HomeMy Public PortalAboutM 1967-02-07 - CCdr ~7 V ~"~ N ~i M~ REGULAR MEETING FEBRUARY 7, 1867 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Smith in the chair. Councilmen Byork, Duncan, Siokos, Smith, Stevens answered the roll call. It was moved by Councilman Duncan, seconded by Councilman Siokos, and carried, that the minutes of the regular meeting of January 17, 196?, be approved as written. Res. 67-3 RESOLUTION N0. 67-3 entitled: "RESOLUTION OF THE CITY Demands COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented. It was moved by Councilman Siokos, seconded by Councilman Byork, that said resolution be adopted. Roli Call: Ayes: Councilmen Byork, Duncan, Siokos, Smith, Stevens. Noes: None. Absent: None. Presentation Mr< Henry Van Compernolle, 3125 Louise Street, representing by Lynwood the Lynwood Beautiful Committee, presented on behalf of Beautiful the Committee and the City an award to Mr. George Kanamoto, Committee of Lynwood Gardens Nursery, for his assistance in planting the shrubs on the railway right of way, and to Mr. Lemon, of the Trinity Church of the Four Square Gospel on the occasion of the completion of their beautiful new church on Fernwood Avenue, Mayor Smith read a statement proclaiming the week of February 14 - 20, 1867, as "Foster Home Week" in the City of Lynwood. ORDINANCES AND RESOLUTIONS Urgency Ord. An urgency ordinance held over from the January 17, 1967 re Palmistry meeting, entitled "AN URGENCY ORDINANCE ENACTING A NEW discussed DIVISION 3 TO ARTICLE II OR CHAPTER 20 LYNWOOD CITY CODE PROVIDING FOR THE REQUIREMENT OF SPECIAL PERMITS FOR CARRYING ON THE BUSINESSES OF PALMISTRY, MEDIUMSHIP, ASTROLOGY AND FORTUNE TELLING, REGULATING THE SAME AND ESTABLISHING A BUSINESS LICENSE FEE THEREFOR." was presented, and it was moved by Councilman Duncan, seconded by Councilman Byork and carried, that further reading be waived. A letter from Mr. James E. Rowe, 11125 Pine Street, was read in which he requested the Council to consider the wisdom of including the words "unincorporated churches or other religious associations" in the proposed ordinance. Councilman Duncan stated that he wanted the words "churches, mediumship and astrology" stricken wherever they appear, and moved that the ordinance be adopted ~--- with the words "churches, mediumship and astrology" to be removed. The motion failed for lack of a second. When asked the purpose of deleting those words, Councilman Duncan said he believed some religious organizations used mediumship and astrology and he didn't wish to be involved in any conflict with a religious practice. ~~ Councilman Byork suggested that the work "church" be Urgency Ord. inserted in paragraph "W. Exemptions" on page 11 of re Palmistry the ordinance. discussed Councilman Byork and Mayor Smith questioned the application of paragraph "J" page 6 concerning public convenience and necessity, and the reasons for the wording of the ordinance were explained by the City Attorney, who also stated that palmistry itself is not considered a religion and does invite some regulation. Councilman Siokos stated that he agreed with Councilman Duncan that the Council did not want to be involved in religious aspects but he felt if a body was a non-profit organization and a recognized church, it would be exempt from the provisions of the ordinance.
