REGULAR MEETING NOVEMBER 2, 1965
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above
date at `7:30 p.m.
Mayor Siokos in the chair.
Councilmen Byork, Duncan, McMillan, Siokos, and Smith
answered the roll call.
It was moved by Councilman McMillan, seconded by
Councilman Byork, that the minutes of the regular meeting
of October 19, 1965, and the adjourned regular meeting
of October 25, 1965, be approved as written. All members
voting aye, the Mayor declared the motion carried.
Res. 65-84 RESOLUTION N0. 65-84 entitled: "RESOLUTION OF THE CITY
Demands COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING
THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN
THEREFORE.°P was presented. It was moved by Councilman
Smith, seconded by Councilman McMillan, that said
resolution be adopted.

Canvass The Mayor stated that this was the time set to canvass the
election precinct and absentee ballot returns for the "Atlantic
returns of Avenue Annexation No. 6" election, which was held on
Atlantic October 26, 1965. The Mayor appointed Councilmen Duncan
Annex #6 and McMillan to act as a canvassing board.

PUBLIC HEARINGS
The hour of 7:3 0 p.m. having arrived, said hour being the Hearing on

The City Manager called the Council's attention to the

requested change of zone was based on the belief that the
change would be contrary to established policy of not
permitting spot zoning, and it would give a different
usage of property that is not afforded to owners of

The Mayor asked Mr. Dick Pierce to step forward to receive Dick Pierce

Mr. Pierce accepted the commendation and expressed the Annex #6

that the City Council establish R-2 zoning for El Granada
Avenue Annexation No. 1, as outlined in Planning Commission
resolution No. 312.

The City Manager stated that at the regular meeting of
September 21, 1965, that the City Council authorized an
agreement between the City of Lynwood and Mr. Wilbur
McCann for a survey of sales tax returns. He further
stated that he has been informed that it will be
necessary to adopt and file a resolution with the
State Department of Finance authorizing inspection of
the sales tax records. In order to proceed with the
sales tax report the Manager recommended that the
appropriate resolution be adopted.

WRITTEN COMMUNICATIONS
A letter from the City of Huntington Park was presented in
which they expressed their great appreciation for the
assistance afforded by the City of Lynwood in the use of
some of Lynwood's equipment in improving Huntington Park's
ball diamond,
A letter from the Rio Hondo Area Council of Camp Fire Girls
was presented in which they requested permission to conduct
their annual candy sale within the City from January 22 to
February 7, 1966. It was moved by Councilman Duncan,
seconded by Councilman Byork, that the request be granted.

A letter from Mr. Joseph R. Henville, Vice Mayor of the Vice Mayor of
City of South Gate, was presented in which he commended South Gate
Officer Grant of the Lynwood Polioe Department for the commending
~-., bravery he exhibited in the recent apprehension of a Police Office
group of criminals. He also commended Police Chief Grant.

Lt. Broesel of the Lynwood Police Department was present
and explained to those present not familiar with the
incident what Officer Grant had done.
It was moved by Councilman Smith, seconded by Councilman
McMillan, that the letter be accepted and filed and that
a copy of the let-ter be sent together with the Council's
congratulations to Officer Grant. All members voting
aye, the Mayor declared the motion carried.
REPORTS AND REQUESTS
The City Manager stated that at its regular meeting of
October 13, 1965, the Planning Commission adopted
Resolution No. 313 approving the request of Mrs. Ethel
Musser for a variance to permit the construction of
three garages and a two bedroom house in an R-1 zone
at 3117 Oakwood Avenue. A plot plan of the development
was displayed for the Council's study.
The Manager stated that although the possibility of
r'"'~ requiring a block wall along the westerly property line
was discussed at the Planning Commission hearing, no
such stipulation was made a part of the variance. However,
adjoining property owners have since requested that such
a wall be required and he recommended approval of the
Planning Commission's recommendation and recommended that
a wall on the west line of the property be included as
a part of the plot plan.

In the discussion which followed, it was the consensus
that a wall would be more desirable on the east property
line since the west .line adjoins R-3 zoned property and
the east line adjoins R-1 zoned property.
It was moved by Councilman Duncan, seconded by Councilman
Byork, that the Council concur in the recommendation of
the Planning Commission in approving the variance to
permit the construction of three garages and a two bedroom
house in an R-1 zone at 3117 Oakwood Avenue as per plot
plan on file with the further requirement that a concrete
block wall be constructed along the east property line
(Lot 67, Block 20, Modjeska Park,, and that the variance
be exercised in one year

The City Manager reported on the sale of the Wright Road
property and stated that the City Clerk has reported that
no bids were received at the closing date established
by the Council. His report stated that the bid procedure
is a limited means of advertising the sale of land and
is not an attractive method of selling as far as the
market is concerned. He further stated that since the
legal requirements for the sale of land have been met,
the Council is free to either negotiate directly for
the sale of the property or place the property in the
hands of a realtor. He requested the Council's approval
to attempt to negotiate for the sale of the land based
upon the $1.185 appraised value. If such negotiations
are not successful by January 1, 1g66, the Manager
recommended that the sale be placed in the hands of
a competent industrial realtor.
Councilman Duncan suggested that if it is necessary
to give the sale of the property to a realtor, that
it be given to as many realtors as might be necessary.
After discussion, it was moved by Councilman Byork,
seconded by Councilman Smith, that the City Manager
be authorized to negotiate for the sale of the land
and if not successful by January 1, 1966, that the
sale of the property be placed in the hands of a
number of competent realtors.

As requested at the October lg meeting, the City Manager
presented a report on over expenditures in the Chamber
~.-~. of Commerce budget for the years 1g63-64 and 1864-65.
He stated that an audit indicates that the money was
spent on approved projects but not in accordance with
the Chamber of Commerce budget approved by the City
Council in July 1864. He also said that this appears
to be the only problem and recommended that corrective
measures be taken in the future to prevent over
expenditures and that the Council approve the request
of the Chamber of Commerce to pay back only the
unexpended balance since the money was spent for
promotion and advertising of the City.
The Manager further suggested that the City Council
and the Chamber of Commerce seriously consider
eliminating certain limited programs such as candy
canes, home decorating contests, give away items,
special lunches and dinners, All America activities,
home show, and miscellaneous advertising; and that
an attempt be made to promote community spirit and
advertise business and industry of Lynwood through
the new approach of advertising products produced
in the City.
It was moved by Councilman McMillan, seconded by
Councilman Byork, that the Council concur in the

request of the Chamber of Commerce that only the

ORAL COMMUNICATIONS
City Clerk The City Clerk stated that there have been many telephone

Mayor Siokos stated that progress is being made and it
is hoped that meetings will be conducted in the near
future.
In answer to an inquiry from Councilman Byor°k, the City
Manager explained the procedure for abatement of weeds.

Reapportion- Mayor Siokos spoke of the recent reapportionment decision
ment as it affects the City of Lynwood, and expressed his
discussed displeasure at the outcome, particularly in view of the
cooperation that had been given the legislators by the
officials of Lynwood in conducting meetings with
neighboring communities and giving careful study and
much time to the problem of reapportionment.
