HomeMy Public PortalAbout2020-07-14 Item 3bNOTICE OF SPECIAL MEETING MILLBRAE CITY COUNCIL MINUTES - DRAFT June 19, 2020 City of Millbrae Mission Statement: “Enhancing the quality of life in our shared community, providing great services, encoura ging community engagement, fostering economic growth, and embracing cultural diversity in a safe environment.” Per Governor Gavin Newsom's Executive Order N-29-20 and the March 16, 2020 Order of the Health Officer of San Mateo County Directing All Individuals Living in the County to Shelter at Their Place of Residence, the Governor has allowed local legislative bodies to hold public meetings via teleconference and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body or state body to avoid public gatheri ngs, and has suspended all contrary provisions of the Brown Act. THIS MEETING WILL BE VIA VIDEO CONFERENCE ONLY and can be watched in real-time on the Millbrae Community Television Cable Channel 27 or on www.mctv.tv . The City has established a temporary email address residents can use to email comments for public communication or for agenda items. Any public comments sent before 1:30 p.m. to this email will be read aloud during the Special City Council meeting. The email address is: Millbraecouncilmeetings@ci.millbrae.ca.us The City Clerk shall read all email comments, provided that the reading shall not exceed three (3) minutes, or such other time as the Council may provide, consistent with the time limit for speakers at a Council meeting. The email comments submitted shall become part of the record of the Council meeting. CALL TO ORDER MILLBRAE CITY COUNCIL Mayor Holober called the meeting to order at 1:35 p.m. ROLL CALL: Mayor Reuben D. Holober, Vice Mayor Ann Schneider, Councilmembers Anne Oliva, Gina Papan, and Wayne J. Lee PUBLIC COMMUNICATION Resolution Authorizing the City Manager to Execute Amendment to the Agreement with the County of San Mateo for Animal Control Services to Extend the Agreement for One Year Administrative Services Director/City Clerk Louis presented the report. Councilmember Oliva presented a report from the Ad Hoc Subcommittee and thanked Lori Morton- Feazell, Animal Control and Licensing Manager/ Chief Deputy Registrar, for taking time to meet with them and answer their questions and concerns. She recommends that the Council proceeds with the agreement. Councilmember Papan stated that the presentation with Ms. Feazell was helpful and addressed the concerns regarding the vans for the animals, wages, and the salary of the Board President. Lori Morton-Feazell, Animal Control and Licensing Manager/ Chief Deputy Registrar, presented to the Council and provided background on the agreement with the Peninsula Humane Society. She noted that the contract does not delineate the salary to Humane Society staff, and that maybe this will be included in the future agreement. There is a request for proposals (RFP) that is scheduled to be released in the fall, for a new contract and possibly new vendor. There is a committee comprised of cities and County staff for the RFP and Millbrae will be included in the committee. Vice Mayor Schneider inquired if the RFP would include parity in the salary between the President and staff; she also wanted to ensure that employees have personal protective equipment (PPE). CITY COUNCIL November 13, 2012 2 Ms. Morton-Feazell, noted that salary will need to be discussed with County counsel and with regard to PPE, they are given a bullet proof vest and have an allowance to buy boots and other gear/equipment that is necessary to perform their job. Mayor Holober inquired who owns the Rollins Road facility. Ms. Morton-Feazell stated that it is owned by the Peninsula Humane Society and was built with donor dollars. The facility at 1200 Airport Boulevard is a County facility built on County land. Mayor Holober inquired if adoption services are not included in this agreement. Ms. Feazell-Morton stated that was current, those services are not in this agreement; the Humane Society runs the adoptions program Mayor Holober inquired if the new RFP could include language stating if the President’s salary is over a certain dollar amount, then the RFP is non-responsive. Ms. Feazell-Morton stated that this would have to go through County Counsel. Councilmember Oliva stated that the salary for the Humane Society President may be part of their bylaws and out of our control. Mayor Holober stated that there may be limitations in the RFP regarding how much goes towards to the President’s salary. Ms. Feazell-Morton stated that currently the contract pays 40% of the President’s salary, and this can be included in the RFP. City Manager Williams noted that through the RFP process the County can ask for better service and that certain performance standards and criteria be met. No public comment for this item. Upon a motion/second by Lee/Schneider, Resolution No. 20-38 authorizing the City Manager to execute Amendment to the Agreement with the County of San Mateo for Animal Control Services to Extend the Agreement for one year was unanimously approved.
