The deck replacement included replacing the walls on the Upper Level and Middle Level in the deck area which were designed and repaired in accordance with the latest building code. As the repair project proceeded, additional rot was uncovered and repaired by the contractor. Most of these were not structural and did not require my review. The items that were structural included: 1. Replacement of the west wall of the bedroom in the center of the residence. 2. Replacement of some TJI floor joist under the west bedroom in the center of the residence. 3. Installing ceiling joist for the Middle Level East Deck. 4. Modifications to the entrance roof on the west side of the residence. All of these structural repairs were constructed to meet the latest building code. I have attached the Observation Reports prepared by me that give the areas needing additional attention and what action was taken. I have a report with the repair requirements that the contractor used to make the repairs. If you need a copy of this report please advise. John A. Observations: 1. The existing roof rafter clips on the rafters over the modified door openings on the Upper Level east wall to the deck are connected to the wall top plate. The replacement of the door header did not allow connecting this top plate to the header. Strapping has not been installed as required in the Structural Repair of water damage for #3 6 Terrace Lane, Tybee, GA Report Revised August 30, 2011 UPPER LEVEL FLOOR EAST WALL REQUIREMENTS Item 1. "Upper Level rafters in area of wall repairs shall have rafter connected to each stud below Simpson CS18 strap with five 8d nails in rafter and stud or header ". Install these straps on the interior side of the wall. Green Room on the west wall framing has been revised removing one widow and moving the other window. The wall revised wall framing is improper with a single top plate supporting two original Header Studs. Provide (2) 2 x 8 header over the window supported on the two header studs on each side of the window and provide two full height studs on each side. Sheet SK-3 requires the Upper Level deck west Edge Beam to be a 2 x 12 Pressure Treated Southern Pine anchored to TJI Joist rim joist and blocking with 1/2" galv bolts 3" on each side of all joists. Some of these bolts were missing due to conflict with the strapping connecting the Upper Level wall to the wall below. Provide a additional 1/2" Page 6 of 17 ANNER ENGINEERING galv bolt at the north side of where the joist start the curve on the south end of the deck and one as close as possible to where they were omitted due to the strapping. The questionable connections of the braces using a 2 x 4 has been eliminated by the owners requirement to install a ceiling with joist that brace the bottom of the edge beam to the house, finalizing this item. 8. #10 x 3" screws are missing on the fourth column from the north end and the second column from the south end that connect the 2 x 12 vertical strut from edge beam to floor joist on north and south side of column as required in SK -6. See photo above finalizing this item. 9. SK- 6 requires the 2 x 12 vertical strut from edge beam to floor joist to be connected to the edge beam with six #12 x 3 1/2" screws. However some of the connections have 2 x 4 connected to the edge beam and the strut with questionable fasteners. Contractors to explain how these connections were made. See photo above finalizing this item. 10. Powell advised that they were obtaining more of the SS screws to connect the CS18 straps to the columns. There were several connections of the CS18 missing screws at the top and bottom of the Permacast column. See photo below finalizing this item. 11. Timber cap plate should have been turned the other direction and wedge shims are not to be used. Replace timber cap plate with hardwood cap plates turned opposite direction of the beam span and replaced wedges with steel plates. Modifications to these connections had to be made due to existing ties were damaged. The anchors used on each column are to be provided during the next field review for me to analyses to determine if they develop the required uplift load. This tiedown has a 3,965 lb uplift capacity (7,930 lb total) which is greater than the 5,643 lb uplift on the CMU columns from the Upper Level and Middle Level decks eliminating the requirement for the two CS18 straps. Observations: 1. The doors on the Upper and Middle Level on the east wall to the decks had been reframed. The original headers and king /jack studs have been replaced. The Upper Level door headers exceeded the requirements shown on SHEET SK -1 and have three LVL beams. Strapping was not performed as detailed on SHEET SK -2 with the headers being strapped to the full height studs but the extended the straps to the floor beam below which is better than having straps to the full height studs at each end. Mr. Powell requested permission to install a concrete column on the Lower Level sitting on the existing footing connected to the existing east wall south end column. This column is to support the west edge beam of the Middle Level deck because he did not have a good means of supporting this beam on the corner of the house. This was approved if the owner did not have a problem. Recommendations: 1. Upper Level roof rafters over the revised door area have not been anchored to the header as required on SHEET SK -2. 