REGULAR MEETING MAY 4, 1965
The City Council of the City of Lynwood met in a regular
session in the City Ha11, 11330 Bullis Road, on above date
at 7:30 p.m.
Mayor Siokos in the chair.
Councilmen Duncan, Ham, McMillan, Siokos, and Smith
answered the roll call.

Presentation John T. Gallagher, Joseph W. Gallagher, and Roger Pettner
from Lynwood representing the Lynwood Civil Air Patrol Squadron, an
Civil Air auxiliary of the United Air Force addressed the Council.
Patrol Members of the Council were presented with brochures
describing the Civil Air Patrol program. The young men
described how one becomes a member of the organization
and how valuable and rewarding is the experience of active
participation in the program.
Mayor Siokos thanked the young men for appearing and
informing the Council of the Squadron's activities in
the City.
Presentation Mrs. Lucille Kanka, 5131 Walnut Avenue, addressed the Council
of a reso- and read a resolution concerning the placing of flags along

concerning contained 571 signatures of citizens supporting the Council's
flag flying action in having City personnel placing the flags and urging
that the program be continued.
After discussion of the reasons for the City assuming the
responsibility for placing the flags, it was moved by
Councilman Ham, seconded by Councilman McMillan that the
policy of having City employees place the flags on National
holidays be continued. All members noting aye, the Mayor
declared the motion carried.

85446, Los Angeles, was presented. The organization requested Missionary

Ham, that the permit be granted subject to compliance
with the City's regulations governing sale of safe and
sane fireworks. All members voting aye, the Mayor declared
the motion carried.
A letter was presented from Lloyd A. Bullock representing
James S. Pelton and Wallace Von Medlin, appealing the
Planning Commission action which recommended denying their
application for zone variance to permit the construction
of a department store, two commercial buildings and parking
facilities for approximately 825 vehicles on a portion of
Home Tract in Rancho San Antonio. It was moved by Council-
man Duncan, seconded by Councilman Ham, that the Council
establish June 1, 1965, at 7:30 p.m.,in tt,e Council

Enid Young A letter from Mrs. Enid L. Young, 3709 Lynwood Road, was
complaint read i::~, which she complained. of actions of a Police Officer

at H~~sler School on April 9. The le~ter was accompanied
by a copy of a letter Mrs. Young had written to Chief
Dayton regarding the i.ncidento Mrs. Young was present
and addressed the Council to quote certain sections of
the California Vehicle Code and stated her chief complaint
was being directed by a Police Officer to drive from the
school to the Police Station without her drivers license
which had been taken by the Offj.cer.

Police A letter from Mr. Archie Legg, 36'_t PJ_att Avenue, was read

Proposed A letter from Supervisor Burton Chace was presented submitting
~~ sales tax an outline of the County's proposed 2$ sales tax and re- `
discussion questing the City's support of the additional' tax for County

Councilman Duncan, that the letter be referred to the City

Discussion A letter from the Lynwood Co-ordinating Council was presented.
regarding The letter. contained the .result of the council's study on
publishing the question of whether or not to publish names of ,juveniles
names of involved in crimes of violence "t was the opinion of the
juvenile reviewing committee that the recommendation be against
offenders publishing of names. However, enough votes were cast in
favor of publishing the names to warrant consideration.
The members of the Council expressed their appreciation
to Mrs. Kanka, president of the Co-ordinating Council,
and other members of the organization who devoted so much
time and effort to the study and resulting report.
Mr. George Martini, 10760 Alexander, addressed the Council
to inform them of a similar poll taken at a discussion of
the problem of juvenile offenders. The discussion described

Transmission The Manager reported on the bids received for the construc-
line bid tion of the Bullis Road transmission line, and recommended
awarded to that the contract be awarded to Wonderly Construction
Wonderly Company, the low bidder, for a total price of $26,450.00.

McMillan, that the Council concur in the recommendations
of the City Manager and authorize execution of a contract
with Wonderly Construction Company for the construction
of the Bullis Road transmission line for a total price
of $26,450.00.

Mayor Siokos announced the time for oral communications.
Senate re- Senate reapportionment, as it pertains to Los Angeles
apportionment Count y, was discussed briefly. Councilman McMillan
discussed presented a newspaper article which outlined in general
the districts proposed by Senator Rees.
Councilman Ham requested the City Manager to in~estigat+~
the possibility of installing a four-way signal at the
intersection of Imperial Highway and Atlantic Avenue.

Mr. Jack Cleland, representing the Herald American newspaper,
and Mr. Lyn Sherwood,representing the Huntington Park
Signal, spoke briefly on the policies of their respectiV~e -*-
newspapers concerning printing of names of juveniles
involved in crimes.
Fire Service Fire Chief James Riley addressed the Council and called
Day May 8 attention to the annual Fire Service Day to be held
Saturday, May 8.
Rokos correctsMr. Jerry Rokos, 12217 Bullis Road, addressed the Council
statement to correct a statement made in a recent news article
about flags concerning his comments about placing of flags on National
holidays.
Seat Belt
Clinic Mr. William Lomas addressed the Council to call attention
May 10-16 to the annual Seat Belt Clinic to be conducted May 10 - 16.
It was moved by Councilman Ham, seconded by Councilman
Adjourn Duncan, that the meeting be adjourned. All members voting
aye, the Mayor declared the motion carried.
