Councilmen Byork, Green, Siokos, Smith, Stevens answered the roll call. It was moved by Councilman Stevens, seconded by Councilman Smith, and carried, that the minutes of the regular meeting of August 15, 1967, be approved as written. Demands RESOLUTION N0. 67-61 entitled: "RESOLUTION OF THE CITY Res. 67-61 COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WAP,RANTS DRAWN THEREFOR." was presented. It was moved by Councilman Siokos, seconded by Councilman Stevens, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Siokos, Smith, Stevens. Noes: None. Absent: None. Mayor Byork read two proclamat-ions, the first naming the week of September 4 to 1.0, 1967, a "Union Label Week" and the second naming one week of September 18, 1967, as "Constitution Week." ORDINANCES AND RESOLUTIONS Ord. 834 ORDINANCE N0. 834 entitled: "AN ORDINANCE OF THE CITY New Water OF LYNWOOD AMENDING SECTION 31.12 OF THE CITY CODE Connection ESTABLISHING A NEW RATE FOR WATER SERVICE CONNECTION charges CHARGES." was presented for second reading. It was moved by Councilman Smith, seconded by Councilman Siokos, and carried, that further reading be waived. It was moved by Councilman Green, seconded by Councilman Stevens, that said ordinance be adopted as read for the second time, and finally passed and be published as required by law. Roll Call: Ayes: Councilmen Byork, Green, Siokos, Smith, Stevens. Noes: None. Absent: None. The City Manager presented the City Engineer's report on the proposed location of stop signs at the east and west approaches to School Street on Cedar Avenue. The Engineer's recommendation was based on a study of traffic conditions and accidents during the past twelve months. Absent: None. 1 f~ WRITTEN COMMUNICATIONS A letter from Mrs. Eva Bowman, 33'6 A Lcs Flores Boulevard, Letter from was presented. In her letter Mrs. Bowman described the Mrs. Bowmar. serious parking situation presently existing on Los Flores re parking between California and Long Beach Boulevard because of on Los Flor the many apartments. She suggested that public parking be provided, that the street be widened or that it be made a one-way street to accommodate the growing number of cars. In the ensuing discussion it was pointed out that two previous attempts to widen the street under 1911 Act procedures have failed. Mrs. Bowman was present and spoke of previous efforts on her part to have .the street widened; she also complained of trucks parking on the street and using the street to reach California Avenue from Long Beach Boulevard< The City Manager said that the feasibility of another street widening procedure would be .investigated., It was moved by Councilman S.okos, seconded by Councilman Stevens, and carried, that a questionnaire concerning a street widening proceeding be sent to the affected property owners. REPORTS AND REQUESTS The request of Khayyam Grotto, or. beha~' of the Ladies Auxiliary, the Rubaiyats, for permission to conduct a rummage sale was presented. They propose to conduct the sale on September 9 at 3100 Imperial Highway. It was moved by Councilman Siokos, seconded by Councilman Green, and carried, that the request be granted. The request of L. F. Roberts for a special permit to conduct a Christmas Tree Sales lot at 3540 Century Boulevard was presented. The Council was informed that as this location is in a CB~1 zone, a conditional use permit was granted by the Planning Commission at its June meeting. It was moved by Councilman Smith, seconded by Councilman Stevens, and carried, that the special permit be granted. Khayyam Grotto Rubaiyats rummage saa Sept. g L. F. He stated awarded to~ that of two bids received only. one company bid on both Certain-tee items, and recommended that the Council authorize Products acceptance of the bid of Certain-teed Products Corp. Corporation at a total price of $11,172.53. It was moved by Councilman Siokos, seconded by Councilman Smith, that the Council concur in the recommendations of the City Manager in authorizing the purchase of 3,000 feet of 12" Class 150 Asbestos Cement Pressure Pipe and 10 Hub End Adapters for a total price of $11,172.53• Roll Call: Ayes: Councilmen Byork, Green, Siokos, Smith, Stevens. Noes: None. Absent: None. The City Manager reported that at its August 8th, 1967., Report on meeting the Planning Commission recommended approval of P.C. Actior a variance requested by the East Lynwood Baptist Church, 11200 Pope Avenue, for deviation of parking requirements and rear yard setback as per plot plan, which was displayed for the Council's study. The Manager reported that the Planning Commission at its meeting of August 8, 1967, recommended approval of a variance to permit the use of the northwest corner of Olanda and Atlantic Avenue for a new trailer sales business. (Lot 16 and a portion of 15, Tract 7099)• A plot plan of the proposed location was displayed and after discussion of the paving and fencing requirements it was moved by Councilman Green, seconded by Councilman Smith, and