HomeMy Public PortalAbout19961007REGULAR COUNCIL MEETING OCTOBER 7, 1996 CALL TO ORDER The Regular Council Meeting was called to order on October 7, 1996, 7:30 P.M. with Mayor Duane Schreimann presiding. Prayer was offered by Councilman Carl Jaynes, followed by the Pledge of Allegiance. ROLL CALL The following Council Members were present for roll call: Present: Byrd, Haake, Jackson, Jaynes, Landwehr, McDowell, Nelson, Nilges and Vincent Absent: Kammerdiener A quorum was declared present. PUBLIC HEARINGS City Budget and Gross Receipts Utility Tax - No one present asked to speak at the public hearing. Mayor Duane Schreimann announced the public hearing was concluded. Councilman Rick Nilges announced that a second public hearing concerning the City budget would be held by the Finance Committee later in the month of October. REGULAR COUNCIL MEETING OCTOBER 7, 1996 Approval of Contract Amendment with Hardt Construction for Additional Demolition Work A motion was made by Councilman Bill Byrd to approve the Consent Agenda, seconded by Councilman Larry Vincent, and approved unanimously. BIDS OVER $25,000 Approval of Insurance Renewals - A motion was made by Councilman Carl Jaynes to approve the renewals, seconded by Councilman Charles Jackson, and approved unanimously. Councilman John Landwehr announced that the Annexation Committee will begin meeting about the time the Finance Committee meetings are concluded, and that further details will be given to Council Members at a later date. UNFINISHED BUSINESS Councilman Rick Nilges asked Parks and Recreation Department to considerthe installation of permanent restroom facilities along the Edgewood Drive pedestrian trails. NEW BUSINESS There was no new business to come before the Council at this time. REGULAR COUNCIL MEETING OCTOBER 7, 1996 EXECUTIVE SESSION MINUTES Mayor Duane Schreimann announced that the September 23 Executive Session Minutes will be placed on the October 21 Council Agenda for approval. ADJOURNMENT There being no further business to come before the Council at this time, Councilman Byrd moved that the Council go into Executive Session for the purpose of discussing personnel, seconded by Councilman Nelson, and approved unanimously at 8:15 P.M. by the following roll -call vote: Aye: Byrd, Haake, Jackson, Jaynes, Landwehr, McDowell, Nelson and Vincent Nay: Nilges ACTIONS TAKEN IN EXECUTIVE SESSION Personnel Councilman Rick Nilges made a motion that the Council approve Mayor Schreimann's recommendation of a 3% meritorious increase in salary for City Administrator Rich Mays, motion was seconded by Councilman Bill Byrd, and approved unanimously.
