HomeMy Public PortalAbout19960923REGULAR COUNCIL MEETING SEPTEMBER 23, 1996 CALL TO ORDER - REGULAR COUNCIL MEETING The Regular Council Meeting was called to order on September 23, 1996, 7:30 P.M. with Mayor Duane Schreimann presiding. Prayer was offered by Councilman Steve Nelson, followed by the Pledge of Allegiance. ROLL CALL The following Council Members were present for roll call: Present: Byrd, Haake, Jackson, Jaynes, Kammerdiener, Landwehr, McDowell, Nelson, Nilges and Vincent Absent: A quorum was declared present. SPECIAL PRESENTATIONS City Administrator Rich Mays introduced Mr. Tom Hood, Transit Division Supervisor , who made a presentation regarding his division's activities and responsibilities within the scope of the City's government. Mayor Duane Schreimann made a special presentation of appreciation to Bryan Wyss and Steve Kleffner for their recent assistance in the apprehension of a criminal. Messrs. Wyss and Kleffner were present to accept the award. Ms. Rhonda Lauf introduced herself as the owner of Catoan's Restaurant, and thanked the Council for its consideration at tonight's meeting of the transferral of the lease of the Memorial Airport Cafe from its former lessee, Shirley Love, to herself. Mr. Nick Luetkemeyer, 811 Esther, made a presentation in opposition to the proposed amendments to Bill 96 -53, which is currently on the Informal Calendar. He stated that if the Council passes the bill with the currently proposed amendments, he will no longer build billboards in Jefferson City. CONSENT AGENDA a. Minutes of September 9, 1996, City Council Meeting b. Assignment of Airport Restaurant Lease from Shirley Love to Rhonda Lauf c. Conditional Use in East Havenwood Estates Subdivision REGULAR COUNCIL MEETING SEPTEMBER 23 1996 Following an explanation of item (c) by Public Works Directory Marty Brose, a motion was made by Councilman James Haake to approve the Consent Agenda, seconded by Councilman Bill Byrd and approved unanimously. BIDS OVER $25,000 Bid 1644 - Uniform Clothing & Operational Supplies, Police Dept. - A motion was made by Councilman Carl Jaynes to approve, seconded by Councilman Larry Vincent and approved unanimously. Bid 96 -20 (Cole County Cooperative Bid), Sodium Chloride, Public Works Dept. - A motion was made by Councilman Charles Jackson to approve the bid, seconded by Councilman Bill Byrd, and approved unanimously. MINUTES AND REPORTS RECEIVED AND FILED Mayor Duane Schreimann stated that the following minutes /reports have been received and are on file in the City Clerk's office: Public Works & Planning Committee, 8/29/96; Mayor's Council on Physical Fitness, 8/7/96; Board of Adjustment, 8/13/96; Firefighters' Retirement System Board, 7/12/96; Finance Report, August, 1996; Parks & Recreation Activities Committee, 8/27/96; Parks & Recreation Commission, 8/12/96; ANNOUNCEMENTS BY MAYOR Mayor Duane Schreimann announced that the September Yard of the Month Award recipients were Mr. and Mrs. Larry Brickey, 1000 Cari Ann Drive, and that the award would be mailed to the recipients at their request. MAYORAL APPOINTMENTS Probationary Telecommunications Operator - Jill S. Schnieders. A motion was made by Councilman Carolyn McDowell to approve the recommended appointment, seconded by Councilman Bill Byrd, and approved unanimously. BILLS INTRODUCED Bill 96 -81, sponsored by Councilman Vincent, entitled: REGULAR COUNCIL MEETING SEPTEMBER 23 1996 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO ENTER INTO A GRANT AGREEMENT ON BEHALF OF THE CITY OF JEFFERSON PARKS AND RECREATION COMMISSION WITH THE MISSOURI HIGHWAY AND TRANSPORTATION COMMISSION FOR PEDESTRIAN AND BICYCLE FACILITIES ALONG THE FROG HOLLOW BRANCH OF WEARS CREEK. Temporary political signs may be erected thirty days prior to the election and shall be removed within seven days after the election. The owner of the property on which political signs are located shall be responsible for removal of the signs. Councilman Jaynes requested that Bill 96 -53 be removed from the Informal Calendar and placed on final passage. Bill 96 -53 was read for the third time and placed on final passage. A motion was made by Councilman Carl Jaynes to amend Bill 96 -53 as per the amendment distributed to the Council in their Council packets, seconded by Councilman John Landwehr, and motion to amend was defeated by the following roll -call vote: Aye: Landwehr, Nilges Nay: Byrd, Haake, Jackson, Jaynes, Kammerdiener, McDowell, Nelson and Vincent Following discussion, Bill 96 -53 was defeated by the following roll -call vote: Aye: Landwehr, Nilges Nay: Byrd, Haake, Jackson, Jaynes, Kammerdiener, McDowell, Nelson and Vincent LIAISON REPORTS Councilman Larry Vincent distributed a report from Laidlaw and reported on the status of the Solid Waste Committee. UNFINISHED BUSINESS Councilman Randy Kammerdiener stated that the City staff still needs to take a look at the billboard issue and present information for a bill to be introduced at a later date. NEW BUSINESS Councilman Carolyn McDowell recognized the JCTV volunteers at the meeting and commended them for their work. EXECUTIVE SESSION MINUTES Councilman McDowell moved that the Executive Session Minutes of September 9, 1996, be approved, motion was seconded by Councilman Charles Jackson, and approved with Councilman Nelson abstaining. REGULAR COUNCIL MEETING SEPTEMBER 23 1996 ADJOURNMENT There being no further business to come before the Council at this time, Councilman Jaynes moved that the Council go into Executive Session for the purpose of discussing litigation, real estate, and personnel, seconded by Councilman Kammerdiener, and approved unanimously at 8:25 P.M. by the following roll -call vote: Aye: Byrd, Haake, Jackson, Jaynes, Kammerdiener, Landwehr, McDowell, Nelson and Vincent Nay: Nilges
