Councilmen Byork, Green,Siokos, Smith, Stevens answered the roll call. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that the minutes of the regular meeting of August 20, 1868, be approved as written. Res. 68-49 RESOLUTION N0. 68-4g entitled: Demands CGUNCIL OF THE CITY OF LYNWOOD DEMANDS PRESENTED AND ORDERING was presented. It was moved by by Councilman Green, that said Roll Call: Ayes: Councilmen Byork, Green, Noes: None. Absent: None. "RESOLUTION OF THE CITY ALLOWING AND APPROVING THE WARRANTS DRAWN THEREFOR." Councilman Stevens, seconded resolution be adopted. Siokos, Smith, Stevens. Empl.Assn. Mr. Leo Weber, President of the Lynwood City Employees Memberships Association presented to the members of the City Council to City honorary life memberships in the Employees Association. The Council Council members expressed their thanks for the honorary memberships and their pleasure in working with the Employees Association. WRITTEN COMMUNICATIONS Merrell A letter from Mr. Frank C. Merrell, 3811 Agnes Avenue, was inquiry re presented. Mr. Merrell inquired about recent resurfacing of street Josephine Street east of Atlantic Avenue and subsequent construe- excavation for storm drain work. It was moved by Councilman tion. Smith, seconded by Councilman Green, and carried, that the letter be accepted and filed, and that a letter explaining the work being done be sent to Mr. Merrell. Columware, A letter from Columware, Inc., 2551 Fernwood Avenue, concern- Inc. re ing the value of a silent alarm system in the Police Depart- silent ment, and favoring its retention, was read. It was moved by alarm. Councilman Byork, seconded by Councilman Stevens, and carried, that the letter be accepted and filed, and that the company be informed that it is not the Council's intention to do away with the system. Mayor Siokos adoption. stated that an ad hoc committee has been formed which will meet for the first time on September 4, to investigate matters pertaining to the Century Freeway Route, directed toward a request by the City Council for a formal rehearing on the route. REPORTS AND REQUESTS If The application of Western Refuse Hauling, Inc., 401 West San Francisco Street, Gardena, for a special permit to conduct ~. .~ ~~ the business of rubbish hauling was presented. The Police Western Refuse Department investigative report indicated no reason why Hauling granted a special permit should not be granted. It was moved by Councilman Smith, seconded by Councilman Green, and carried, that the special permit be granted. Mr. Jack Ballard, 3191 Sanborn Avenue, complained of the commercial trash collector in his neighborhood collecting ,,,,~„ trash at five o'clock in the morning, and he was told that efforts would be made to locate the collector and request his co-operation in commencing collection at a later hour. The City Manager reported that Mr. Lloyd Knight and Norman Chamber of Wasserman, of the Chamber of Commerce, have presented their Commerce Fall plans for the annual Chamber of Commerce Fall Festival to Festival pre- the Recreation Commission. The Commission approved plans sentation. for the festival with the following stipulations: (1) that the Chamber of Commerce enter into a written agreement with the city specifying the conditions under which the Fall Festival must be conducted; (2) that the Chamber of Commerce provide whatever type and amount of insurance the city may require; (3) that all specific requirements of the Recreation and Parks Department, Police Department, Fire Department, and Building Department be adhered to by the Chamber of Commerce and the S.J.M. Fiesta Company. In addition, the City Manager suggested that the City Council consider requiring that a management representative of S.J.M. Fiesta Company be on the grounds 2~f hours a day, and that this requirement be included in the proposed agreement. Mr. Norman Wasserman, Chamber of Commerce Secretary, addressed the Council to present details of the programs by means of cards outlining the various activities included in the festival. He presented a plot plan of the grounds and said that lighting along the midway would be greatly improved over previous years. Among the goals of the program are establishing an identity for Lynwood, promoting local business, and working toward a gift to the city when it celebrates its 50th anniversary in 1971. A change in the ticket books is being made to provide that tickets will be good for all rides; also, a number of boys will be brought from the Optimists' Boys Home and the entire. midway will be turned over to them for two hours, free of charge. After discussing better supervision of the event on the part of the S.J,M, company and other aspects of the festival, the Mayor thanked Mr, Wasserman for his presentation and informed him that a formal agreement would be prepared and presented to the Council at its next meeting, The City Manager presented for the Council's information a Health Depart- report on the activities of the County Health Department. He activities said that Dr. Auriemma, Health Officer of the Compton District, has stated that Mr. Cal Miller, health inspector for the Lynwood area, reports that an intensive clean-up campaign has been conducted in Lynwood during the past year, and that Mr. Miller is hopeful that all of Lynwood will soon be above average in health standards due to the co-operation and interest shown by the residents and businessmen in improving sanitation conditions in the city. A report on the bids submitted for furnishing the city with asbestos cement pressure pipe was submitted by the City Manager. The low bid of Voss International Corporation, a local concern affiliated with the Kubota Manufacturing Company of Japan. Although the pipe is made in