HomeMy Public PortalAboutM 1968-02-20 - CCO REGULAR MEETING FEBRUARY 20, 1868 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Byork in the chair. Councilmen Byork, Green, Siokos, Smith, Stevens answered the roll call. It was moved by Councilman Smith, seconded by Councilman Stevens, and carried, that the minutes of the regular meeting of February 6, 1968, be approved as written. Res. 68-12 A RESOLUTION N0. 68-12Aentitled: "RESOLUTION OF THE CITY Demands COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented. It was .moved by Councilman Stevens, seconded by Councilman Green, that said resolution be adopted. Roll Call: Ayes: Councilmen Byork, Green, Siokos, Smith, Stevens. Noes: None. Ab sent : None . PUBLIC HEARINGS Hearing - The hour of 7:30 p.m. having arrived, said hour being the Weed Abate- time fixed for hearing objections to the annual weed ment program abatement program, the Council was informed-that notice of hearing had been posted as required by law and that no written protests had been received. The Mayor inquired if there were any present wishing to be heard. As there was no response, the Mayor declared the hearing concluded. ORDINANCES AND RESOLUTIONS Res. 68-14 RESOLUTION N0. 68-14 entitled: "RESOLUTION OF THE CITY Establishing COUNCIL OF THE CITY OF LYNWOOD APPOINTING ELECTION OFFICERS election AND ESTABLISHING POLLING PLACES FOR THE GENERAL MUNICIPAL officers for ELECTION OF TUESDAY, APRIL g, 1968." was presented. Absent : None . ~~""' WRITTEN COMMUNICATIONS ~{ Letter from A letter from Mr. and Mrs. Glen Fullerton, 11328 Atlantic G. Fullerton Avenue, was presented in which they ask that the Council re meat consider adoption of an ordinance regulating packaging of packaging meat in a misleading manner. The letter was accompanied ord. by a news item concerning such an ordinance proposed by ~~ the City of Los Angeles. The Los Angeles proposal has been referred to the Public Health and Welfare Com- mittee which will hold hearings on the proposal later in. the month. The City Clerk stated she would follow the progress of the Los Angeles proposal. It was moved by Councilman Siokos, seconded by Councilman Smith and carried, that the proposal be taken under consideration pending the outcome of the Public Health and Welfare hearings. A letter from the City of Los Angeles urging the City Letter from Council to support efforts to bring the 1976 Summer City of L.A. Olympics to Los Angeles was r ead. It was moved by concerning Councilm an Green, seconded by Councilman Stevens, and 1976 Summer carried, that a resolution be prepared supporting the Olympics selectio n of the City of Los Angeles as the host city for the 1976 Summer Olympics. A letter was presented from Miss Nancy Campbell, Lynwood Girls' Week High School Girls' League President, in which she informed March 17 thru the Council that the 1968 Observation of Girls' Week March 23. will be held March 17 through 23. As a part of the program honoring high school girls, the City Council was requested to support the program by assigning honorary positions to outstanding girls from the high school in order to give them firsthand knowledge of the operation of a city government. It was moved by Councilman. Siokos, seconded by Councilman Green,. that the invitation to participate in Girls' Week Observance by accepted, and that it be suggested that the girls be present at the Council meeting of March 19 and spend. the following day, March 20, in observing the activities of the various departments. ~- REPORTS AND REQUESTS The request of the Crippled Children's Society Angeles County, Inc. for permission to conduct annual Easter Seal Campaign. was presented. It was moved by Councilman Stevens, seconded by Councilman Smith, and carried, that said permission be granted. The Manager reported that as authorized by the City Council on January 16th, plans and specifications have been prepared for the proposed addition to house the telephone equipment and to provide general storage space. The addition is planed to be located immediately south of the existing restroom facilities. As it has been found that access to the room from the City Clerk's office, as originally intended, will disrupt the existing traffic and equipment patterns in that office, access will be provided from the back walkway only. The Manager rece.lled that an appropria- tion of $1Q,000 has been approved for this addition and he proposed that the city act as prime contractor and subcontract for the various specialties. The Manager recommended that the City Council grant final approval to the location of the telephone equipment-storage room, allow the City to act as prime contractor, and direct that the work proceed in accordance with the plans. It was moved by Councilman Stevens, seconded by Councilman Siokos, that the City Council concur in the City Manager's Recommendation to proceed with telephone room approved ~~ recommendations for construction of the telephone equipment storage room. Report on The Manager presented a report on the deteriorating condition police in the police department brought about by increased use of building the building and poor maintenance provided by the maintenance