REGULAR MEETING MARCH 4, "1969
'Phe City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
Mayor Siokos in the chair.
Councilmen Byork, Green, Siokos, Smith, Stevens answered
the roll call.
It was moved by Councilman Stevens, seconded by Councilman
Green, and carried, that the minutes of the regular
meeting of February 18, 1969, be approved as written.

PUBLIC HEARINGS
Hearing - The hour of 7:30 p.m. having arrived, said hour bein? the
Housing Code time fixed for public hearing on the abatement of Housing
violations Code violations at 5262-64-66 Fernwood Avenue (Lot 54,
5262-64-66 and west one-half of Lot 55, Tract 6577), the Mayor
Fernwood requested information concerning the subject hearing.
The Chief Building Inspector, Jack DeJong, presented a
rep o_:-~t describing the Housing Code violations at said
address, and requested that the City Council, acting
as a Board of Appeals, direct that the buildings be
removed. Mr. DeJong presented photographs of the
structures for the Council's consideration.
The Mayor inquired if anyone present wished to speak on
the matter. As there was no response, the Mayor declared
the hearing closed.
Res. 69-1o RESOLUTION N0. 69-10 entitled: "A RESOLUTION OF THE CITY

It was moved by Councilman Smith, seconded by Councilman
Stevens, that said resolution be adopted.

Hearing - The hour of 7:30 p.m, having arrived, said hour being

ORDINANCES AND RESOLUTIONS
The City Manager presented the annual Street Lighting
Maintenan~:e report in compliance with provisions of the
Street Ligh~ing Act of 1919. The estimated income for the
fiscal yea°~ 1959-70 is $89,53!x, and the estimated expense
is $65,800. Tire surplus money will, be used for improvement
and expansion of the lighting system and for any increase
in cost o energy. The Manager presented RESOLUTION N0.
6g-12 entitled: "A RESOLUTION DIRECTING THE PREPARATION
OF A REPORT OF MAIiUTENANCE OF STREET LIGHrl'S IN THE CITY
OF LYNWOOD FOR THE TWELVE-MONTH PERIOD COMMENCING JULY
1, 1969." and recommended its adoption. It was moved by
Councilman Smith, seconded by Councilman Stevens, that
the City Council concur in the Manager's recommendation
and adopt said resolution.

The City Manager informed the Council that during the Report re

representative to make application for these funds. The
City Manager recommended that the City Council authorize Res. 69-13

A„communication from the City of Long Beach was presented
in which they requested support of legislation. aimed at

he had continued doing business ira the City until recently

Mr. Thon was informed that he could reapply for a permit
at a future time but it was suggested that his position
be clarified prior to making a new application.
The Manager reported on the proposed improvement of
Tweedy Boulevard by the City of South Gate. As two
intersections Tweedy and State, attd 'T'weedy and Long
Beach Boulevard, are partially within the City of
Lynwood, the City of South Gate has requested that,
Lynwood contribute its share to the pro,~ect in order
that it r_.an complete the upgrading of Tweedy Boulevard.

A request for authorization to increase compensation for
the temporary position of Leadman in the Water Department
was presented by the City Manager. He reported that the
position was authorized by the City Council in November
1967, because of the requirement of the Personnel Ordinance
that all positions above entry level be filled through
promotional examination and it-was difficult to fill'
the position of foreman because of the seven utility
maintenance men in the Water Department only four were
eligible to take the examination and only one. of these.,
was willing to take it .' Because of the lack of
competition, the promotional examination was delayed
until. more men became eligible and willing to take the
examination. Because of the expansion of the duties
and responsibilities of the Leadman, it was recommended
that an increase be placed midway between Uilitity
Maintenance, Man and Water Department Fireman. The
Manager recommended that the Council approve an increase
in compensation for the position in the Water Department
from $20 per month to $50 per month. It was moved by
Councilman Smith, seconded by Councilman Byork, that
the Council concur in the Manager's recommendations.

The Manager reported that Mrs. Celeste Driver, Typist-
Clerk in the Water Department has requested a thirty
day leave of absence without pay to enable her to
recuperate from major survery. Mrs, Driver has been
employed by the City since December, 1967, and has
not accumulated sufficient sick leave or vacation.

Ong Beach Fire Department and that after investigation, the
Police Chief indicates no reason the permit should
not be granted. It was moved by Councilman Byork,
seconded by Councilman Green, that the application of
Joseph and Anna Koncz for a dance permit at 10327.

~ivate Patrol The application of Robert E. Thon, President, International
gip. - R.Thon City Security, 6265 Pacific Coast Highway, Long Beach,
~nied for a special permit to conduct the business of private
patrol was presented. The investigative report of the
Criief of Police recorrunended denial of the application
as the applicant is presently appealing a suspension
of his state license and will, in the near future,
face a hearing on charges of violating his license
in Huntington Harbour.
It was mowed by Councilman Stevens, seconded by Council-
man Smith, that the Council concur in the recommendations
of tree Chief of Police.
Mr. Robert Thon addressed the Council to explain the
manner in which he operated his business and the
circumstances of the suspension which he is appealing,
and stated it involved no fraud upon the public. He
answered questions from the Council concerning his
advertising methods, number of patrol cars, number of
calls per night, and types of service provided. He
stated he had originally applied for a license in
July, 1y68 but that rie had failed to respond to a
request f°rom the Police Department to come in for an

emergency leave of absence, without pay, not to exceed
thirty days, to Mrs. Celeste Driver. It was moved by
Councilman Byork, seconded by Councilman Stevens, that
the City Council concur in the recommendation of the
City Manager.

ORAL COMMUNICATIONS
The City Manager thanked the City Council for the
oppcrtunity to attend the recent meeting in Monterey
which deal, largely with urban problems and was of
co}a_si~:~.e r-ab le interest and value .

Councilman Stevens commented on the concrete still
remaining at the site of the structure which was ordered
removed on Bellinger Street, and the City Manager said
it would be removed.
Discussion Mrs. Patterson of E1 Granada Street addressed the Council
Century to question why the Council considers the Century Freeway.
Freeway to be essential but attended hearings in opposition to
the freeway. Mayor Siokos explained that the City of
Lynwood has never op posed the freew~.y but did oppose the
alignment.
Mrs. Ida Williams also addressed the Council to question
certain aspects of the freeway and the reason the Council
is now supporting a route formerly opposed. The Mayor
stated that at no time did the City oppose the Century
Freeway; that the position was that the southern route
would be best but that since the Fernwood routing has
been decided upon the position is that Lynwood must
take all possible advantage of the location since it
cannot be changed.
George Cavenee, 4101 Louise Street, addressed the
Council concerning trees that should be removed in his
area and urging that the railway right-of-way be properly
maintained pending purchase of properties along the
proposed freeway route and ultimate construction of
the freeway.
Mr. Robert Ellis, 4232 Fernwood Avenue, addressed the
Council to state that he understands if the freeway is
not constructed by 1974, the money will no longer be
available, and suggested that all possible delay toward the
end that the Century Freeway will not be constructed.
It was moved by Councilman Byork, seconded by Councilman Adjournment
Green, and carried, that the meeting be adjourned.
