CALL TO ORDER
The Regular Council Meeting of May 20, 1996, was called to order at 7:30 P.M. with Mayor
Duane Schreimann presiding.
Prayer was offered by Rev. Evan Wall, followed by the Pledge of Allegiance.
ROLL CALL
The following Council Members were present for roll call:
Present: Byrd, Haake, Jaynes, Kammerdiener, McDowell, Nelson, Nilges and
Vincent
Absent: Jackson and Landwehr
A quorum was declared present.
PRESENTATIONS FROM THE GALLERY
National Public Works Week - Mayor Duane Schreimann read a proclamation honoring
National Public Works Week and stated that the City's Public Works Department would be
hosting activities such as equipment shows for the public during that week.
City Administrator Rich Mays introduced Mr. John Drainer, Airport Division Director, who
made a presentation regarding the City's airport. Mr. Drainer explained that Jefferson City's
airport is the third busiest general aviation airport in the State of Missouri. Following his
presentation, Mr. Drainer answered questions asked by Council Members.
Human Relations Task Force Report - Ms. Linda Hunter and Mr. Bill Quigg presented the
Mayor and City Council with the report of the Human Relations Task Force. Following their
presentation, Mayor Duane Schreimann personally thanked Ms. Hunter and Mr. Quigg for
their outstanding contribution to this task force and stated that without their efforts, the
committee could not have accomplished what it did.

Councilman Byrd moved that the Consent Agenda be approved, motion was seconded by
Councilman Vincent, and motion was approved unanimously.

Councilman Jaynes moved that the appointments to boards and commissions be approved,
motion was seconded by Councilman McDowell, and approved unanimously.

motion was seconded by Councilman Byrd, and approved unanimously.

LIAISON REPORTS
Finance Committee - Councilman Nilges announced that the Finance Committee would
meet on Monday, June 10 at 7:00 P.M.
Historic Preservation Ordinance Review Committee - Councilman Byrd stated that a
meeting of the committee will be scheduled before the next Council meeting.
Public Works & Planning Committee - Councilman Haake announced that the May
meeting of the committee has been canceled.
UNFINISHED BUSINESS

Councilman Nilges asked if the Council could receive information from the Board of
Adjustment regarding their opinion of an ordinance regulating signs. Planning & Code
Enforcement Director Keith DeVault stated he would gather that information and give it to
the Council.
Councilman McDowell requested if correspondence to the Missouri Highway and
Transportation Commission had been drafted as was discussed at the last Public Works
and Planning Committee meeting. Public Works Director Marty Brose stated that Public
Works is currently compiling information that will be included in that correspondence, and
that as soon as it is finished, he will report to the Council the findings.
NEW BUSINESS
Councilman Nilges reiterated that the Finance Committee will meet Monday, June 10, at
7:00 P.M.
The Council members agreed that the half -cent sales tax could be discussed at its
previously scheduled May 29 work session.
Councilman Jaynes reported that he was given a tour of the City's water treatment facilities,
and he felt that as a result, he would be more knowledgeable in the future of issues that
pertain to wastewater. He encouraged members of the Council who have not already taken
the tour to do so.
Councilman Vincent announced that a Boys' and Girls' Club is being formed in Jefferson
City, and he moved that the City authorize the Mayor to sign the Neighborhood Assistance
Program application for the club. Motion was seconded by Councilman McDowell, and
approved unanimously.
Councilman Nelson announced that he had made an "incognito" visit to the City's animal
shelter to see for himself how the public is treated when adopting an animal. He stated that
he was treated with utmost courtesy and respect, and was given much information about
adopting an animal by the staff person that was at the shelter during his visit. He
commended the supervisors and staff of the animal shelter.
Councilman Nelson also commended the Jefferson City Police and Fire Departments on
their quick response to a lightning- strike situation in his neighborhood recently.
EXECUTIVE SESSION MINUTES
Councilman Jaynes moved that Executive Session minutes of May 6, 1996, be approved,
motion was seconded by Councilman Nilges, and approved unanimously.

EXECUTIVE SESSION
There being no further business to come before the Council at this time, Councilman Nelson
moved that the Council go into Executive Session at this time for the purpose of discussing
real estate matters, motion was seconded by Councilman Kammerdiener, and approved by
the following roll -call vote at 8:30 P.M.:

ACTIONS TAKEN IN EXECUTIVE SESSION
Councilman Byrd moved to accept City Administrator Rich Mays' recommendation of Mr.
Dennis Horn for the position of Assistant Fire Chief, motion was seconded by Councilman
Vincent, and approved unanimously.