modification contractor. The report contained recommendations for police department modifications based on a previously authorized space utilization study completed in August, 1967. Certain of the study's recommendations have been implemented, but the major modifications have been delayed in order to permit the Police Chief and staff officers to review the proposals and to await. availability of capital funds from the cigarette tax. The Manager requested authorization to proceed with the following: Removal of the north wall in the records bureau, removal of the wall between the existing detective offices, construction of a show-up room replacing the existing laundry room, painting the interior of the building, carpeting the various offices with institutional grade carpet, and adding the necessary cabinets, desks, and files which remain to be purchased, at a total estimated cost of $12,000. With reference to the proposed change in maintenance service for the building, he informed the Council that a separate report would be prepared for the Council prior to the annual budget hearings. The Manager recommended that the City Council authorize the preparation of construction drawings and proceeding with the interior modifications of the police department. In answer to an inquiry concerning an inadequate hot water supply for the police building and City Hall, the Manager said that perhaps improvement of the water system could be included in the modification project. It was moved by Councilman Siokos, seconded by Councilman Smith, and carried, that the Council concur in the Manager's recommendation in authorizing preparation of construction drawings and proceeding with the interior modifications of the police building. Report on The Manager presented for the Council's information a Century report on the status of the Century Freeway hearings. He Freeway stated that it appears that the Commission has limited hearings the location of the hearing to the Compton High School auditorium or Bateman Hall, and he has strongly advocated the use of Bateman Hall. He also reported there appears to be no change in the State Highway Engineer's recommendations for the southerly alignment of the freeway and said it is essential that the entire community support the Council's and the State Highway Engineer's position as to the alignment. He suggested that the Council attempt to get all concerned and interested citizens to attend the public hearing which is expected to be held early in April. Report on The Manager presented for the Council's information a Governor's summary of the recent Governor's Conference on housing Conference and home ownership which was attended by the Chief Housing & Building Inspector. Of prime concern to the City Home is the requirement that a housing element become part Ownership of the general plan by July, 1869, in keeping with ~~ ~~~ Assembly Bill 1952, which became law in September, 1967 The housing element covers the following six phases: 1. Current housing stock survey and analysis. 2. Household survey and market analysis system. 3. Planning analysis. 4. Forecasts and projections; goals and objectives. 5. The housing plan. 6. Implementation of the housing plan. He informed the Council that requirements of the law will demand full time study and analysis which will result in the necessity of retaining a consultant for part of the work or the hiring of a full-time planner who could make the housing element a portion of his full-time work. He said recommendations on this ~.spect would be made at a future date. He also reported that the California Real Estate Association has devised a plan of action which would be of great assistance if adopted by the local real estate board, to help the local governments to improvement substandard housing. He stated that as time permits, he plans to pursue the proposals of the State Association with the Compton-Lynwood Real Estate Board. The Manager presented a report which recalled that on December 19, 1967, the City Council approved a request by Standard Oil Company to permit a vibroseis seismic survey along California Avenue under certain stipulations. He stated an amended request has been submitted in which Standard Oil indicates that they will not conduct the actual vibroseis operation in the City, but will merely lay a seismic cable 5/8" in diameter on the surface of California Avenue only, with the actual shaking of the earth to take place in South Gate with the reflected vibrations being transmitted to the proposed cable. Standard Oil requests that conditions one and three of the original stipulations be waived and the Manager recommended that the City Council amend their original Report on Governor's Conference- Housing & Home Ownership Standard Oil request to la seismic cable on Calif. Ave approved restrictions and. permit only the seismic cable on California Avenue. It-was moved by Councilman Stevens, seconded by Councilman Smith, and carried, that the previous action be rescinded and that Standard Oil Company be permitt ed to lay a 5/8" seismic cable along California Avenue. The City Manager reported for the Council's information Report re cur on the question raised at the previous meeting concerning markings in red curb markings at post office drop stations. The front of mail Police Chief has reported that the red marking is boxes improper and he has requested the City Engineer to cause the curb markings to be changed from red to white as soon as possible. Councilman Siokos asked if the cooperation of the'post office could not be requested in moving the mail boxes away from corners in the interest of public safety.. The Manager reported on the following actions by the Report on P.C Planning Commission at its February 13, 1868, meeting: actions 2/13/ Meeting 1. Approved the request of Ray Silverthorn for permission to erect a 38' plexiglass sign in conjunction with his pet sales store at 3547 Century Boulevard (CB-1 Zone). 