Councilmen Byork, Siokos, Smith, Stevens answered the roll Call o WRITTEN COMMUNICATIONS Rubaiyats A request was presented from the Rubaiyats, ladies granted auxiliary to the Khayyam Grotto, for permission to conduct permission a rummage sale at 3100 Imperial Highway on March 4, 1967. for rummage sale It was moved by Councilman Siokos, seconded by Councilman 3/4/67 Stevens, that permission be granted. All members voting aye, the Mayor declared the motion carried, COUNCIL DISCUSSION Discussion Discussion of general planning matters was begun with with Planningmembers of the Planning Commission present at the Commission Commission's regular meeting The Planning Secretary re general stated that the immediate concern is the proposed planning hiring of planning consultants and the direction the .matters Council wishes the Planning Commission to take and an agreement as to what action is intended in the downtown business district. Councilman Siokos questioned how far the City wishes the planning consultants to go in an analysis and how far beyond an analysis will the City go in terms of financia.-L investment; money in the cost of the analysis and money for any action beyond an analysis. The best approach to the problems facing the City in future planning was discussed with Councilman Siokos asking if the main problem was whether or not the area will support a major development in the downtown area. It was agreed there exists a need for commercial development Mayor Smith said he felt implementation of whatever plan is develcped~is of primary importance. Councilman Stevens said if the survey shows the land is not suitable for major development, then the City Officials could determine what the next action should beo Commissioner McJimsey asked why not study the entire City as to potential, as long as consultants are brought in. Commissioner Herbold said the Commission wanted to know impact the location of a shopping center would have on shopping areas in other parts of the City. The Planning Secretary stated he has contacted economic consultants and informed them that the Planning Commission and Council are primarily concerned with the potential of the downtown area and its present potential in relation to all commercial areas surrounding the City, such as Sears, Lakewood, Huntington Park, and the Downey shopping centers, and their relationship to a possible commercial development; further, if the subject area is not suitable fora major commercial development, for what type of development is it suitableo Councilman Siokos asked if the consultants would consider the Seventh Day Adventist property in relation to the downtown area and the Planning Secretary stated they would study its relation to the central business area as well as other existing commercial areas of the City. '- The affect cf the Century Freeway and proposed rapid transit on future business areas was mentioned by Councilman Byork who questioned whether or not the planning survey should be delayed until the freeway route is finally determined The Planning Secretary said he thought an economic survey could be completed in six months; a complete general plan would take from one to one and a half years, and -~ in either case, the freeway route should be known by the completion of the survey. Councilman Stevens stated that there are approximately five different areas in the community that should be studied, and the Secretary said that the consultants ~:an be directed to make whatever s?-udies the Council wishes and the desired items c:an be set out in the consultants contract. Interviews with prospective consultants were discussed and the Secretary said that if after discussing an economic survey with them, the Council did not wish to go ahead, the proposed hiring could be dropped, He also said that while he and the members of the Planning Commission were fully equipped to deal with .routine planning matters, he did not feel he or the Commission was equipped to plan a major reuse of land. Councilman Siokos suggested that the City Council have two members join the two Planning Commission members and interview prospective consultants. In answer to an inquiry from Councilman Byork, the Planning Secretary said he thought they would be equipped to evaluate four major consultants, and suggested that a committee of two Councilmen and two Planning Commissioners interview the consultants and take two of their choice before the whole Council and Planning Commission. The Desser Tire Company property was discussed and the Secretary asked about the removal of the tires and if the Planning Commission or Council were interested in pursuing their removal.
