CALL TO ORDER
The Regular Council Meeting of June 17, 1996, was called to order at 7:30 P.M. with Mayor
Duane Schreimann presiding.
Prayer was offered by Rev. Jerome Brownlee, Trinity Lutheran Church, followed by the
Pledge of Allegiance.
ROLL CALL
The following Council Members were present for roll call:
Present: Byrd, Haake, Jackson, Jaynes, Kammerdiener, Landwehr, McDowell,
Nelson and Nilges
Absent: Vincent
A quorum was declared present.
PUBLIC HEARINGS
Rezoning - Lots 22 & 23 in L.M. Beck Subdivision from RS -2 to C -2 (Bill 96 -32). Senior
Planner Janice McMillan gave a brief background of this rezoning request. No one present
wished to speak in favor of, or opposition to, the request for rezoning.
Rezoning 4.8 Acres of Three LS Subdivision from C -1 and RS -2 to C -2 (Bill 96 -33).

present wished to speak in favor of, or opposition to, the request for rezoning.
PRESENTATIONS FROM THE GALLERY
Janice McMillan, Senior Planner, made a presentation regarding her position with the City
and the areas of the City which are directly affected by the Planning staff, including
annexation and historic preservation.
Mr. Larry Thomas, 1st Generation Community Development corporation, made a brief
presentation regarding that organization's functions within communities, and introduced key
personnel associated with it. Following his presentation, Mayor Duane Schreimann
presented Mr. Thomas with a proclamation.
Gary Buford, Director of the Animal Rescue Division, presented the City a check for $2,000
which had been donated by the Heart of America Humane Society for use by the Animal
Shelter.
Mr. Michael Moyer, Donald Drive, made a presentation regarding his television production

business and JCTV. He stated that he has never received any monetary profit from the use
of publicly funded equipment at JCTV.

Councilman McDowell requested that Item (f) be removed from consideration until she can
receive more information about it. Councilman Jaynes made a statement regarding Item (b),
and suggested that the City give first consideration to Jefferson City vendors in bids such as
this one in the future. Councilman Byrd moved that the Consent Agenda be approved,
excluding Item (f), motion was seconded by Councilman Jackson, and motion was approved
unanimously.
MINUTES AND REPORTS RECEIVED AND FILED
Mayor Schreimann stated that the following minutes /reports have been received and are
on file in the City Clerk's office:
Transportation and Traffic Commission, 6/6/96; Parks & Recreation: Commission meeting,
5/13/96, and Park Resources Committee, 5/28/96; Appointments Review Committee,
6/3/96; USS Jefferson City Submarine Committee 9/2/95
ANNOUNCEMENTS BY MAYOR
Mayor Duane Schreimann announced that the winners of the June Yard of the Month award
were Mr. and Mrs. Terry Nold, and that the Nolds had requested the award be mailed to
them.
Mayor Duane Schreimann requested that City Administrator Rich Mays announce current
employment positions open with the City. Mr. Mays reported on current job openings with
the City.

Mayor Duane Schreimann presented the following appointments for approval:
Board of Equalization - CityAdministrator Rich Mays as City's representative, with Finance
Director Robert Kenney as first alternate and Allen Garner, City Counselor, as second
alternate. Councilman Byrd moved for approval, seconded by Councilman McDowell, and
approved unanimously.
Probational Police Officer - Mr. James W. Means. Councilman Haake moved for approval,
seconded by Councilman Jackson, and approved unanimously.

Councilman McDowell requested that the sponsor of Bill 96 -39 withdraw the bill so that it
may be referred to an appropriate committee for consideration before being reintroduced
in the future. Councilman Nilges requested that Bill 96 -39 be withdrawn, and stated that he
would like City staff to set up a meeting to include the city's funeral directors, City staff, and
himself as sponsor of the bill to get more input.

There was no unfinished business to come before the Council at this time.
EXECUTIVE SESSION MINUTES
Councilman Byrd moved for approval of the Minutes of the June 3, 1996, Executive
Session. Motion was seconded by Councilman Jackson, and approved unanimously.
NEW BUSINESS
Ward Four Meeting - Councilman McDowell reminded the Council and citizens of the Ward
Meeting for the Fourth Ward on June 26, 7:00 P.M., Trinity Lutheran School cafeteria.
Commendation of Police - Councilman Nelson referred Council to a letter included in their
packets from a citizen commending Police Officers Barret Wolters and David Kling for a
recent incident which occurred involving a relative of the letter's author.
EXECUTIVE SESSION
There being no further business to come before the Council at this time, Councilman
Jaynes moved that the Council go into Executive Session at this time for the purpose of
discussing litigation matters, motion was seconded by Councilman Byrd, and approved by
the following roll -call vote at 8:30 P.M.:
