HomeMy Public PortalAboutM 1967-12-05 - CCr~ e~ REGULAR MEETING DECEMBER 5, 1967 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Byork in the chair. Councilmen Byork, Green, Siokos, Smith, Stevens answered the roll call. It was moved by Councilman Stevens, seconded by Councilman Smith, that the minutes of the regular meeting of November 21, 1967, and of the adjourned regular meeting of November 2g, 1967, be approved as written. All members voting aye, the Mayor declared the motion carried. RESOLUTION N0. 67-77 entitled: "RESOLUTION COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND THE DEMANDS PRESENTED AND ORDERING WARRANTS was presented. It was moved by Councilman by Councilman Stevens, that said resolution Roll Call: OF THE CITY APPROVING DRAWN THEREFOR." Siokos, seconded be adopted. Ayes: Councilmen Byork, Green, Siokos, Smith, Stevens. Noes: None. Absent: None. Mayor Byork read a memo from CY~ief Dartan which called attention to the life-saving first aid adminis ere d. by Street Department employees Raul Ramirez and Robert Zaiger to a small-child involved in a traffic accident. The Chief stated that it was the opinion of the investigating officer that the two men were directly responsible for saving the child's life, and he requested public acknowledgement of the timely efforts of his co-workers. The City Council directed that commendatory letters be written to Robert Zaiger and Raul Ramirez. ORDINANCE AND RESOLUTIONS ORDINANCE N0. 837 entitled: "AN ORDINANCE OF THE CITY OF LYNWOOD REPEALING SECTION 16.10 OF CITY ORDINANCE N0. 570 TO ELIMINATE HOME OCCUPATIONS FROM USES REQUIRING A SPECIAL PERMIT FROM THE PLANNING COMMISSION, AMENDING SECTION 4.00 OF CITY ORDINANCE N0. 570 TO ADD SUBSECTION 5 THERETO (HOME OCCUPATIONS), REPEALING SECTION 20.104 LYNWOOD CITY CODE AND SECTION 16.10 OF CITY ORDINANCE N0. 570 AND ADDING SECTION 20.55-H (HOME OCCUPATIONS)." was presented for second reading. It .was moved by Councilman Smith, seconded by Councilman Green, and carried, that further reading; be waived. It was moved: by Councilman Green, seconded by Council- man Stevens, that said ordinance be adopted as read for the second time, finally passed and be published as required by law. The Manager reported that recent legislation authorizes cities and counties to impose a tax on instruments of conveyance with respect to real property at the rate of $.55 for each $100 of the value of the property transferred. The Manager explained that this is not a new or additional tax, but one replacing a tax formerly levied by the Federal Res. 67-77 Demands Letters of commendation to Raul Ramirez & Robert Zaiger Ord. 837 Home Occupa- tion Lic. 5~ government which will now be charged by the county.- If the city does not impose the tax, it wi ll not share in the revenue collected by the county for real property transfers. Ord. 838 The Manager presented ORD INANCE N0. 838 entitled: "AN Documentary ORDINANCE OF THE CITY OF LYNWOOD IMP OSI NG A DOCUMENTARY stamp tax STAMP TAX ON THE SALE OF REAL PROPER TY. " and recommended its adoption. It was moved by Councilman Siokos, seconded by Councilman Green, and carried, that further reading be waived. REPORTS AND REQUESTS Y Indian A request was presented from the Rio Vista YMCA "Y" Guides candy Indian Guides for permission to conduct a candy sale sale Dec. during the month of December. It was moved by Councilman Siokos, seconded by Councilman Smith, and carried, that said permission be granted. Salvation A request was presented from the Salvation Army Compton Army Corns for permission to conduct a Christmas caroling caroling program from November 25th to December 25th between program the hours of 10:00 a.m. and 8:30 p.m. each day. 11/25 - Carolers will play while Salvation Army workers 12/25 receive donations from the residents. It was moved by Councilman Siokos, seconded by Councilman Stevens, and carried, that permission be granted with the stipulation that the carolers are attired in their Salvation Army uniforms. Latter Day A request was presented from the Mutual Improvement Saints key Association, a girls' youth organization of the Latter chain sale Day Saints church, for permission to sell key chains for their girls' camp fund raising program. It was moved by Councilman Siokos, seconded by Councilman Stevens, and carried, that permission be granted. Southeast An application from Southeast Taxi Co., Inc. for Taxi Co. change in taxi cab rates was presented. The present rate change rates are: Flag Drop - 45~ 1/4 mile, 10~ for each held over additional 1/5 mile, $4.00 per hour waiting time in fractions of 10~. The company proposes to change only the mileage rate from 10~ each 1/5 mile to 10~ each 1/6 mile or fraction thereof. In the discussion which followed, the City Manager was asked to check the rates of other companies for comparison with the proposed new rates of the Southeast Taxi Company. It was moved by Councilman Smith, seconded b,y Councilman Stevens, and carried, that the matter be held over pending investigation of taxi cab rates. So. Cal. An extension of the existing agreement between the Humane Soc. City of Lynwood and the Southern California Humane agreement Society for the 1968 calendar year was presented. extended The agreement covers enforcement of the City's animal regulation ordinance, including the licensing of dogs. It .was moved by Councilman Siokos, seconded by Councilman Green, that the City Council approve the extension of the agreement. Roll Call: Ayes: Councilmen Byork, Green, Siokos, Smith, Stevens. A request was presented from the Standard Oil Company for permission to conduct a seismic survey along Alameda Street using a new method which was explained in detail in the letter. The degree of vibration and noise was questioned, and the City Manager suggested that the method of survey be investigated, and that other cities in which it has been used be contacted prior to granting permission. It was moved by Councilman Stevens, seconded by Councilman Smith, and carried, that the Council concur in the recommendation of the City Manager and the request be held over to the next regular meeting pending receipt of more information. The Manager recalled that at the last regular meeting the City Council authorized commencement of vacation proceedings for that portion of Century Boulevard fronting on Lots 3, through 10 in Tract 20680. He presented RESOLUTION N0. 67-78 entitled: "RESOLUTION OF INTENTION: BY THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, DECLARING IT TO BE ITS INTENTION TO VACATE AND ABANDON FOR PUBLIC PURPOSES THAT PORTION OF CENTURY BOULEVARD, X12 FEET WIDE, LYING ADJACENT TO LOTS 3 THROUGH 10 OF TRACT N0. 20680, MAP BOOK 552, PAGES 4, 5 AND 6, RECORDS OF LOS ANGELES COUNTY," and recommended its adoption. It was moved by Councilman Stevens, seconded by Councilman Smith, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Siokos, Smith, Stevens. Noes: None. Absent: None. The City Manager presented a resume of Phase II of the economic analysis prepared by Economic Research Associates and presented to the City Council at its adjourned meeting of November 29. In order to complete the analysis, he recommended acceptance of Phase II of the analysis and authorization to proceed with Phase III. Councilman Siokos pointed out that completion of Phase III was scheduled for completion within a 30 day period, and in view of the pending hearing on the Century Freeway location, he would prefer to accept Phase II and authorize Economic Research Association to proceed with Phase III with a g0 day period for completion. It was moved by Councilman Siokos, seconded by Councilman Smith, and carried, that Phase II of Economic Research Associates economic analysis be accepted. Standard Oi Co. The City Manager concurred in Councilman Siokos' statement and said that everything except the work around the freeway could be done at once, and that the report could be completed after determination of the freeway route. Councilman Stevens asked if there was any assurance that the freeway route would be determined within 90 days and eJ 6 Agreement for recon- struction of signals at Alameda & Century with County approved whether or not the time period for completion of the survey could be extended. The Manager said that the portion of Phase III excluding the freeway could be accepted and Economic Research Associates could be asked to proceed with completion of the report after the g0 day period. The City Manager reported that for sometime the City has been attempting to work out a cooperative agreement with Los Angeles County for reconstruction of the traffic signal system at Alameda and Century Boulevard, the cost to be prorated between the two jurisdictions. The County Road Department has submitted an agreement for Council approval for the construction and upon approval of the agreement the County will proceed to complete plans and specifications and install the signal system. The total estimated cost is $17,500, 5/7 of which will be the City of Lynwood's cost. The City will be billed for actual cost not to exceed 10% of the total estimated cost. Maintenance of the system will be based upon the same ratio. The project will be known as project #147 and will be financed by 186.1 Gas Tax funds. The City Manager recommended approval of the agreement for a reconstruction and updating of the traffic signal system at Alameda and. Century Boulevard. It was moved by Councilman Green, Seconded by Councilman Smith, that the City Council concur in the recommendations of the City Manager and approve said agreement. Dearth Mach. The Manager reported that two bids were received for Co. awarded purchase of a brush chipper as follows: Dearth Machinery brush Company, $3,853.50; Pitman Manufacturing Company, $4,334.40. chipper bid He stated that the Wayne chipper bid by Dearth Machinery Company met all specifications except where the galvanized water tank which was specified. However, Dearth Machinery Company asks that an exception be permitted to allow them to provide an alloy steel tank and a written guarantee has been provided which guarantees the tank against corrosion for a period of 10 years from the date the chipper is placed in service. With this guarantee, the Manager said he could see no reason to reject the bid and recommended that the City Council authorize the purchase of a new trailer mounted Wayne brush chipper Model 16T318 for a total cost of $3,853.50 including tax. It was moved by Councilman Siokos, seconded by Councilman Stevens, that the City Council concur in the recommendation of the City Manager and accept the bid of Dearth Machinery Company for the purchase of a Wayne brush chipper for a total cost of $3,853.50, and that the written guarantee covering the water tank be made a part of the bid. Robbins, representing the Lynwood Exchange Club, addressed the Council to present the club's plans for a concerted crime prevention program. A committee has been appointed to commence the program and has met with Chief Darton concerning their plans. They plan to ask the help of the local press in publicity and perhaps ask that a "box score" be published of breaking and entering types of crimes, to have information sheets printed and distributed through the schools and ask churches, PTAs, other service clubs, and the Chamber of Commerce to help in distribution of printed information which the Exchange Club will provide. Mr. Robbins said that the committee feels that by these means, they should be of some help in deterring the breaking and entering types of crimes which are on the increase, and he asked for the Council's comments and suggestions. The City Council was very enthusiastic about the program and commended the Exchange Club for its plans; however, Councilman Siokos questioned the advisability of the "box scores" publicity as they might be misunderstood or misinterpreted by some people. Upon questioning by the City Council, Chief ,Darton said he would prefer that the "box score" indicate the ,number of alert citizens who assisted the police in incidents of burgl~.ries. Councilman Stevens asked that pavement in need of repair at Josephine and Long Beach Boulevard be investigated, and, also noted that the secondhand store on Long Beach Boulevaru near South Gate still has a great deal of merchandise displayed on the sidewalk. Councilman Stevens also commented on the excellence of the Christmas parade, and commended those responsible for its organization. Councilman Stevens asked if the City has a first aid training program for-city employees, and asked if such a program were not possible. He also commented that clearance has been received from Mexican authorities for delivery of the recreation equipment being prepared by the Fire Department for delivery to Mexico. He also reported on progress of the petitions for stricter border patrol as it concerns influx of narcotics from Mexico. Upon questioning by Mr. George Henderson of the Lynwood Press, Councilman Stevens explained the problems of controlling narcotic traffic across the border and said that appropriation of an additional $1,000,000 is being sought for border control. The proposed new City seal depicting the major cultural advantages of the City was presented for consideration, and it was moved by Councilman Siokos, seconded by Councilman Stevens, and carried, that it be accepted as the official symbolic seal of the City. It was moved by Councilman Siokos, seconded by Councilman Green, that 100 plaques containing this symbolic seal be purchased. Ro11 Call: Ayes: Councilmen Byork, Green, Siokos, Smith, Stevens. Exchange Cl presented crime pre- vention program Stevens comments or stricter border pair petitions New City SE accepted 5~ Mrs. Clara Benck addressed the Council to ask that the All America City designation be replaced on certain city signs from which it has been removed. Councilman Siokos called attention to the fact that Councilman Smith has been appointed to the League of California Cities Urban Problems Committee and Councilman Stevens has been appointed to the Juvenile Delinquency and Crime Committee. Blood Mobile Mayor Byork reminded all those present that the Blood at Com CenterMobile will be at the Community Center on Thursday, December 7 December 7, from 3 to 7 p.m. Mayor Byork also asked 3 to 7 p.m. about progress on the signs to be made indicating the location of Bateman Hall, and the City Manager said that the signs were in the process of being made. Mr. Tony Derry of the Herald American asked if someone in the Police Department would be designated to provide daily information concerning breaking and entering crimes in order that the press can follow through on the publicity requested by the Exchange Club. Mayor Byork suggested that he take his question up with the Exchange Club and Police Department. Comments on Mr. Archie Legg, 3671 Platt Avenue, addressed the Council neighbor to commend the community neighor alert program and alert programdescribed a situation where a moving van authorized to be at his home was immediately stopped by the Police and the driver questioned.
