Councilmen Byork, Green, Siokos, Smith, Stevens answered the roll call. It was moved by Councilman Stevens, seconded by Councilman. Green, and carried, that the minutes of the regular meeting of July 18, 1967, be approved as written. Res. 67-55 RESOLUTION N0. 67-55 entitled: "RESOLUTION OF THE CITY Demands COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented. It was moved by Councilman Smith, seconded by Councilman Siokos, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Siokos, Smith, Stevens. Noes: None. Absent: None. ORDINANCES AND RESOLUTIONS Res. 67-56 RESOLUTION N0. 67-56 entitled: "A RESOLUTION OF THE CITY. Amending COUNCIL OF THE CITY OF LYNWOOD REPEALING RESOLUTION N0. Personnel 62-49 AND AMENDING RESOLUTION 2843 TO PROVIDE ADDITIONAL Rules & Regs HOLIDAY IN LIEU BENEFITS FOR SAFETY PERSONNEL AND TO REDUCE THE NUMBER OF AVERAGE WORK HOURS PER WEEK FOR FIRE PERSONNEL." was presented for second reading. It was moved by Councilman Smith, seconded by Councilman Stevens, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Siokos, Smith, Stevens. Noes: None. Absent: None. WRITTEN COMMUNICATIONS Letter re A letter from R. A. Embleton, 2781 Willow Place, South Fernwood Ave Gate, was read. Mr. Embleton stated that he is the owner bea~tifica- of property on Fernwood Avenue west of Long Beach Boulevard tion and wanted to know why no Oleander bushes have been planted on the railway right-of-way west of Long Beach Boulevard, and recommended that it be done without delay. The City Manager said that money has been allocated for beautification, but that the delay has been due to uncertainty about the location of the proposed freeway. He also said that other projects such as widening Fernwood Avenue have been delayed for the same reason, although. planting of Oleanders would not be prohibited. Councilman Siokos said that while no planting is ideal, it might be possible to plant something that spreads and would not require the maintenance that the Oleanders require. The City Manager said that different types of ground cover would be investigated. It was moved by Councilman Smith, seconded by Councilman Siokos, and carried, that Mr. Embleton be informed that the planting has been delayed because of the uncertainty about the freeway route and that planting will be investi- gated and he will be informed of the Council's decision at a later date. Councilman Siokos commented on beautification of freeways other than the Long Beach Freeway, and after some discussion the City Manager suggested that a letter from the Mayor to the State Division of Highways might be helpful. REPORTS AND REQUESTS An application from Bryan A. Lebel, 11237 Elm Street, for a Lebel pigeo permit to liberate pigeons was presented. It was moved by permit Councilman Siokos, seconded by Councilman Smith, that the approved permit be granted. After discussion of a permit granted recently with certain stipulations as to the number of birds maintained and released and feeding time, it was moved by Councilman Stevens, seconded by Councilman Siokos, and carried, that the motion be amended to provide that not more than 12 pigeons be kept, that not more. than 6 be liberated at a time, and that the pigeons be fed upon their return. All members voting aye on the original motion as amended, the Mayor declared the motion carried. The application of Daniel Eddy for a dance permit at Daniel Eddy 12123 Atlantic Avenue, was presented, together with the dance perms Police Department investigative report and the recommendation denied - of the Chief of Police that the application be denied. It 12123 Atlnt was moved by Councilman Green, seconded by Councilman Stevens, that the permit be denied. Mr. Daniel Eddy, the applicant, addressed the Council to state that the situation has improved in the general area and there have not been as many violations in the last eight months. He described his efforts-to obtain an Alcoholic Beverage license and the hearings held on the Alcoholic Beverage application. Councilman Stevens took exceptions to charges of harassment and quoted figures as to the number of calls answered by the Police Department to Mr. Eddy's property as contained in the Police Department investigative report. Ownership and occupancy of Mr. Eddy's property was. discussed, and he informed the Council that he has owned the property approximately one and a half years and operates the cafe, trailer sales business, and apartments.. All members voting aye, the Mayor declared the motion carried. The Manager presented a report on the proposed amendment Report on of promotional requirements for Fire personnel and explained amending that in November, 1963, the classifications descriptions promotional of Police and Fire personnel were amended as follows: requirement for Safety 1. To be eligible for a Sergeants position or an Engineer personnel position, an employee must have at least two years of service, 2. To be eligible for the Lieutenant position or Fire Captain position, the employee must have five years of experience v~ith the added stipulation of two years in grade as a Police Sergeant. or Fire Engineer. 