REGULAR COUNCIL MEETING JUNE 3, 1996
CALL TO ORDER
The Regular Council Meeting of June 3, 1996, was called to order at 7:30 P.M. with Mayor
Duane Schreimann presiding.
Prayer was offered by Councilman Steve Nelson, followed by the Pledge of Allegiance.
ROLL CALL
The following Council Members were present for roll call:

Nelson, Nilges and Vincent
Absent: None
A quorum was declared present.
PRESENTATIONS FROM THE GALLERY
Charles Lansford, Environmental Sanitation Division Director, made a presentation
regarding his division's activities within the City. He emphasized the mosquito control
program that the City currently has in operation and its increased effectiveness since they
have begun utilizing a new method.
Richard O'Neill, 3020 Country Club Drive, made a presentation regarding the proposed
half -cent sales tax extension. In his opinion, there is insufficient accountability for the funds
received from the tax.
Roy Voiles, 2211 North Drive, also made a presentation regarding the proposed half -cent
sales tax extension and the use tax issue. Some of his suggestions included a citizen
committee and more advertising to inform the public of the progress of the projects funded
by the tax revenues.
PUBLIC HEARINGS
Street Name Change - from Tara Place to Virginia Trail. Keith DeVault, Planning & Code
Enforcement Director, gave a brief background presentation of the request by the property
owners for the name change. No one present spoke in favor of, or opposition to, the
proposed name change.

Councilman Jackson moved that the Consent Agenda be approved, motion was seconded
by Councilman Byrd, and motion was approved unanimously.

Following discussion, Councilman Jaynes requested that Bill 96 -28 be withdrawn so the City
could hold a public hearing at the same time the bill is introduced.

LIAISON REPORTS
Finance Committee - Councilman Nilges announced that the Finance Committee would
meet on Monday, June 10 at 7:00 P.M.
UNFINISHED BUSINESS
Councilman Jackson reminded Staff that he had previously requested all three Executive
Session categories to appear on all agendas, and asked that City Administrator Rich Mays
insure that his request is complied with.
EXECUTIVE SESSION MINUTES
Councilman Haake moved for approval of the Minutes of the May 20, 1996, Executive
Session. Motion was seconded by Councilman Byrd, and approved unanimously.
NEW BUSINESS
Half -Cent Sales Tax Work Session - Councilman Nilges suggested that the Council may
wish to discuss the half -cent sales tax issue at the conclusion of the June 10 Finance
Committee meeting. Consensus of Council was to accept Mr. Nilges' suggestion, and
scheduled the meeting for immediately following the Finance Committee meeting.
PUD Appeal Hearing - Council agreed to hold the hearing at the July 1, 1996, Council
Meeting. Councilman Byrd announced that he will disqualify himself from all discussion
and /or actions on this issue due to the fact that he has a financial interest in the issue.
Convention Center - Councilman Vincent announced that the Convention Center
Committee has agreed that a public hearing on the issue of a convention center would be
a good idea.
Councilman McDowell announced that she and Councilman Nilges will hold a Ward
Meeting in the Fourth Ward on Tuesday, June 26, 7:00 P.M. at the Trinity Lutheran School
cafeteria.
Councilman Jaynes asked the City's policy for placing speed zone signs in new
residential developments. Allen Garner, City Counselor, stated that the City does not
usually post speed zone signs in residential areas unless requested for specific areas where
there are speeding problems, and the request should be made to the Public Works
Department. If there is no speed limit specifically set for an area, the sign posted would
reflect the City's default speed of 30 m.p.h., but that a sign does not have to be posted in
order for that limit to be in effect.

Councilman Jackson stated that he had received numerous calls from not only his ward's
constituents, but citizens of other wards as well, regarding loud parties occurring after
midnight. He directed his comments toward Police Chief Tyler Brewer, who stated that any
citizen who has such a problem are encouraged to call the Police Department, and may do
so without giving their name, and that the Police will respond to the call on a "low priority"
basis.
EXECUTIVE SESSION
There being no further business to come before the Council at this time, Councilman
Jackson moved that the Council go into Executive Session at this time for the purpose of
discussing litigation matters, motion was seconded by Councilman McDowell, and approved
by the following roll -call vote at 8:35 P.M.:
