REGULAR MEETING OCTOBER 3, 1967
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
Mayor Byork in the chair.
Councilmen Byork, Green, Siokos, Smith, Stevens answered
the roll call.

Green, and carried, that the minutes of the regular
meeting of September 19, 1967, and the adjourned regular
meeting of September 28, 1967, be approved as written.

The Mayor presented a certificate of appreciation for
community service to past chairman of the Parking Commission,
Herbert Levendusky.
Mayor Byork presented service pins to the following city City Servic
employees: Earl Yolton, Clarence r~enderson, Raul Ramirez, pins
Lawrence Williams, Gerald O'Rourke, Raymond Hattabaugh. presented
Those eligible for pins but not present to receive them
were: James Burns, Joseph Duarte, Robert Goodale, Kenneth
Yapp, and William Bean.
Mr. Norman Wasserman presented the Chamber of Commerce
proposal to have a children's zoo and elephant and
camel rides in connection with their Fall Festival,
and requested Council approval of the zoo and animal
rides. He said they plan to have the small animals in
an 80 foot tent where they will remain all night with the
elephant and camel to be outside and to be placed in trailers
and removed at night. He stated that the Chamber has a
tentative agreement with the Jean Holder zoo and the
manager of this particular part of this zoo would be on the
grounds at all times and the grounds. would be cared for
in any way prescribed and the inside and outside of the
tent would be kept clean.
Councilman Stevens asked Mr. Wasserman if he had had any
reports of problems with this zoo from any other community,
and Mr. Wasserman replied that he was not aware of any
problems and that this show has operated primarily in
shopping centers.
The possibility of permanent damage to the grass in the area
of the animal tent was discussed and the City Manager
suggested that it be provided through amendment of the
agreement that hay or sawdust be changed at least three
times each day in order to avoid permanent grass damage.
Councilman Stevens stated that after observing the animal
area at the fair he did not believe it would be necessary
to change all of the animal bedding material three times
each day.

Councilman Siokos said he felt the responsibility of keeping
the area clean was the Chamber's and the zoo operator's and

whatever is necessary should be done.
It was moved by Councilman Siokos, seconded by Councilman
Stevens, that the Fall Festival agreement be amended to
approve the Chamber proposal provided adequate methods of
cleaning the animal area are taken. All members voting
aye, the Mayor declared the motion carried.
Mayor Byork read a proclamation naming the week of October
22 to 28, 1967, as "Vocational Guidance Week."
Salute to At the request of the Lynwood Jaycees Mayor Byork proclaimed
City & Co, the week of October 8 to 14 as "Salute to City and County
Govern. Oct Government Week" and presented a resolution to that effect.
8 to 14 Among the Jaycees plans for observation of the week, will
be an open house at the City Hall on Friday, October 13, 1967
It was moved by Councilman Smith, seconded by Councilman
Siokos, and carried, that said resolution be adopted.
ORDINANCES AND RESOLUTIONS
Ord. 835 ORDINANCE N0. 835 entitled: "AN ORDINANCE OF THE CITY OF
Cigarette LYNWOOD ADDING ARTICLE III TO CHAPTER 29 OF THE LYNWOOD
tax money CITY CODE." was presented for second reading. It was
moved by Councilman Smith, seconded by Councilman Green,
and carried, that further reading be waived.
It was moved by Councilman Green, seconded by Councilman
Stevens, that said ordinance be adopted as read for the
second time, finally passed and be published as required
by law .