carried, that the variance be approved as recommended by the Planning Commission. The Manager reported that the Planning Commission at its meeting of August 8, lg6'?, recommended approval of a variance to permit an addition tc an existing variance at 4870 Abbott Road, to permit the size of the owner's unit to be increased and to permit the addition of a swimming pool. It was moved by Councilman Smith, seconded by Councilman Stevens, and carried, that the Council concur :gin the ^e~cmm~~ndtions of the Planning Commission. The Manager also repcrteu c.i-,a~ ac the same meeting the Planning Commission denied a ~~eques~ to permit construction of an additional unit at 1176 riarris Avenue, as to grant the variance, in effect, granting a spot zone which would not be available to surrounding property owners and would tend to detract from the residential character of the neighborhood. He stated that the applicant has not appealed the action of the Planning Commission and there is no action to be taken by the City Council. ORAL COMMUNICATIONS Green asks Councilman Green inquired about the progress being made about tree in the tree removal and replanting program. The City removal and Manager informed him that the removal program is replanting progressing but no replanting has been done as yet, program and that a record is being kept of those trees removed so that they can be replanted when time permits. He also informed the Council that a study is being made of contracting some of the tree and stump removal and concrete repair work. As to purchasing a stump remover, it is not yet known whether or not it would be economically feasible. He said when cross figures are available, he will report to the City Council. Councilman Stevens informed the Council that he has received an invitation to all City officials and other interested citizens to attend an independent celebration in the village of San Vincente, Baja California, on September 15 to 17. He said anyone wishing to attend would be made very welcome. Councilman Smith commented on the many excellent marksmen among the members of the Police Department. Councilman Siokos commented on the recent increase on assessed valuations and suggested that those who feel their property has been reassessed too high might contact the branch office of the County Assessor located at 3717 Tweedy Boulevard, South Gate, after September 25th. 1 Councilman Siokos suggested that it might be well to appoint an alternate member to a Los Angeles County Division of the League of California Cities Board in order that the City Would be represented at all meetings. Mayor Byork appointed Councilman Smith as alternate member. At Councilman Siokos' request, the City Manager explained the circumstances surrounding the permission granted to the Food Giant Market and Y.M.C.A. to hold a carnival in the market parking lot recently. Mr. Jack Ballard, 3191 Sanborn, Addressed the Council to complain of the nuisance caused by the operation of the Instant Whip Company, particularly since they have been operating a night shift. He also complained of broken concrete resulting from storm drain ~onst.ruction that causes a great deal of vibration ~ah.e:n ve}-~.icles traverse the street. The Manager said this situation: would be investigated. After discussion, Mayor Byork informed Mr. Ballard that he would personally call on the operators of the Instant Whip Company to see what might be done to alleviate the nuisance. Mr. Joe McMillan, 3905 Palm Avenue, addressed the Council with reference to the numerous burglaries and attempted burglaries in the neighborhood in which he lives. He commended the Police Department for she excellent response to calls concerning thes~~ bur~;l.aries but felt that a part of the cause is that there is not a sufficient number of patrolmen to provide a.dPq~aate patrol and suggested that more officers be pro~r~_~~r•d i_n order that each would have a smaller ar=,a t ~ ~,_ a~- ^~~1 . Methods of neighborhood cooperation were discussed such as "neighborhood watch" and Mr. McMillan summarized his statement by urging (1) that the Council consider employing several additional police officers, and (2) informing the citizens of the way the burglars operate and advise them to call the police immediately. He also urged the cooperation of the press in publicizing the methods of operation of the burglars. Mr. McFadden, 12701 Harris Avenue, a resident in the recently annexed Olanda Street annexation, addressed the Council to inquire the method by which their area could be annexed to the Lynwood School District. He was informed that school district boundaries are not within the jurisdiction of the city and was referred to the School District officials for information. Mr. Romaniello, 11651 Atlantic, addressed the Council concerning the secondhand store displaying merchandise on the sidewalk on Atlantic Avenue. After discussion of the problem, the City Manager assured him that the matter would be investigated.
