REGULAR MEETING MARCH 21, 1967
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
Mayor Smith in the chair.
Councilmen Byork, Green, Siokos, Smith, Stevens answered
the roll call.
It was moved by Councilman Siokos, seconded by Councilman
Byork, and carried, that the minutes of the regular
meeting of March 7, 1867, be approved as written.
Res. 67-19 RESOLUTION N0. 67-19 entitled: "RESOLUTION OF THE CITY
Demands COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE
DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR."
was presented. It was moved by Councilman Siokos,
seconded by Councilman Stevens, that said resolution be
adopted.

A F S Week -Mayor Smith read a proclamation designating the week of
4-g to 4-15 April 9 to 15, 1967, as American Field Service Week in
the City of Lynwood.
PUBLIC HEARING
Hearing - The hour of 7:30 p.m. having arrived, said hour being the
Adoption of time .fixed for the public hearing on the proposed adoption
portions of of portions of the California Administrative Code,
Cal. Ad. Codeaffidavits of publication were present and the Clerk
stated that no written or oral inquiries had been made:..,
concerning the adoption of the-Code. The Mayor inquired
if there were any presented wishing to be heard on the
adoption of the Code. As there was no response, the
Mayor declared the hearing concluded.

Report on The Manager informed the City Council that property owners
parking en Beachwood A~renue had recently requested a parking
restriction survey in order to determine what restrictions might be
on Beachwood Imposed ~:o limit all-day parking on Beachwood Avenue
Ave between bet~aaen 'among Beach Boulevard and Cali forma Avenue
L~B. Blvd & A tcta-A of !a5 cards were mailed out and 29 returned,
Califo Ave, with 1'? in favor of two hour parking on both sides of
the street anal 10 opposing the restriction. The Engineering
Department recommended that a 2-hou= parking limit be
paced on Beachwood Avenue between Long Beach Boulevard
and California Avenue, and the Manager recommended
adopt-ion of a resolution instit-uting the recommended

Report on The Manager reported on a similar request from residents
parking on Agnes Avenue for a no-parking restriction on one side
restriction of Agnes Ajren,le between Long Beach Boulevard and Lon~vale
Agnes Ave Street. Twenty-six cards were mailed to the residents asking
between L.B. for an indication oi' their preference for no-parking
Blvd & Long- on one side of the street. Twenty-one cards were returned with
vale 1? in favor of no-parking on the north side of the
street and g in favor of continuing the present parking
on both sides of the street. Even though the majority
in favor of restricted parking was slight, the Manager
recommended that the Council approve the restricted
parking because of the 24 foot width of the street by
adoption of an appropriate resolution.
Adequacy of the post card mailing was questioned and the
Manager described the type of inquiry sent and also
stated treat the request was initiated by the property
owne_~s themselves After discussing the advisability
of aga~_n polling the residents of the area involved,
it was moved by Councilman Siokos, seconded by Councilman
Green, that the matter be tabled and the Manager requested
to p:,~_1 the residents again as to their preference. All
members voting aye except Councilman Stevens who voted

A letter from Mr. Glen Fullerton, 11328 Atlantic Avenue,

Lynwood, was read in which Mr. Fullerton commended the Fullerton
City Council for their selection of Mr. Eugene Green to commends
fill the vacancy on the City Council. It was moved by Council on
Councilman Siokos, seconded by Councilman Green, and Green
carried, that the letter be accepted and filed. appointment
A letter was presented from Mrs. Gilbert M. Gunderson, G. Gunderson
11150 Pine Street, Lynwood, in which she urged the City urges
Council to give favorable consideration to the rezoning rezoning of

east of Hulme Avenue. It was moved by Councilman Siokos, Property

A letter from Mr. R.M. Robbins, 404g Cortland Street, Letter from
was read in which Mr. Robbins requested the Council to R. Robbins
reconsider their action in regard to enforcement of re removal
Section 6 of Ordinance No. 70g. The letter also stated of driveway
that a petition concerning this request would be submitted approaches
at the March 21, 1967, meeting.
Mr. Robbins was present and submitted a petition bearing Discussion
260 names of residents urging the City Council to concerning
amend Ordinance No. 709 pertaining to the removal of Ord. 709
driveway approaches to leave such removal of approaches Sec. 6
and replacement of curb to the discretion of the property
owners. Mro Robbins stated that he did not feel the
ordinance accomplished its purpose as it does not remove
cars from driveways, that the ordinance deprives the
property owner of freedom of choice in determining what
is done with his property and enforcement of the
ordinance wily in many cases, force property owners
to park their cars on the street in violation of the

existing all-night parking ordinance and he did not
feel the property owners should be forced to park on
the street when there is off-street parking available.
He urged that the ordinance be amended to make removal
of driveway approaches permissible rather than mandatory
or eliminate the provision entirely, leaving the choice
of removal to the property owne r
Mrs, Blanche Bridge, 4270 Cortland Avenue, also spoke
in opposition to removal of the driveway approaches.
After dicussing the problems created by removal of the
driveway approaches and after conferring with the City
Attorney, it was determined that those driveway approaches
abandoned for use as access to a garage prior to the
adoption of the code need not be removed as the statute
of limitations of one year has run. The Mayor informed
Mr. Robbins that reconsideration of the action taken
previously by the Council would be unnecessary.
A letter from Mr, James L. Gouze, Chairman, Agriculture Kiwanis Club
and Conservation Committee, Lynwood Kiwanis Club, was urges bond
read, The letter contained the recommendation of the posting to
Kiwanis Club that legislation be enacted making it illegal place adver-

Mayor Smith directed that the letter be referred to the
City Attorney for his investigation and report.