2. Approved the request of Mr. Dave .Weiner, representing the Ardmore Company, for a conditional use permit for a donut shop, market, and a dry cleaning store as part of a shopping center being developed at the corner of Fernwood and Atlantic Avenues (CB-1 Zone}. y ~) 3. Approved the request of the Elks Building, and Holding Association for a deviation of parking space requirements based on usable portion of the building proposed to be developed on Atlantic Avenue north of Carlin Avenue. The proposed plot plan was also approved. COUNCIL STUDY Ord. to An ordinance prepared by the City Attorney was presented abate for Council study. The ordinance deals with the abatement abandoned and removal as public nuisances of abandoned, wrecked, vehicles dismantled or inoperative vehicles from private or public property. ORAL COMMUNICATIONS Councilman Green said he read recently about police department personnel having to travel to the east to bring back prisoners and was informed that in cases like this the State bears the cost. Councilman Green also inquired the status of the old motel building on Atlantic Avenue and asked for an investigation and report. on it as there are apparently people living in it. Discussion Councilman Stevens commented in the progress of the concerning development at State and Long Beach Boulevard. He also city asked the City Attorney if there is a ruling on city employees employees participating in city elections. participating in city The City Attorney informed the Council that employees elections may participate in elections to the extent that there isn't such a close relationship between the superior and employee that the campaign would result in injury to public service; that under the present decisions of the State Supreme Court the existing initiative ordinance provisions concerning municipal election activity are unconstitutional. He stated that in ruling the prohibitions unconstitutional, the Supreme Court failed to set up any rules or guidelines. In cases of activity resulting in disruption of public service, he expressed the opinion that a ruling by a department head would be upheld by the courts. The matter of attempting to amend the ordinance by submission to the voters and political activity in general on the part of employees was discussed briefly, with no action being taken. Discussion Councilman Stevens expressed concern about a number of concerning news articles from various cities about preparations police being made for riot control. He presented figures department indicating the number of cars and men on patrol duty in manpower Lynwood in comparison to neighboring cities and asked Chief Dayton for information about a riot control program, manpower needs, and the amount of increase in crime in the city in the past two years. Chief Dayton informed him provisions have been made for riot control; that if a situation develops which 'the department cannot handle, the Sheriff would be called immediately as he is the only one who can request the National Guard. Councilman Stevens stated he felt the department was understaffed and said he was interested in the best protection of the community. Employment of dispatchers to release police officers for duty, improvement of communications systems, modification of the police department facilities were commented upon as indicative of efforts of the Council 7 `~.. to provide effective police protection. Increased manpower in the fire department and other departments of the city was also discussed, with no action being taken. Councilman Siokos commented on the removal of the building from the proposed site of the Home Bank. Mayor Byork read a letter from Mrs. Ferne Floyd requesting observance of "World Day of Prayer," on Friday, March 1, ~"_' 19 6 8 . The City Attorney informed the Council that the ordinance presented to them for study is a League of California Cities model ordinance to allow cities to control the problem of abandoned, wrecked, dismantled or inoperative vehicles. Mr. John Kanka, 5131 Walnut Avenue, addressed the Council to request permission to conduct their annual fireworks stand at 11300 Bullis Road. It was moved by Councilman Siokos, seconded by Councilman Smith, and carried, that approval be granted. Mrs. Jaqueline Trivisano, Pope Street, addressed the Council to complain of her home being broken into several times and several instances of prowlers around her home.
