Councilmen Green, Siokos, Smith, Stevens answered the roll call Councilman Byork was absent. ^~ It was moved by Councilman Siokos, seconded by Councilman Green, that Councilman Byork's absence be excused. All members voting aye, the Mayor declared the motion carried. It w~,s moved by Councilman Stevens, seconded by Councilman Green, and carried, that the minutes of the regular meeting of March 21, 1867, and the minutes of the adjourned regular meeting of March 2g, 1g67, be approved as written. Res. 67-21 RESOLUTION N0.> 67-21 entitled: Demands COUNCIL OF THE CITY OF LYNWOOD DEMANDS PRESENTED AND ORDERING was presented, It was moved by seconded by Councilman Stevens, adopted, Roll Ca11: "RESOLUTION OF THE CITY ALLOWING AND APPROVING THE WARRANTS DRAWN THEREFOR." Mayor Smith announced for the benefit of those present concerning the proposed rezoning of the. Seventh Day Adventist property on Imperial Highway that a letter has been received requesting a public hearing before the City Council and a hearing will be scheduled for May 2, 1967, at 7:30 p.m. PUBLIC HEARINGS Confirming The hour of 7:30 p.m. having arrived, said hour being the assessment time fixed for public hearing on the confirmation of hearing assessment for the improvement of Alma Avenue between Ruth Alma Ave. Street and Otis Street by the construction of curbs, gutter, driveway approaches and sidewalk, including all incidental and appurtenant work, the Clerk presented affidavits of posting, publication and mailing notices, as required, and stated that no written or oral protests have been filed to the assessment. The Mayor inquired if there were any present who wished to speak concerning the proposed improvement. As there was no response, he declared the hearing concluded. Absent: Councilman Byork. t)~iJ The hour of 7:30 p.m. having arrived, said hour being the time fixed for public hearing on the confirmation of assessment for the improvement of Duncan Avenue et al between Fernwood Avenue and Lavinia Avenue by the construction of concrete curb, gutter and driveway approaches, together with all incidental and appurtenant work, the Clerk presented affidavits of posting, publishing and mailing as required, and stated that no written or oral protests have been filed to the assessment. The Mayor inquired if there was anyone present wishing to speak concerning the proposed improvement. Mr. K. L. Naylor, 5202 Josephine Street, addressed the Council to question the amount of his assessment and the City Engineer explained to him how the cost of the improvement was assessed to the individual parcels and spread among the parcels in the entire district. The Mayor inquired if anyone present wished to speak concerning the proposed improvemento Gloria Harris, 5321 Lavinia Avenue, addressed the Council to state that she had received a notice of the proposed improvement, but that her property was presently improved. After study of the assessment map, it was determined that there was an error in the property owners list and it was moved by Councilman Stevens, seconded by Councilman Green, that the hearing be continued to the next regular meeting of April 18, 1967. After considerable discussion, it .was moved by Councilman Green, seconded by Councilman Siokos, that the letters be accepted and filed, and that Mr. Rodermond be contacted to see what can be done to help solve his parking problem. Absent: Councilman Byork. Drifter's A letter from the Drifter's Car Club of Southern California Car Club was presented. The Drifter's Car Club, sponsored by the offers local Police Department, offered the services of the services car club members to the City of Lynwood for any projects the City might have in connection with its beautification program. The City Council expressed their appreciation for the offer and, it was moved by Councilman Green, seconded by Councilman Siokos, and carried, that the letter be accepted and filed. ~~~ --~, Councilman Stevens asked the City Clerk to write a letter to the club expressing the Council's appreciation. A letter from the City of Santa Fe Springs was presented in which assistance of the Council was requested in connection with the sixth annual Career Guidance Center project which will take place in the Great Western Exhibit Center from April 12 to 20, 1967. Also presented was a proclamation concerning "Career Guidance Center Week" which was submitted by the City of Lakewood. The Mayor read the proclamation declaring the week of April 10 to 16 1967, as "Career Guidance Center Week," a project sponsored by the Office of the Los Angeles County Superintendent of Schools Division of Research and Guidance. Letters from the following persons were presented opposing the proposed change of zone from R-2 to CB-1 of the "Adventist" Property on Imperial Highway: Albert L. Putrano, 11200 Sampson Avenue Charles G, Mills, 4234 Pendleton Avenue Raymond E. Edgmon, 10943 Colyer Avenue Marie Edgmon, 10943 Colyer Avenue. As Mr. Mills' letter requested a hearing on the matter before the City Council, it was moved by Councilman Siokos, seconded by Councilman Stevens, that the letters be accepted and filed, and that a hearing be scheduled for May 2, 1967, at 7:30 p.m. A11 members voting aye, the Mayor declared the motion carried. It was moved by Councilman Siokos, seconded by Councilman Stevens, that the request for exemption from business license fees be denied. All members voting aye, the Mayor declared