ADJOURNED REQULAR MEETING JUN_ E 2~~1966
The City Council of the City of Lynwood met in an adjourned
regular session in the City H~11, 11330 Bullis Road, on
above date at 5:00 p.m.
Mayor Smith in the chair.
Councilmen Byork, Duncan, Siokos, Smith and Stevens answered
the roll call.
Walter .: 'Mr. Walter Miller, 3864 Le Sage Street, addressed the
Miller Council to request that in the future the Council not allow

Stevens, that the permit be granted subject to compliance
with the regulations governing the sale of fireworks within

Presentation The City Manager presented hi$ budget recommendations Por
of budget the fiscal year 1966--67,:and his analysis and rQCOmmendations
requests for concerning employees requests. He stated he was not
fiscal year recommending. an across the board. increase; but would
1966-67 recommend adjustments class by class, with increases ranging
from 1.25 to 7.56. He also recommended that a secretarial
classification study be undertaken in the coming year.
The Manager explained the additional cost of the various
requests submitted by the various groups, particularly with
reference to the increased cost of State Retirement items.
Mr. Robert Taylor, President of the Lynwood City Employees
Association, presented the following requests recommended.
by the Association:
1. 596 salary increase with adjustments in certain classifica= ~.
tions, particularly the Deputy License Collector classification
and increased bonus for Street Sweeper operator.
2. Three weeks vacation after seven years employment.
3. Uniform allowance for those positions entailing work
that is extra dirty or hard on clothing.
4. Revaluation of Utility Maintenance classification salary.
5. Half pay for unused sick leave on death or retirement of
an employee.

6. Employees to have right to bid on surplus city equipment.
7. Friday off when a holiday falls on Saturday.
Mr.:Robert T. Fordham, President of the Lynwood Firefighters
Association, presented the following requests recommended
by the Association. Mr. Fordham stated that reduction of
-work hours per week was discussed w~.th the City Manager
at pre-budget sessions and. it is the association's feeling
that if in the future the hours could, be brought more in
line with the average of cities surveyed, this item would
be set aside to a more appropriate time. The items
contained in the Association's report were:
1. Longevity pay after .five years of service.
2. Unlimited sick leave..

In explaining the various items, Mr. Fordham specifically
requested study of death after retirement "half continuance"

under Section 21251 et seq California State Employees Retirement
Law.
Mr. Martin E. Whelan, Jr.A Attorney representing the Lynwood
Police Relief.and.Welfare Association,, presented each Council-
man with a copy of salary and holiday recommendations. Among
other points made, the letter stated that while the City
Manager has recommended generally the range of increases the
Association had requested in mid year with the exception with
the rank of Captain, it is felt ark additional 2.5~ above the
.increase recommended by the City Manager is necessary. The
letter was accompanied by a survey of work dais off for
holidays wY}ich indicated an inequity not only between the
Lynwood Police Department and the Mutual Aid cities, but.

The various salary reports and recommendations were discussed
briefly and it was the consensus of~the Council that time
was needed to study the Manager's budget recommendations
and those of the various employee grioups; and that no