3. For Police Captain and Assistant Fire Chief.,. seven years of experience with the department was required with two years in grade as a Police Lieutenant or as a Fire Captain.. Report on In implementing the three platoon system in the Fire amending Department, three additional Fire Captains and four promotional additional Engineers will be required, and under the requirements present promotional requirements only three of the eight for Fire Engineers will be eligible to take the Captain's personnel examination and only 14 of the 24 Hosemen will be eligible to take the Engineer's examination. The report stated that if the Council will permit a variation of the existing requirements to allow those meeting tenure by July 1, 1968, to take the examinations six Engineers will be able to take the Captain's examination and 21 Hosemen will be permitted to take the Engineer's examination. In order to promote the best qualified employees and in view of the need to establish the three platoon system on January 1, 1868, the Manager recommended that Resolution No. 63-68 be amended to permit Fire employees meeting tenure requirements by July 1, 1868, to take the subject examinations. The Manager emphasized this would be a one time variation and would not affect future vacancies. The Mayor asked if the there might not be a morale problem with the suggested change in requirements, and the Manager said he believed that personnel of the department feel the best qualified should be promoted. And, the Fire Chief commented that the department feels the examinations should be open to more people. In answer to questions from the Council, the Manager again stated this was a one time only variation, and that to his knowledge, examinations of this type have never been anything but closed promotional examinations. It was moved by Councilman Stevens, seconded by Councilman Green, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Siokos, Smith, Stevens. Noes: None. Absent: None. Covington The Manager presented a report and recommendation on Corp. survey acceptance of the Engineering report on the City waterworks accepted system made by Covington Corporation. He reported that in accordance with the agreement with Covington Corporation, final payment of $5,800.00 depends upon acceptance of the report by the City Council, and since all requirements of the contract have been met, the Manager recommended approval of the final expenditure for the Engineering report. It was moved by Councilman Siokos, seconded by Councilman Smith, that the Council concur in the Manager's recommen- dation. Roll Call: Ayes: Councilmen Byork, Green, Siokos, Smith, Stevens. Offer to The Manager reported on an offer received for the purchase purchase of the surplus property at California and Sanborn Avenues. surplus land The offer was made by Mr. Don E. Cole through the Compton Lynwood Board of Realtors, for $8,000 less 6%, with the contingency that the buyer will pay $400 upon signing .. t~ escrow instructions; transformer and poles to be removed by the City, and the offer subject to buyer obtaining satisfactory financing and building permit within 30 days. In the report the Manager stated that the contingency restricts the selling of the parcel for 30 days and if the buyer had met the price of $9,000 established by the Council, and if the funds were badly needed, he might be inclined to recommend acceptance of the offer. However, the Council established the terms as "cash" and did not indicate that contingencies would be permitted. Therefore,.the Manager recommended that the offer be denied. With reference to the to the moving of the transformer and poles, the Manager estimated the cost to be approximately $500. It was moved by Councilman Smith, seconded by Councilman Green, that the Council concur in the recommendations of the City Manager. Councilman Stevens asked what would happen if Mr. Cole ~. came in with a cash offer, and the Manager said he would present any offer received to the City Council. Roll Call: Ayes: Councilmen Byork, Green, Siokos, Smith, Stevens. Noes: None. Absent: None. The Manager reported on Parking Commission actions and recommendations as follows: 1. The Parking Commission has reviewed issuance of citations in municipal parking lots and found that usually only one citation per car per day is given. The present parking citation fee is $1.00 and it appears that violators regard this citation fee as the cost of parking their vehicle daily. In order to curb this type of violation, the Parking Commission recommended an increase in the fee proposed for parking citations. 2. The Parking Commission has discussed parking congestion in the area bounded by Century, Imperial, Stockwell, and has recommended that the City Council consider the establishment of a new parking district in that area with the parking to be provided in a building. As to the increase in parking citation fees, the Manager suggested. that the City Council might wish to ask for a report and recommendation from the Police Chief. Councilman Smith said he would rather see a second ticket issued than an increase in the fee, and asked for a report on the matter. The Manager said he would like an investigation of parking limits in the area where there is a great deal of parking available with a two-hour limit. .