The City Council of the City of Lynwood met in an adjourned
regular meeting in the City Hall, 11330 Bullis Road, on above
date at 4:00 p.m.
Mayor Siokos in the chair.
Councilmen Byork, Green, Siokos, Smith, Stevens answered the
roll call.

Mayor Siokos announced that the regular meeting of June 18,
1968, had been adjourned in order to discuss employee
' budget requests with representatives of the various employee
associations.
A brief summary of general fund budget proposals was read
by the City Manager, who stated that following the
presentations of the employee representatives, he wished
to make his recommendations. He recommended consideration
of possible new revenue sources, such as hotel-motel tax,
towing franchise, bed tax for convalescent hospitals,
and apartment house license tax. With adoption of these
taxes, it would be necessary also to increase the
general fund tax rate 7-1/2 cents.
Richard Kryger, representing the Police Officers Associa-
tion, presented the following requests on behalf of the
police personnel: (1) 7.5% across-the-board increase for
all police personnel; (2) time and one-half for all off-
duty court time and all overtime; (3) holidays off with
vacation on a work-day basis; (4) longevity pay of 3%
for all ranks upon completion of three years of service.
Keith Johnson, representing the Firefighters Association,
presented their requests, as follows:
1. Wage proposals: Assistant Fire Chief, 15%; Fire
Captain, 11%; Fire Engineers, 10%; Firemen, 8%.
2. Section 21264, This section pertains to widow
survivorship for safety members after retirement.
3. Longevity pay at the rate of 2-1/2% of base pay
after (5) years service and one half of one percent
each year there after.
4. Consideration for reimbursement of unused sick leave
at time of service retirement.
Dan Wheat, representing the miscellaneous employees,
stated that in addition to the salary requests previously
discussed with the City Manager, the employees request
consideration of compensating time off for holidays which
fall on Saturday.
The Manager recommended as follows: (1) 5 per cent across-
the-board salary increase for police personnel, except
for 8.75 per cent for Captain; (2) for police personnel,
straight-time pay for court time and for all departments,
straight-time pay or time off for overtime to a total of
40 hours on the books; (3) police and fire department
personnel be permitted to take days off in lieu of
holidays with their vacations; (4) recommended against
longevity pay, based on excessive cost; (5) 5 per cent
across-the-board salary increase for all fire department
personnel, except for 10 per cent for Assistant Chief;
(6) recommended against adoption of Section 21264 in the
State Retirement contract and longevity pay, because of
prohibitive cost; (7) recommended that employees retiring
on service retirement be paid one-half of unused sick
leave upon retirement; (8) recommended against granting

budget consideration of a life insurance program in
requests addition to health insurance.
The City Manager stated that accumulation of vacation
time has been requested, and after discussion, the
Council appeared to favor permitting a one-week
carry over, to a maximum accumulation of 28 days.
Various points were clarified by the employee
representatives at the request of the City Council,
and the Manager stated he would like to present his
recommendations in final form at the next Council
meeting.
The meeting was adjourned to an executive session.
Following the executive session, it was moved by
Councilman Smith, seconded by Councilman Stevens,
and carried, that the meeting be adjourned.
