Councilmen Byork, Green, Siokos, Smith, Stevens answered the roll call. It was moved by Councilman Green, seconded by Councilman Smith, and carried, that the minutes of the regular meeting of August 1, 1967, be approved as written. Res. 67-58 RESOLUTION NO, 67-58 entitled: "RESOLUTION OF THE CITY COUNCIL Demands OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRE- SENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented. It was moved by Councilman Siokos, seconded by Councilman Smith, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Siokos, Smith, Stevens. Noes: None. Absent: None. Mayor Byork presented certificates of recognition to the following boy scouts of Troop 60, Lindbergh School, for their public service in assisting inn cutting weeds along Fernwopd Avenue; Ted Armstrong,Dave Bramlett, Jim Cary, Doug Clare, Jim Peterson. It was the Managers recommendation that the City Council amend the existing price schedule to meet anticipated costs for the next five years by adoption of an ordinance amending Section 31.12 of the city code to establish a new schedule of rates for water service connections, and pre- sented an ordinance entitled: "AN ORDINANCE OF THE CITY OF LYNWOOD AMENDING SECTION 31.12 OF THE CITY CODE ESTABLISHING A NEW RATE FOR WATER SERVICE CONNECTION CHARGES." It was moved by Councilman Smith, seconded by Councilman Stevens, that further reading be waived. In the discussion of the proposal, Councilman Siokos inquired why the cost of installation would vary with the size of the water service, and Mr. Arthur Nelson, Water Superintendent, explained the work involved in such installations, and stated that the larger the service, the greater is the cost. All members voting aye, the Mayor declared the motion carried. It was moved by Councilman Smith, seconded by Councilman Green, that said ordinance be accepted as read for the first time and passed to the second reading. Parking The City Manager reported that the Traffic Authority (City limits - Los Engineer and Police Chief) has mad e a surv ey of the parking Flores east situation on the north side of Los Flores Boulevard east of of Atlantic Atlantic Avenue, and found. that a parking limitation is necessary to reduce the hazardous traffic condition at that i~ location. In order to provide additional vehidizlar turning room at the intersection of Los Flores and Virginia and elimination of restricted view due to parked cars at the alley east of Atlantic and to driveway entrances, it was recommended that the City Council adopt a resolution limiting parking on the north side of Los Flores from Atlantic Avenue to the most easterly Kings Restaurant parking lot. ~-- The Manager presented RESOLUTION N0. 67-59 entitled: "RESOLUTION DF.TI~iE CITY COUNCIL OF THE CITY OF LYNWOOD SUPPLEMENTING RESOLUTION N0. 67-9 DESIGNATING A PORTION OF LOS FLORES BOULEVARD WHEREIN PARKING IS PROHIBITED AT ALL TIMES." Following the executive session, the Mayor called the meeting to order. Councilman Siokos commented that °"' the rate for the city~s contribution to the State Employees Retirement System, of which the city~s employees are members, has been reduced from the 24¢ anticipated at the time of adopting the annual budget, to 22¢. Planning The City Manager reported that the Planning Commission, at Commission its meeting of August 8, 1967, took action on the following actions. matters, the first three of which will be presented for Council action at the next regular meeting; 1. Recommended approval of a variance requested by the East Lynwood Baptist Church, 11200 Pope Avenue, for deviation of parking requirements and rear yard setback. 2. Recommended approval of a variance to permit the use of the northwest corner of Olanda and Atlantic Avenue (Lot l6 and portion of Lot 15, Tract 7099) for a new trailer sales business. 3. Recommended a proval of an addition to an existing variance at 4$70 Abbott Road to permit an increase in size of the owrier~ s unit and addition of a swimming pool. 4. Denied a request to permit construction of an additional unit at 11726 Harris Avenue as to grant the variance would be, in effect, granting a spot zone which would not be available to surrounding property owners and would tend to detract from the residential character of the neighborhood. Water Pipe The City Manager presented a report which recalled that in bid call adopting the 1967-68 water capital budget $50,000 was authorized, appropriated for additions to the system, anticipating that the work would. be done in the area of greatest need. The recent water system analysis indicates the greatest deficiency exists in the system north of Fernwood on Little Alameda in the industrial area. To fulfill the industrial and firefighting requirements, it will be necessary to extend and modify the existing system with a minimum of a 12-inch transmission line. As the Water Department is. presently staffed and equipped to do the work at a total ~~- estimated cost of $20,OOO,it is proposed to purchase 3,'000' feet of transite pipe with couplings at an estimated cost of $11,000. The Water Department could begin the project by October 1. The Manager recommended that the City Council authorize a call for bids for 3,000 feet of asbestos cement pressure pipe for delivery in accordance with r specifications on file, bids to be received no later than 10 a.m. in the City Clerk9s office on September 1, 1967. It was moved by Councilman Smith, seconded by Councilman Stevens, and carried, that the City Council concur in the recommendations of the City Manager. The City Manager informed the Council that the City of Compton is considering a mayor annexation, a small portion ~~ of ~rhich encroaches upon Lynwood territory east of Alameda Street. He said he we~uld prepare a report on the matter for the~Council. ORAL COMMUNICATIONS Councilman Stevens inquired if anything has been done about the traffic signal at Cedar Avenue and Bullis R©ad, and he wens informed that plans a're prepared for a 3-way signal. Councilman Stevens also asked that stop signs at Cedar Avenue and School street be inves- ~ tigated. He also asked that obscenities in the pavement at the northeast corner of Cedar and School street be removed.