-, In discussing the. possibility of a parking district with a building, the Manager said the greatest problem with a ~ private development would be financing, and Councilman Green that methods of accomplishing a parking development be investigated. Mayor Byork asked that the City Manager make a study of-the problem and report his findings to the City Council. Report on offer to purchase surplus property Report re Parking Commission actions E~ Chamber of A letter from Mr. Lloyd Knight, Chamber of Commerce "Fall Commerce Festival" Chairman, was read. He described the Chamber's presentation proposed promotional event scheduled for October 26 - 30. re "Fall Festival" Mr. Norman Wasserman, Chamber of Commerce Secretary, addressed the Council concerning the proposed events and- presented details of the programs by means of cards outlining the various activities included in the program. In addition to the band review, booths, games and rides, the plans call for an auto show, the exact type not yet ••,. determined. Mr. Wasserman said that certain events which were found not to be successful judging by last year's experience, will be eliminated this year, for example, the teen dance-will not be held. He said that foreign embassies will be contacted in an effort to have them enter floats in conjunction with the parade, the route of which will be from Ham Park to the city park. The entire festival will be tied in with a local merchant promotion by means of advance ticket sales. When questioned about a security patrol, Mr. Wasserman said that a private patrol will be provided and a man will be on duty in the main tent all night. He said the same show operator will be contracted with as last year; however, a better type of equipment will be provided and the contractor or a representative will be on the grounds at all times. The value of publicity to the city from the various bands participating in the band competition was discussed and Mr. Wasserman was of the opinion that it is of considerable benefit in publicizing the city of Lynwood as there is a great deal of interest in the youth band competition in the various cities which have them. He ..said that Lynwood is establishing a name for the youth band championship review and they already have bands that want to enter this year. The Council commended Mr. Wasserman on the excellence of his presentation and the Mayor informed him that the City Manager will investigate an appropriate contract before the Chamber of Commerce goes ahead with the project. Councilman Green asked if something could not be done about the unsightly Pacific Electric station at Long Beach Boulevard and Fernwood Avenue, and the City Manager said it would be investigated. Comment on Councilman Stevens commented on the proposed expansion expansion of of the Lynwood Bakery on Long Beach Boulevard, and. also Lynwood asked if the weeds at the northwest corner of Peach Bakery Street and Imperial Highway could not be removed. He also commended the Police Department on the rapid apprehension of an armed robbery suspect this week. Siokos Councilman Siokos suggested that upon the conclusion of comments on the baseball program the City Council send letters of Baseball appreciation to the people participating in the program, program and that letters of congratulation be sent to the various Commission members serving as chairmen of the commissions. He also said he would like to see parking limits removed on the parking areas near Fernwood Avenue. Councilman Siokos also commented on the public service performed by Boy Scout Troop 60 of Lindbergh School. The troop, upon its own initiative, assisted in cutting weeds along Fernwood Avenue. Councilman Green suggested that they be invited to a Council meeting and they be ~~ presented with a plaque of commendation that they could keep in their headquarters. Mayor Byork informed the Council that he has just completed signing 147 certificates of appreciation for the people taking part in the baseball program, and Councilman Siokos asked if something similar could not be provided for the various commission members. ''~ Mayor Byork commented on the areas of poor lighting along the easterly roadway of Alameda Street and the Manager said it could be corrected. Councilman Green commended the Fire Department for its swift and effective response to the recent fire at the Food Giant Market. Mrs. Laura Thayer, 3547 Burton, addressed the Council concerning removal of tree stumps in her parkway and repair of the sidewalk which was raised and broken by the roots of the trees. Mrs. Thayer expressed strong objection to the delay in cutting down the trees, and then to the delay in removing the stumps and repairing the damaged sidewalk. She said she had been informed that it might take three months before the work was completed. The City Manager explained that the stump remover is leased on a day basis and because of the cost a full day's work is accumulated before it is leased. He also explained the heavy work load of the maintenance men and assured Mrs. Thayer that the work would be completed when it could be fit into the heavy schedule of the maintenance crew, at least. within three months.. Mrs. Violet Sinclair, 3547 Burton Avenue, also addressed the Council concerning ownership of the trees and hazard to persons using the sidewalk. Councilman Siokos commented that he felt it should be explained that every consideration has been given this particular situation; that the problem is that the property owner wants the work done immediately.