Japan,. it is the opinion of the City Attorney that the city has a legal right to purchase the pipe because of the fact that asbestos is not a domestic product and does not come under restrictions of ~7~ Pipe bid the "Buy American Act." As the pipe meets the city's accepted. specifications, the Manager recommended that the City Council accept the bid of the Voss International Corporation for 5,000 feet of 12" asbestos cement pressure pipe, 1,000 feet of 8" asbestos cement pressure pipe, and 1,000 feet of 6" asbestos cement pressure pipe for a total price of $20,7b9.00. It was moved by Councilman Smith, seconded by Councilman Green, that the Council accept the bid of Voss International Corporation for a total price of $20,769.00. Acceptance of the foreign-made product was discussed and the City Attorney said the Council was obliged to accept the low bid. Roll Call: Ayes: Councilmen Byork, Green, Siokos, Smith. Library The Manager presented for the Council's approval the maintenance revised agreement between the City of Lynwood and the agreement County of Los Angeles for maintenance of the library grounds approved. by city forces, as approved by the City Council at its July 16, 1968, meeting. The Manager recommended approval of the con- tract and authorization of its execution by the Mayor on behalf of the city. It was moved by Councilman Green, seconded by Councilman Stevens, that the Council approve the agreement and authorize the Mayor to execute said agreement on behalf of the city. Alley The City Manager recommended that the matter of the vacation vacation of a portion of the alley between Lots $, 7, 8, 9 and 10, referred Block 8, Tract 9288, requested on behalf of the Hollywood to Plan. Boys Club, be referred back to the Planning Commission for Commission clarification of their reason for recommending that the City Council deny the requested alley vacation. He stated that the Planning Commission minutes do not state that the recommendation was made because the vacation does not conform to the General Plan of the city, but that that point was dis- cussed in the Planning Commission meeting. If the Planning Commission finds that the proposed vacation does not conform to the General Plan, the City Council cannot proceed further. The City Attorney agreed that the Planning Commission in recommending denial must make a specific finding. It was. moved by Councilman Green, seconded by Councilman Smith, and carried, that the Council concur in the recommendation of the City Manager and refer the matter back to the Planning Commission. Allied The Manager presented a letter from Mr. Carl C. Kanowsky Upholstery of Allied Upholstery Mfg. Inc., 3000 Imperial Highway, commends commending the Fire Department for their immediate response Fire Dept. to a call on August 23 when a fire started in the Allied factory. He expressed his appreciation for the efficiency of the firemen and their efforts to limit the amount of water damage in controlling the fire. ..~„ Police Dept.A letter from Mr. Edward Fuhrman commending the Police De- commended. partment for their prompt response to calls on two occasions was also presented. Mr. Fuhrman's letter described the cir- cumstances requiring police assistance and complimented the department and the individual officers for their quick action and their courteous and efficient handling of the problem. ~ ~J ORAL COMMUNICATIONS Mr. Jack Ballard, 31g1 Sanborn, addressed the Council to Ballard re complain of cars speeding along Peach Street and about Instant Whip noise from the refrigerated trucks at the Instant Whip Co, etc. Company. He also inquired about the status of the zoning in the central Lynwood business district and expressed the hope that the Council would act toward future redevelopment of the area. Mr. Don Carr, 3338 Los Flores, addressed the Council to Carr re Los inquire about the status of the street widening project, and Flores was told that a report would be presented to the City Council widening at its next meeting. Mr. Carr also complained of the hazards resulting from trash and weeds on the vacant lot adjacent to his property, and of disabled vehicles at the rear of the building at the northeast corner of Los Flores and Long Beach Boulevard. Don Mr. Fix Dixon of the Chamber of Commerce addressed the Council to ask their co-operation in wearing beards and western apparel during the annual fall festival. Cities Councilman Stevens commended the Police Department for Stevens commend; their handling of a recent situation involving drugs and Police Dept. narcotics and described briefly the events surrounding the apprehension of a number of suspects. Councilman Green inquired about the auto repair shop at the northwest corner of Euclid and Long Beach Boulevard, and asked if' they are properly licensed and in the proper zone. The City Manager said the matter would be investi- gated. Mr. Green also said a bad situation exists concern- ing tow trucks parked on the street at Oakwood and Long Beach Boulevard. Councilman Green said that from time to time a Highway Patrol check point is set up on Century Boulevard, and asked if some arrangement couldn't be made whereby those having deficiencies to be corrected and checked at a later date by t•he Highway Patrol could have the check made within the city, rather than being required to drive to another city to have the correction verified. Repair garage at Euclid & L.B. questioned. Highway Patrol inspection The Mayor commented on isolated instances where curbs and Sidewalk repair gutters are missing or badly in need of repair, and the questioned. Manager said the city pays ~0% of such repair or replace- ment, and asked that he be notified when such locations are observed so that they can be investigated.