2. Upper Level revised door area Strapping of the full height and Jack studs on the Upper Level exceeded the requirements shown on SK -2 revised 8/13/11 except no straps were installed on the inside as my 8/10/11 report. The wall strapping and ties should have about 1/3 of them on the inside of the wall with 2/3 on the exterior face of the wall. See instructions in item 3 which will cover this requirement. 3. Upper Level revised door area headers were not tied to the full height studs but tied to the floor beam below does not offer lateral resistance. Contractor is to install two CS18 diagonal straps on the inside face of the Upper Level east side 8' door headers from the header to the full height studs on both ends of header. 4. The Middle Level 8' door opening north end did not have the strapping of the studs to the Middle Level edge beam and needs to be installed. 5. Middle level floor beam attachment to CMU column below required the existing PA51 strap plus adding one MSTAM36 strap to LVL beam which have not been installed. 6. The Middle Level east side 8' door headers were not tied to the full height studs but tied to the Jack Studs that were tied to the floor beam below which does not offer lateral resistance. Contractor is to install two CS18 diagonal straps on the inside face of wall from the header to the full height studs on both ends of header. 7. Sheathing nailing had not been completed to meet the requirements in my 8/10/11 report: Based on 3/8" sheathing, make sure that any replaced exterior sheathing is nailed with #6 nails at 5" max spacing on the Upper Level and #8 nails at 2" max spacing (staggered) on the Middle Level on the panel edges and 12" on all intermediate framing in accordance with SSTD 10 -99. 8. Mr. Powell advised that he has confirmed that the porch on the west side is supported by fill material that is against stud walls. He is going to submit a method of correcting this problem. These recommendations are based on the information and codes available at the time of my field review. Should additional information become available, I reserve the right to determine the impact, if any, the new information has on our opinions and conclusions; and to revise my opinions and conclusions if necessary and warranted. Neither my observations nor this report is intended to cover hidden defects, utilities, building egress, architectural features or finishes, vapor - moisture protection, termite treatment, building set back, code compliance of the building except for main framing requirements. SHEET SKI through SHEET S4 are provided giving required member sizes of the framing members and new foundation requirements. Original construction of this residence was completed around March 2004 under the 2000 IRC. Repair design is base on the 2006 IRC. A. TESTING FOR MOISTURE INTRUSION: 1. Burt's Coastal Services Inc. July 22, 2007 tested high moisture content in second floor framing and walls at 40 %. Wall framing moisture needs to be verified to be below 19% before repairs are made. UPPER LEVEL FLOOR EAST WALL REQUIREMENTS 1. Upper Level rafters in area of wall repairs shall have rafter connected to each stud below Simpson CS18 strap with five 8d nails in rafter and stud or header. 2. Post between doors shall have one header stud under headers and two full height studs. 3. Upper Level 38 7/16" opening header in area of wall repairs shall have header connected to full height studs below with Simpson CS18 straps with seven 8d nails in header and stud. Upper Level 73 5/8" opening header in area of wall repairs shall have header connected to full height studs below with two Simpson. CS18 straps with six 8d nails in header and stud of each strap. These full height studs shall be connected to studs in Middle Level below with Simpson CS18 strap with six 8d nails in full height studs, Rim Joist and stud below. 5. Upper Level studs in area of wall repairs shall have stud connected to studs below with Simpson CS18 strap with six 8d nails in upper and lower stud. 6. The Jack and King studs at windows shall meet the minimum requirements on the sketches and meet the size and anchorage requirements in SBCCI SSTD 10 -99. UPPER LEVEL FLOOR DECK REQUIREMENTS 1. The original 2 x 12 Pressure Treated floor joist at 16" centers meets code requirements. Joist shall be anchored to wall Rim Joist and east edge beam with Simpson A34 with four 8dx nails in Rim Joist and deck joist to resist uplift. 2. Provide full depth blocking between TJi interior room floor joist under wall with tight fit to take vertical load of wall above to wall below. 3. Provide 2 x 12 Pressure Treated rim joist at end of interior floor joist with 2 x 6 on top of rim joist to support wall above. Connect to ends of TJI Joist and blocking. 4. The original 2 x 12 Pressure Treated floor joist shall be supported on edge beam with Simpson HY212 joist hanger. 5. Edge Beam on the west side shall be 2 x 12 Pressure Treated Southern Pine timbers. Beam shall be anchored to TJI Joist rim joist and blocking with 1/2" galv bolts 3" on each side of all joists. 6. Edge Beam along the wall shall be 2 x 12 Pressure Treated Southern Pine timbers. 7. Provide blocking in the deck floor framing between the rim joist or ledger board and first two floor joists. Blocking to be the same size as the floor joist and spaced at 4' centers. MIDDLE LEVEL FLOOR EAST WALL REQUIREMENTS 1. Post between two 8' doors shall have two header studs each side and seven full height studs. All full height studs in post shall be connected to studs on each end in Middle Level and the studs in the Upper Level above or the Rim Joist on the Upper Level floor and the existing Parallam beam on the Middle Level floor with Simpson CS18 with nine 8d nails in full height studs and Parallam beam below. 