Peace she had written to the Lynwood Peace Officer's Association
Officer's requesting a statement of receipts and expenditures of_
Assoc. their association. The association letter in response
request held to that request was read in which the association
to end of expressed a desire to meet with the City Council in a
meeting study session fcr the purpose of presenting to the
Council the information requested with reference to the
association's receipts and expenditures for the year 1966.
The Mayor announced that this request would be held over
until the conclusion of the remainder of the business on
the agenda.
REPORTS AND REQUESTS
Cub Scouts The .request of Cub Scout Pack 479C for permission to sell
Easter egg, Easter eggs during the period March 10 to March 25 was
sale 3/10 to presentedo It was moved by Councilman Byork, seconded
3/25 by Councilman Green, that the req nest be granted. All
members voting aye, the Mayor declared the motion carried.
Christian The request of the Christian Women's Fellowship of the
Women's First Christian Church for permission to conduct a
Fellowship rummage sale on chur~,h property on April 21 and 22 was
rummage sale presentede ~'t was moved by Councilman Siokos, seconded
4/21 to 22 by Councilman Stevens, that the request be granted.
All members voting aye, the Mayo.-~ declared the motion
carried.
Report on The Manager presented for the Council's information a
First report on the status of the City's off-street parking
Christian lease with the First Christian Church on Sanborn Avenue.
Church He recalled that the three year lease entered into in
parking leasely64 provided that the City would have six day use of
the Church property in exchange fcr removal of a
dilapidated dwelling and paving and striping of the
lot. For renewal of the lease, the church is now
asking a rental of $200.00 per month and a counter offer of
$150 per month was made for' a 5 year lease with renewal at
a mutually agreed figure in 1972. A letter has been
received from the Board of Tr~zstees' representative
stating they do not wish to enter into this type of
agreement and they will explore other rental possibilities
at the $200 figure. The Manager expressed the opinion
that the rent asked is excessive and in view of the other
off-street parking areas recently acquired by the City,
he questioned the need of leasing the subject off-street
parking area. He stated no action was required of the
Council at this time and he would keep them informed of
any further developments.
Report on The Manager reported that on March 15th Councilmen Byork
planning and Siokos and Planning Commissioners Goldsworthy and
consultants McJimsey interviewed four economic consulting firms in
interview an attempt to determine which firm was best equipped to
analyze the need of the Central Business District.
The desires of the City as they pertain to the proposed
economic survey were explained as follows:
1. To determine the best potential and use of the central
core area recognizing that the city is not committed
to any particular type of development be it commercial,
professional, medium rise residential, or any
combination of the three.
2. It is desired that the relationship and effect of
surrounding commercial areas both interior and
exterior to Lynwood, be studied. In this regard it

The rommttee is now analyzing the information presented
by the consultants and will present to each applicant a
more detailed outline of work expected to be performed.
The consultants will submit to the city a firm proposal.
When this is completed, the committee will. make a
recommrendation to the City Council as to which firm is
felt mast suitable.
The City Manager reported that at its March l~Ith meeting
the Planning Commission recommended the requested change
of zone from R-2 to CB-1 for the property known as the
Seventh Day Adventist property located on the south
side of Imperial Highway east of Hul.me Avenue. The
advisability of acting on tr'iis change ~>f zone prior to
the proposed economic survey was discussed and it was
pointed out that the economic survey will consider
commercial areas in acid out of the city in relation to
the central business area.
The Mayor announced that the meeting would be adjourned
to an executive session to meet with the representatives
of the Peace Off'icer's Association as requested earlier
in the meeti~rg, and to consider the appointment of a
Personnel Eoard member to fill the vacancy resulting
from Mr. Green's resignation.
Following the executive session, Mayor Smith called the
meeting to order and opened nominations for personnel
board member. Councilman Siokos nomirl~.~;ed Mr. Lloyd
Knight, Councilman Stevens nominated M~ Richard Bowen,
There being no further nominations a secret ballot was
taken with the following result: Lloyd Knight - 4,
Richard Bowen - 1.
The Mayor announced that Mr. Lloyd Knight has been appointed
to fill the remainder of Mr. Eugene Green's term on the
Personnel Board, a term which expires May 15, 1869.
Councilman Stevens stated that the Police Association has
agreed to comply with the Council's request for a financial
statement. It was moved by Councilman Stevens, seconded
by Councilman Green, that the Council grant approval of
the Association's request for permission to conduct their
annual police show and dance and to solicit for the sale
of tickets therefor.

Councilman Stevens commended Chief Dayton and the members
of the Police Department for their part in the recent

Stevens narcotic arrests, the largest in the history of the state
discusaes. .
Mr. Stevens also stated that .he has received a communication
narcotiGS from Assemblyman Wakefield asking for the- citizens'
raid & support of his proposal for increased penalties for
arrests narcotic peddlers. Councilman Stevens also commented that
he has noticed that many of the empty store.buildings~on
• Long Beach Boulevard contain in; many cases considerable
debris and the Manager stated he .would have the buildings
checked by the fire inspector.

Mayor Smith also asked the members of the press to request.
all persons who have completed freeway petitions to turn
them in to the City Clerk in order that they can be
presented at the time of the Century Freeway,rout~.ng
hearing on March 30.
Mr. Romaniello, 11651 Atlantic Avenue, addressed the
Council to complain about merchandise displays on the
sidewalk on.Atlantic Avenue north o#' Fernwood Avenue.
The matter was referred to the. Chief of,Police for
appropriate action.
Councilman Byork commented on the success of the recent
Bloodmobile visit to the city.

Wednesday, March 29, 1967, at 3:45 p.m. for the purpose
of discussing the 1967-68 city budget ..with the City
Manager.