the motion carried. A request from the Military Order of the Purple Heart for Military exemption from the business license fees for the solicitation Order Purple of salvage in the City was presented. The Los Angeles Heart denied Department of Social Services had been contacted on this exemption request and it was learned that no similar request had from bus. li been made in the City of Los Angeles by this organization. It was moved by Councilman Siokos, seconded by Councilman Stevens, that the request be denied. Mr. C. A. Parmenter, 4500 Harvey Way, Long Beach, addressed the Council to explain the work done by the organization in serving the veterans and explained the method of operating their salvage work. It was moved by Councilman Siokos, seconded by Councilman Green, that the request of Lynwood Record and Gift Mart for a special permit to conduct a going-out-of-business sale be approved. SDA rezoning The report of the City Manager on the proposed rezoning report held of the Seventh Day Adventist property was not presented over in view of the matter having been set for hearing on appeal. Storm Drain The Manager presented a report on the plans and specifications Pro. 7802 for Storm Drain Project No. 7802 which have been submitted approved to the City for approval. The plans are for a storm drain to be installed in Santa Fe Avenue from Century Boulevard to Seminole. Construction of this drain will benefit Lynwood by collecting storm water before it reaches Century Boulevard. The Manager recommended approval of the plans and specifications. It was moved by Councilman Siokos, seconded by Councilman Stevens, that the City Council of the City of Lynwood approve the specifications, authorizes the Los Angeles County Flood Control District to proceed with the construction as directed therein, and grants permission to occupy and use the public streets in the City of Lynwood to construct, operate, and maintain said installations. Swim The Manager reported that the Recreation Commission has Club fire- approved the request of the Lynwood Swim Club for use works stand of a portion of the Community Center parking lot for a held over fireworks stand. He reported that no zoning restriction would prohibit the use of the parking lot and the only difficulty for°eseen is the possibility that other recreation sponsored groups may ask to use other park areas for the same purpose in the future. As the fireworks stand is the club's major money making project each year, the Manager recommended that the City Council approve the recommendation 33 ~3 of the Recreation Commission for permitting the Swim Club Parents Organization's request. It was moved by Council- man Stevens, seconded by Councilman Siokos, that the request be approved. There was considerable discussion in which it was pointed out that the recreation sponsored swimming program was worthwhile and that funds are needed. The request was compared to the exclusive food concession in the park held by the Baseball Association. The question of the group obtaining another location was discussed and Mr. Snavely, Recreation Director, stated he did not know whether they had been able to obtain another location this year although they have been unable to obtain a permanent location in the past. Absent: Councilman Byorko The Mayor announced that further consideration of this matter would be held over to the next meeting, and the City Manager suggested that a representative of the Swim Club be present. The City Manager informed the Council that the Recreation Commission at its last regular meeting approved a request of the Mental Health Committee of the Lynwood Coordinating Council for a waiver of rental fees for the use of Room 2 at Bateman Hall from April 20th and 27th and May 4th. At the same meeting the Recreation Commission established a set of rules for granting free use of recreation facilities. The rules will be presented to the City Council at its next meeting. It was recommended that the Council approve the recommendation of the Recreation Commission and grant free use of Room 2 at Bateman Hall on April 20, 27 and May 4 to the Mental Health Committee. It was moved by Councilman Siokos, seconded by Councilman Green, that the request be granted. All members voting aye, the Mayor declared the motion carried. Feasibility and cost of such a project will be investigated by the City Manager. Mr. Arthur R. Mueller, 3666 Cedar Avenue, addressed the Petition re Council to present a petition containing 64 signatures traffic of persons objecting to the existing amber light at the signal Cedar entrance of Cedar Avenue into Bullis Road. Mr. Mueller & Bullis emphasized that the present amber traffic light had resulted in increased speed on Bullis Road and has created a serious traffic hazard to vehicles entering Bullis Road from Cedar Avenue. The Mayor assured Mr, Mueller that the matter would be investigated. 3~4 Inquiry re Mr. Ballard, 3191 Sanborn Avenue, addressed the Council CB-1 progressconcerning the status of the proposed CB-1 zone in the Central Bus, central business district. He was assured that the program District has not been abandoned but that it will be studied by the professional economic planning consultants which the City proposes to employ. Two ladies who reside in the area of the Josephine Street improvement district asked for information concerning the proceedings and were informed of the 1911 Act procedure.
