendered an opinion as to manufactures of plastics being conducted in a C-2a Zone. He was advised that such use would be permitted in that zone, and that he would have to re-apply to the Planning Commission for such a change of zone, as his previous request had been denied by the City Council. Mr. Bob Gray, President of the Lynwood Chamber' of Commerce expressed appreciation for the Councils action in amend- ing the promotion and public~tty contracts administrative cost for carrying on the promotion and public':'ity for the City of Lynwood. It was moved by Councilman Ham, seconded by Councilman Duncan, that the meeting be adjourned.