WRITTEN COMMUNICATIONS
Division of A letter from the Division of Highways was presented which
Hwys. re stated that the California Highways Commission passed a
Century resolution declaring its intention to consider adoption
freeway of the freeway, the 8.9 mile portion of State Highway
route Route 42 between Central Avenue in Los Angeles to Route
605 in Norwalk. The letter was accompanied by a copy
of the resolution, the freeway map, and the State Highway
Engineer's recommendation memorandum of September 12th.
The recommended route conforms to the "green-orange"
line in the memorandum's accompanying "Report of Route
Studies" (southerly route). The letter stated that if
the City Council feels that additional information is now
available which might be helpful to the commission in the
final route selection, it would be proper to submit such
information at this time, and if the Council feels that
a public hearing by the Commission is required to inform

the commission as to local interest, the commission will
schedule such a hearing on request of the City Council.
The author of the letter T. R. Lammers, Deputy Engineer
asked that the commission be informed if the Council
feels it is unnecessary to have a public hearing and
that if further explanation of the project would be
helpful to please advise him and a representative of the
Division of Highways would attend the next regular
Council meeting.
A letter from the City of South Gate was also presented
concerning the freeway location. The letter was accompanied
by resolution adopted by the City Council of-the City of
South Gate on September 25th, 1967, supporting the
recommended "green-orange" route.

Century
freeway
route
The City Manager's report on the Century freeway location,
shown as item number 7 under Reports and Requests was
presented at this time. In his report the City Manager
stated that the State Highway Engineer has supported the City
of Lynwood's position that the green-orange route would be
least disruptive to the City in .all respects, i.e. it will
have the least affect on the City's tax base, its established
neighborhoods, school district, roadways, and traffic pattern.
Although this route is opposed by the City of Compton, the
Highway Engineer feels that the minor loss in property to
that community will be compensated for by increased sales
revenue from the Sears shopping center. The City of
Norwalk has also opposed the orange-green route, however,
it has been successf>>1 in assuring that the Century
freeway will go no further than the San Gabriel River
freeway, thus barely entering the Norwalk area before
terminating. The report stated that it would now be
appropriate to support the State Highway Engineer's
decision by resolution, and it was the Manager's
recommendation that the following resolution be
adopted:

After a brief discussion of the freeway location, it was
moved by Councilman Smith, s~econded,by Councilman Green,
that the City Council concur in the recommendations of
the City Manager and adopt the resolution supporting
the recommendation of the Division of Highways for the
Route 42 freeway .and urging. the California Highway...
Commission to adopt said recommended Green-orange route.

It was moved by Councilman Siokos, seconded by Councilman'
Smith, and carried, that a letter be sent to the local
school district requesting their support of the green-orange
route for the,Century freeway recommended by the State
Highway Engineer:
REPORTS AND REQUESTS
A request was presented from St. _Jude, Children's Research
Hospital for permission to conduct their annual fund drive
on Saturday and Sunday, December 9 and 10, 1967..

It was moved by Councilman Siokos, seconded. by Councilman
Stevens, and carried, that the request be granted.
L.A. Co. A request from the Los Angeles County Heart Association
Heart Assoc. was presented. The association asks permission to
fund Drive conduct their annual fund raising campaign in February
Feb. 1868 1968. It was moved by Councilman Stevens, seconded
by Councilman Siokos, and carried, that permission be
granted.
Girl Scout A request from the Greater Long Beach Girl Scout Council
activities was presented asking permission to conduct the following
approved activities: Calendar sale, November 17 to 30, 1967;
cookie sale advance order taking, February g to 19, 1968;
delivering of cookies and sales in booths, March 15 to
28, 1968. It was moved by Councilman Green, seconded
by Councilman Stevens, and carried, that permission be
granted.
E.R.A. to The City Manager presented a report concerning the review
begin Phase of Phase I of the economic analysis progress report with
II of survey Dr. Tom Ashley at the adjourned regular Council meeting
of September 28. He stated that it is now necessary
for the Council to either conclude the entire analysis
or proceed with Phase II which will be concerned
primarily with the application of the data collected
in Phase I toward future land use demand and future
development plans for both the core area and the entire
city. The report stated that while the terms of the
agreement Economic Research Associates do not require
that formal action be taken to proceed, he felt it
necessary to indicate approval or disapproval of Phase I
by taking action on Phase II. The Manager recommended
that the City Council authorize Economic Research
Associates to continue with its economic analysis of
the City of Lynwood,
It was moved by Councilman Siokos, seconded by Councilman
Smith, that the City Council authorize Economic Research
Associates to proceed with Phase II of the economic
survey.