4 of 7 ANNER ENGINEERING Richmond Hill, GA 31324 1000 Sweet Hill Road 912 - 727 -3724 Mobile 912- 663 -7020 2. Post on each end of doors shall have two header stud and four full height studs. These full height studs shall be connected to studs in Middle Level and the existing Parallam beam with Simpson CS18 with nine 8d nails in full height studs and Parallam beam below. 3. Middle Level 8' -2" opening header in area of wall repairs shall be a 3 112" x 11 %d" LSL 1.55E Beam. Connect header to full height studs below with three Simpson CS18 straps with nine 8d nails in header and full height stud of each strap. 4. Middle Level studs in area of wall repairs shall have stud connected to studs below with Simpson CS18 strap with six 8d nails in upper and lower stud. 5. Middle Level full height studs beside wall openings in area of wall repairs shall have the stud connected to stud below with Simpson CS18 strap with six 8d nails in upper and lower stud. Hurricane strapping 6. Studs above 8' -2" opening headers shall be connected to header with Simpson CS18 strap with six 8d nails in stud above and header. 7. Window openings studs shall have stud to wall sill strapping in accordance with SBCCI SSTD 10 -99 Standard. 8. Parallam beam supporting east wall of Middle Level shall be anchored to columns below with one Simpson PA51 with 13 10d nails into Parallam beam and one Simpson MSTAM36 twisted to attach to Parallam beam and column at each CMU column. 9. Double 2 x 12 edge beam supporting east edge of Middle Level deck shall be anchored to columns below with one Simpson MSTAM36 twisted to attach to Parallam beam and column at each CMU column. 10. Middle Level deck has existing mechanically operated metal shutters around the exterior edge of the deck. These shutters have a vertical post that spans from the Middle Level deck to the bottom of the Upper Level deck framing beside each structural column. These shutters are to remain to protect the doors and windows in the porch area from flying debris. 11. HB &G PermaCast Load - bearing columns; fiber - reinforced polymer composite; weatherproof, insect-proof will be used to support the Upper Level deck from the Middle Level deck. Columns will be supported on the Middle Level Deck and connected to the bottom of the Upper Level deck along the exterior edge of the deck to support the vertical load of the Upper Level deck. The original 2 x 12 Pressure Treated floor joist at 16" centers meets code requirements. Provide blocking in the deck floor framing between the rim joist or ledger board and first two floor joists. Blocking to be the same size as the floor joist and spaced at 4' centers. INTERIOR GYPSUM BOARD WALL & CEILING REQUIREMENTS: 1. All gypsum board materials and accessories shall conform to ASTM C 36, C 79, C 475, C 514, C 630, C 931, G 960, C 1002, C1047, C 1177, C 1178, C 1 278, C 1395 or 1396. Gypsum wallboard shall be a minimum of 5/8" thick. Gypsum wallboard shall be attached to the wood framing with type W or S screws in accordance with ASTM G 1002 spaced at 7" maximum on center and penetrate the wood not less than 1 1/8". Repair Specifications: A. All work under this contract shall conform to all codes, ordinances, and regulations of all authorities having jurisdiction over this work whether covered or not covered or in these documents. B. All construction shall be in accordance with 2006 international residential code, SBCCI Standard for Hurricane Resistant Residential Construction SSTD 10 -99, OSHA, AISC codes and requirements and all applicable standards. C. Coordinate layout of framing members with all trades to insure that joist, and plates are not extensively notched, cut or bored. Refer to standard building code for allowable cutting notching and boring of framing members. The engineered framing member sizes provided are based on using No. 2 pressure treated southern pine with Fb = 1,200 psi, e = 1,600,000 psi. The engineer shall approve substitutions before using. E. Existing wall framing moisture shall to be verified to be below 19% before repairs are made. F. All blocking and ledgers for timber beams and joist shall be pressure treated. If shims are required under any blocking, they shall be full size (not shims) hardwood. G. All connecting steel angles, plates and bolts shall be hot dip galvanized in accordance with ASTM A -153. H. All lumber in decks or in contact with concrete, masonry, ground or otherwise noted on the drawings shall be pressure treated in accordance with AWPE Standard LP -2. I. Girder and headers shall be sized in accordance with 2006 IRC tables R502.5(1) and R502.5(2). Spans greater than provided in tables R502.5(1) and R502.5(2) shall be designed by an engineer. All headers shall be a minimum of 2 x 8 and will be solid. J. Floor joists shall be sized in accordance with requirements in 2006 IRC CHAPTER 5 and TABLES R502.3.1(1) and R502.3.1(2). K. FLOOR JOISTS SHALL BE FASTENED TO THE SILL PLATE OR TOP PLATE IN ACCORDANCE WITH REQUIREMENTS OF 2006 IRC TABLE R602.3(1). L. Joists exceeding 2 x 12 shall be supported lateral by solid blocking, diagonal bridging (wood or metal), or a continuous I x 3 strip nailed across the bottom of joists perpendicular to joists at intervals not exceeding 8'. M. Wall corners shall be constructed as required in SSTD 10 -99 FIGURE 305T6. N. Framing shall be connected in accordance with 2006 IRC Table R602.3(1) as a minimum. O. All nails shall be threaded shank nails. P. All screws and nails in pressure treatment lumber shall be treated as recommended by Southern Pine Association for the pressure treatment used.