Adoption of The City Manager reported that an official City Seal,
City Seal .other than the corporate seal, has never been adopted,
held over and that recently a list of unique characteristics of
the city were compiled and submitted to a professional
designer. He presented for the Council's consideration
a design submitted at no cost which consists of an
eight-pointed star surrounding a gold circle in which
the name of the City is inscribed. Within the°gold
circle is a light blue circle depicting family, church,
recreation, medicine, manufacturing and engineering.
His only suggestion for change was to substitute a
school symbol for the engineering symbol. The Manager
suggested that the Council consider the adoption of
an official seal for the City after they have had an '~"'
opportunity to study the proposed design.
At the suggestion of Councilman Smith, the matter was
'held over to the next regular meeting in order that
the school district can be contacted as to what they
might wish to have as a symbol on the proposed seal.

The Manager presented a: report on the complaint received
at the last regular meeting from a resident at 12212
Alpine Avenue complaining of on-street parking congestion.
Investigation indicated that parking is allowed on the
east side of the street with parking prohibited on the
west side. The street is 24 feet wide with a vacant
lot immediately across the street from the complainant's
property. The only problem that the Engineer could 'find
was the possibility of cars parking on the east side of
the street crowding the driveway into the complainant's
property. Parking on the west side would create no more
problem for the resident than is found on any of the
City's 24 foot streets. To alleviate any problem that
might exist, it could be suggested that the complainant's
driveway approach be widened. Another alternative would
be to paint the curb red adjacent to the approach, but
it has not been the City's policy to provide this type
of individual streef: marking in residential areas.
The Manager stated that if the Council wishes he would
contact the owner and suggest that consideration be
given to widening the driveway approach.
It was moved by Councilman Siokos, seconded by Councilman
Stevens, and carried, that the City Manager contact the
complainant and suggest widening of the driveway approach.
The City Manager reported that at its last regular
meeting, the Personnel Board reviewed the elimination
of the classifications of Recreation Secretary, Police
Secretary, Cashier, and Deputy City Clerk. The positions
of Recreation Secretary and Police Secretary can be filled
by the use of Steno-Clerk and classifications of Cashier
and Deputy City Clerk have never been used although they
were established when the classification plan was adopted
several years ago. The City's contract with Cooperative
Personnel Service is based on a flat charge per classifi-
cation and elimination of these titles will reduce the cost
of the City's service. Based on the findings of the Personnel
Board, the Manager recommended that the City Council
eliminate the above classifications by the adoption of the
following resolution:

The City Council was informed that certain positions such
as Planning Commission minute clerk, Recreation commission
minute clerk, Personnel Board minute clerk and Deputy City
Clerk are added duties performed by existing personnel and
are not classified positions.
It was moved by Councilman Green, seconded by Councilman
Smith, that said resolution be adopted.

ORAL COMMUNICATIONS
Councilman Green commented on two old service stations which
are being replaced by new structures and the resulting
improvement in appearance of the City.
Councilman Stevens commented on the rapid response to an
emergency call resulting from illness of a member of his

family and expressed his appreciation to the personnel who
responded.
Discussion The Century freeway alignment was discussed briefly and the
re Century City Manager urged property owners not to be frightened
freeway into selling at a low price as the State is fair in its
alignment appr aisals and further that property values may increase
when close to the freeway.
Councilman Siokos expressed the hope that the freeway
might be added to the Federal Highway System and that
the City's legislative representatives might be encouraged
to back the Federal money project.
Mayor Byork said he would like to see the homes removed as
soon as they are purchased by the State and the City Manager
stated that Assemblyman Porter would be willing to present
such a bill when the property is purchased.
